Q. o oo RECOMMENDED ACTION: _ approving the competitively solicited bids and authorizing the expenditure of funds to make Adopt Resolution No. emergency repairs to an 18" sewer line. ITEM EXPLANATION: A leak in the 18" gravity sewer line running from the east side of 1-5 to the west side of 1-5 was discovered by workers of Caltrans and reported to Utilities & Maintenance. Staff has used a television inspection system to inspect the line and determined that 112' of 18" ductile iron pipe must be replaced at this time. Staff feels this is an emergency because if the leak is left unattended, it could cause serious damage to traffic lanes of 1-5. If the normal competitive bidding process is used, work will be delayed for several weeks. Caltrans has informed the City that they want the leak repaired immediately to prevent damage to 1-5. Staff also feels that any undue delay will only cause more damage and add to the threat of damage to 1-5. The emergency procedure is authorized by the California Public Contracts Code, Section 20168 if approved by a four-fifths vote of the Council. Bids to do the required work have been received from two qualified companies who responded to the request for quotations : 1. Hubbard Construction - $39,795.00 2. Vadnais Construction - $67,500.00 A Purchase Order has been prepared and is ready for signature. FISCAL IMPACT; The fiscal impact is approximately estimates. SEWER Dear Pat: The price for repairing the 18" DIP sewer from the east end of the steel casing at Station ±68.60 to Station 69+65 at Manhole 13 will be $67,500.00. This price includes removal of the existing 18" DIP sewer line from the east end of the casing to Manhole 13 and replacement of the DIP sewer line with a new 18" PVC SDR 35 sewer line, which will include two new 18" MJ 1H° bends. We will need a 5.5 hour working window to install the sewer line after the pipe ceases to flow. The City of Carlsbad will provide us with access to the top side of the project and will pay for any damage that occurs in obtaining access to the top of the project. We exclude any surveying, engineering, testing, bonding, and the installation of any k-rail to the worksite. Delivery of the fitting will take approximately two weeks, and we can begin upon delivery.
