" I RECOMMENDED ACTION:
1. Adopt Resolution No. ,&f-/p , accepting an invitation fj the City of Futtsu, Japan, to become its Sister City.
2. Adopt Resolution No. f/d/y , establishing the Sister C: Steering Committee (SCSC) to be responsible for the Sistf City Program in Carlsbad.
ITEM EXPLANATION:
In July 1986, Mayor Kurosaka of Futtsu, Japan invited Carlsbal become Futtsu's sister city. Since then, several Futtsu dele1 tions have visited Carlsbad and met with City officials, staf community leaders. With each visit, Futtsu officials have re ated their interest in Carlsbad.
A sister city affiliation with Futtsu would have many benefit offer Carlsbad, such as: Youth Programs - establishing sister school linkages and encouraging educational exchanges. Cultural Exchanges - sharing artistic, photographic and historic displays between the two cities. Trade and Commerce - encourage exchanges with businesses
promote tourism, and strengthen international relationships.
Staff surveyed several cities in California to estimate the c a sister city program. The cities of Carson, Vallejo and Pic Rivera budget between $5,000 and $12,000 annually for direct
including City-paid travel expenses for city representatives, meals, gifts, and charter bus transportation. In addition, s
time needed to coordinate the program was significant among t cities.
Because the City of Futtsu has exhibited a tremendous amount enthusiasm and interest toward this sister city affiliation, deserves a like amount of commitment and dedication. Therefo, the City Council wishes to accept Futtsu's invitation, it is recommended that a Sister City Steering Committee (SCSC) be established as an alternative to the City being solely respon;
for the Sister City Program.

Fufirnura, through a mutual acquaintance, Mr. Richard Rush,' professor at San Diego State, University. Mr. Fujimura, who G once a commander in the Japanese Navy, is now the president California Jupitor Corporation. He lives at 1409 Emerald Ba Laguna Beach, California. Futtsu City was formed in 1971 when three neighboring totr joined together. Futtsu City is located about thirty miles sout east of Tokyo, facing Tokyo Bay. Our city has a total area
200 square kilometers (500,000 acres). The population is .56,C and Futtsu is a very beautiful and progressive city. Six percent of the area is covered by small hills and forests. have a beach that is twenty miles long, and have a nice vi of Mt. Fuji. We are enriched by the beautiful national environme In the past. Futtsu's economy was based on fishing a agriculture, producing such products as rice, melons, tomatoe and dairy products- . Recently Tokyo Electric Power Company bas a large power plant in our city, along with technical resear laboratories which are presently under construction. We a: looking forward to building a fine, prosperous,- and even mo: beautiful city in the near future. It would be a great pleasure and honor for us if we we: able to smoothly enter into a sister city affiliation throut

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBADI CALIFORNIA ESTABLISHING THE SISTER CITY STEERING COMMITTEE (SCSC) TO BE RESPONSIBLE FOR THE SISTER CITY PROGRAM IN CARLSBA:
WHEREAS, the City Council recognizes the cultural,

WHEREAS, the City Council wishes to share the bene:
