RECOMMENDED ACTION: Adopt Resolution No. 9r-2f designating City representatives and approving out-of-state business travel in accordance Council Policy No. 2 for meetings with U. S. Army Corps of Engineers and members of the Congressional delegation regarding Carlsbad beach erosion. TITLE: REQUEST FOR APPROVAL OF OUT-OF-STATE CITY ATTY V! DELEGATION REGARDING CmLSBAD BEACH EROSION CITY MGa- DEPT. HD< BUSINESS TRAVEL FOR MEETINGS WITH U.S. ARMY CORPS OF ENGINEERS AND CONGRESSIONAL ITEM EXPLANATION: Erosion of public and private property along the Carlsbad coastline continues to be of increasing concern to both private property owners and the City. The recent storm of Sunday and Monday, January 17 and 18, 1988, with the resulting damage, is an example of the vulnerability of the Carlsbad coastline to natural ocean processes. This storm, of only moderate severity yet accompanied by high tides, resulted in the loss of important parking facilities along Carlsbad Boulevard and extensive clean- up and accelerated maintenance of coastal roadways and facilities. In general, Carlsbad's beaches extending the entire length of the City are seriously devoid of beach sand which provides the most effective deterrent to damaging coastal storms. Additionally, quality public beaches are critical to the City's and the region's recreational and tourism industries. Council representatives, members of the City's Beach Erosion Committee and City staff have been meeting with U.S. Army Corps of Engineers personnel from the Los Angeles District Office over the last several months and discussing Corps programs and procedures relating to potential studies and projects to deal with Carlsbad beach erosion. With the 1988-89 Federal budget process well underway, it is recommended a delegation of Carlsbad officials be designated by the City Council to meet with U.S. Army Corps of Engineers officials and Congressional representatives in Washington, D. C. concerning Federal involvement in potential solutions to Carlsbad beach erosion. Meetings have been tentatively scheduled with Federal officials and representatives for February 16, 17, and 18, 1988 in Washington, D.C. The objective of these meetings is to bring to the attention of Federal officials the increasingly deteriorating beach erosion situation along the Carlsbad coastline as well as along the entire littoral cell in this area. Specifically, Carlsbad is interested in Federal participation toward an in-depth study and analysis of precise causes of erosion and recommendations of projects and programs aimed at providing both short and long-term solutions to this problem. Additionally, U.S. Army Corps of * Page Two of Agenda Bill No. ?~?d% Engineers participation is sought both from an engineering and financial standpoint to provide long-term protection for Carlsbad Boulevard extending south of the Agua Hedionda Bridge to approximately SDG&E's warm water outlet. The City has scheduled in 1988 a project to widen Carlsbad Boulevard in this area. Staff recommends exploring potential funding programs with the U.S. Army Corps of Engineers to provide long-term protection to this vital roadway. FISCAL IMPACT: In accordance with Council Policy No. 2, out-of-state business travel requires advance approval by the City Council. It is estimated that transportation, lodging, and per-diem expenses in accordance with the Council travel policy will be approximately $1,200 per person. Sufficient funds presently exist within the various Department and City Council travel accounts for this purpose without requiring additional appropriations. Staff recommends approval of a request for out-of-state business travel and requests the City Council designate City representatives to attend these meetings. EXHIBITS : 1. I t E 1( 11 12 12 14 le 1E 17 le 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 88-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING REQUEST OF OUT- OF-STATE BUSINESS TRAVEL AND DESIGNATING CITY REPRESENTATIVES TO ATTEND MEETINGS IN WASHINGTON, D.C., CONCERNING CARLSBAD BEACH EROSION WHEREAS, the City Council of the City of Carlsbad finds it necessary, desirable, and in the public interest to explore with Federal officials causes and potential solutions to the increasing problem of beach erosion along the Carlsbad coastline; and WHEREAS, the City Council of the City of Carlsbad finds it necessary, desirable, and in the public interest to explore with Federal officials potential Federal involvement in solutions to the problem of beach erosion; and WHEREAS, Carlsbad City officials have been previously meeting with U.S. Army Corps of Engineers personnel from the Los Angeles District Off ice and discussing Corps programs, procedures, and potential projects to address the problem of beach erosion in Carlsbad; and WHEREAS, the City Council of the City of Carlsbad finds it necessary, desirable, and in the public interest to meet directly with Federal officials and Congressional representatives to discuss the problem of beach erosion in Carlsbad; and WHEREAS, the City Council of the City of Carlsbad finds it necessary, desirable, and in the public interest to approve out- of-state business travel for City representatives required for the aforementioned meetings and discussions with Federal ; A I # I < 1( 11 1: 1: 14 1f 1E 17 1€ 16 2c 21 22 23 24 25 26 27 2a officials and Congressional representatives; NOW, THEREFORE, BE IT RESOLVED by the City of Carlsbad, California, as follows: by Council of the 1. 2. That the City Council of the City of Carlsbad shall designate a delegation of City representatives to meet in Washington, D.C., with Federal officials and Congressional representatives to discuss the problem of beach erosion in the city of Carlsbad. That the above recitations are true and correct. 3. That the City Council of the City of Carlsbad hereby approves in accordance with Council Policy No. 2 out-of-state business travel required for the aforementioned delegation of City representatives to meet with Federal officials and Congressional representatives in Washington, D.C., to discuss the problem of beach erosion in the city of Carlsbad.
