Z 0 4 i 0 Z 3 6 8 EAST OF EL CAMINO REAL, PROJECT NO. 3243 DEPT.MP RECOMMENDED ACTION: Adopt Resolution No. 88-3.)L accepting bids and awarding a contract for the construction of improvements to Palomar Airport Road east of El Camino Real, Project No. 3243, to William J. Kirchnavy Construction, Incorporated. ITEM EXPLANATION: On November 10, 1987, the City Council approved a resolution authorizing the advertisement of bids for the construction of improvements to Palomar Airport Road east of El Camino Real, Project No. 3243. Four (4) sealed bids were received on January 13, 1988, as follows: 1. William J. Kirchnavy Construction, Incorporated $729,556.70 2. RLF, Incorporated 776,865.00 3. Southland Paving, Incorporated 811,649.65 4. South Coast Asphalt 854,796.39 The project involves widening of the north side of Palomar Airport Road to prime arterial standards from the intersection of El Camino Real easterly to connect with completed private development improvements at El Fuerte Street. Improvements will include travel lanes, curb, gutter and sidewalks, streetlights, traffic signal modifications, and substantial relocation of underground utilities and facilities. Although designed, the raised, landscaped median will be installed at a later date when the south side of Palomar Airport Road in this area is developed. The project includes a 16-inch cement and steel waterline and pressure reduction station benefiting the Costa Real Municipal Water District. All costs related to the installation of these improvements, estimated to be approximately $130,000 in construction cost and $20,000 in design, administration, and inspection costs, are reimbursable to the City by CRMWD under the terms of a separate agreement approved by the City Council on November 10, 1987. The net cost to the City for the construction portion of the project is estimated to be approximately $600,000. References have been verified on the low bidder and staff recommends award of this contract to William J. Kirchnavy Construction, Incorporated. Page Two of Agenda Bill No. 7/g- ML FISCAL IMPACT: In the 1986-87 CIP budget, the City Council appropriated $900,000 for the design, construction, and administration of the improvements to Palomar Airport Road east of El Camino Real. A sufficient balance of funds in the amount of $785,423.74 presently exists and is available in the project account No. 320- 1840-810-3243 for the construction of this project. Staff recommends proceeding with the award of bid for the construction of this project. EXHIBITS : 1. Location Map. 2. TO WILLIAM J. KIRCHNAVY CONSTRUCTION, INC. WHEREAS, bids have been received by the City of Carlsbad for the construction of improvements to Palomar Airport Road east of El Camino Real, Project No. 3243; and WHEREAS, the low bid received for said project was submitted by William J. Kirchnavy Construction, Incorporated, in the amount of $729,556.70; and WHEREAS, the City Council of the City of Carlsbad and Costa Real Municipal Water District have previously entered into an agreement on November 10, 1987 for the design, construction and administration of certain waterline facilities and related appurtenances to be reimbursed by the District to the City; and WHEREAS, sufficient funds in the amount of $785,423.74 are currently available in the project account No. 320-1840-810-3243 for said proj ect ; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. Kirchnavy Construction, Incorporated, for the construction of improvements to Palomar Airport Road east of El Camino Real, Project No. 3243, is hereby accepted and the Mayor and City Clerk are hereby authorized to execute a contract thereafter.
