RECOMMENDED ACTION:
Adopt Resolution No. ffl-S/ approving out-of -state business
travel in accordance with Council Policy No. 2 for staff to
attend meetings at the Portland, Oregon offices of CH2M Hill,
Incorporated for work related to the Batiquitos Lagoon
Enhancement Project.\
ITEM EXPLANATION:
The preliminary engineering phase of the Batiquitos Lagoon
Enhancement Project is nearing completion with the final report
and technical appendix to be delivered to the City in early
February by the consultants CH2M Hill, Incorporated. City staff
assigned to the project, in conjunction with the Port of Los
Angeles Project Manager, have been conducting ongoing discussions
with the consultants for the purposes of defining the scope of
work and reaching an agreement for the upcoming critical
environmental impact and design alternatives portion of the
proj ect.
CH2M Hill proposes to manage the next phase of the project from
their regional Portland, Oregon offices to take advantage of in-
house personnel, managerial, and technical resources appropriate
for the assemblage of the project's Environmental Impact Report.
Upon the recommendation of the Port of Los Angeles, a meeting
has been scheduled for January 28th and the morning of January
29th in Portland to continue EIR discussions, meet project
personnel, tour consultants working offices and facilities,
discuss management structure and sub-consultant involvement,
finalize preliminary engineering data, and define related project
issues.
Authorization is requested for the Municipal Projects Manager
and the Planning Department's Senior Planner jointly assigned to
manage the Batiquitos Lagoon Enhancement Project on behalf of the
City to attend these meetings.
FISCAL IMPACT;
Transportation, lodging, and per-diem expenses in accordance with
Council Travel Policy are estimated to be $800 per person. In
accordance with the terms of the City's agreement with the Port
of Los Angeles, all expenses related to attendance at these
meetings are fully reimbursable to the City by the Port of Los
Angeles. Staff recommends approval of the request for out-of-
state business travel.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING REQUEST OF OUT-
OF-STATE BUSINESS TRAVEL REQUIRED FOR THE
BATIQUITOS LAGOON ENHANCEMENT PROJECT
WHEREAS, the City Council of the City of Carlsbad has
- approved an agreement with the City of Los Angeles through its
» Board of Harbor Commissioners relating to certain work for the
Batiquitos Lagoon Enhancement Project; and
WHEREAS, the City Council of the City of Carlsbad finds it
necessary and in the public interest to approve out-of-state
,, business travel for City staff related to the work required for
,„ the aforementioned project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
... City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
