RECOMMENDED ACTION:
City Council adopt Resolution No. 8fiJq approving the application and the project agreement for Historic Preservation grants-in-funds for the Certified Local Government Grant Program and appointing the Redevelopment Director as agent in processing the application.
ITEM EXPLANATION:
The Congress under Public Law 89-665 has authorized the establishment of a National Historic Preservation Grants-in-Aid Program, providing matching funds to the State of California and its political subdivisions for the Certified Local Government Grant Program. October 20, 1987, the City Council approved the application and agreement for Certified Local Government (CLG) status for Carlsbad. Although no final confirmation has been received from the Office of Historic Preservation, the City of Carlsbad was advised to submit the grant application as an official Certified Local Government.
The total grant request, for the 1988-89 period was $30,000. This would cover the following projects:
$8,000 ARCHEOLOGICAL AND PALEONTOLOGICAL GUIDELINES $7,000 HISTORIC SURVEY FUND $5,000 STUDENT INTERN FUNDS $2,000 NATIONAL REGISTER FUNDS $8,000 EDUCATIONAL FUND.
The CLG grant recipient furnishes at least half the grant-funded program costs. The matching share may be cash, goods or services, and must be committed at the time the application is filed. No federal funds can be used as match, except Community Development Block Grant or Revenue Sharing funds.
The City of Carlsbad will be matching the $30,000 CM; grant request with Community Development Block Grants funds from the 13th year program. Within that year, $35,000 was allocated for the Historic Survey Project. This project, as already approved, will qualify as City matching funds.
Council is asked to adopt a resolution authorizing application for this grant and appointing the Redevelopment Director as agent of the City to process the application. Grants will be awarded in mid 1988.

FISCAL IMPACT:
The City could receive $30,000 from the State Parks and Recreation Historic Preservation Grant Program if the grant is approved. $35,000 from the Community Development Block Grant Program would be used as matching funds.

WHERRAS, the Congress under Public Law 89-665 has
authorized the establishment of a National Historic
Preservation Grants-in-Aid Program, providing matching funds
to the State of California and its political subdivisions for
Certified Local Government Historic Preservation Program
grants: and
WHEREAS, the State Department of Parks and Recreation is
responsible for the administration of the program within the
state, setting up necessary rules and procedures governing
application by local agencies under the program; and
WHEREAS, said adopted procedures established by the
State Department of Parks and Recreation require the
applicant to certify by resolution the approval of
applications and the availability of local matching funds
prior to submission of said applications to the state;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Carlsbad, California hereby:
1. Approves the filing of an application for the National Historic Preservation Grants-in-Aid assistance for the Certified Local Government Historic Preservation Program; and
2. Appoints the Redevelopment Director or his authorized deputy as agent of the city to coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the attached application; and
3. Agrees that all required local matching funds will be provided for the grant-funded program.

RECOMMENDED ACTION:
If Council concurs, your action is to adopt Resolution No.7262 which would approve an application and certification agreement with the State of California for the Certified Local Government Historic Preservation Program.
ITEM EXPLANATION:
The Historic Preservation Commission is recommending the City Council apply to the State of California for Certified Local Government status. This is a nationwide program established by the National Trust for Historic Preservation to provide financial assistance to preserve historic properties, buildings, structures, sites, neighborhoods and other places of importance. A local government can participate directly in this program when the State Historic Preservation Office certifies that local government has established its own Historic Preservation Commission and a program meeting Federal and State standards.
Certified local governments are eligible to apply for especially earmarked grants from their State Historic Preservation Office. Following acceptance as a Certified Local Government, they will become part of a national technical assistance network. Certified local governments will receive technical assistance and training from the State Historic Preservation Office.
FISCAL IMPACT:
With "certified local government I1 status The City of Carlsbad would be eligible for grant funds for Historic Preservation activity. These grants must be matched, in kind either with cash or volunteer labor.

I. $8,000 ARCHEOIBGICAL AND PALEONTOu)GICAL GUIDELINES
A consultant would be hired to expand the existing Historic Preservation Ordinance to include an "intensive documetitation levelI' of archeological and paleontological guidelines, a monitoring system for these guidelines and a development fee structure. These three documents would be used as a planning tools to evaluate potential environmental impacts on specific resources which are unique to the Carlsbad area and which may not be fully addressed or protected under the California Environmental Quality Act Guidelines.
II. $7,000 HISTORIC SURVEY PUND
Under the Community Development Block Grant Program, $35,000 has been allocated for a Historic Resource Survey. Additional CLG grant funds would be used to hire a professional archeologist to develop an "intensive documentation levelVV Archeological Resource section for the Historic Resource Survey. (The CDBG survey will be done irregardless of the CLG grant.) This Survey would be used in conjunction with the Historic Preservation Element and the Historic Preservation Ordinance to establish policies, procedures, and strategies for maintaining and enhancing Historic Resources. It will used as a tool to increase preservation appreciation and preservation commitment by ' officials and citizens within the community.
III. $5,000 STUDRNT INTERN FUNDS
A Student Intern would be hired to assist with research for Historic Site Designation activity, the Historic Resource Survey, and to assist in the continuation of the Historic Interview Program. The Historic Preservation Program for the City of Carlsbad is only two years old. A Student Intern would expand and enhance the potential achievements of the total program.
IV. $2,000 NATIONAL REGISTER FUNDS
A Consultant would be hired to develop an individual application for the Santa Fe Depot to be registered with the National Register of Historic Places. This structure was awarded a Grant under the California Parks t Recreational Facilities Act of 1984 on July 1, 1986. The renovation will be completed on January 15, 1988.
v. $8,000 EDUCATIONAL PUND
This fund would be used to develop educational displays and brochures for Historic sites. A walking tour will be established with supporting documentation material to facilitate public education. Material which has been salvaged during renovation can be placed in display boxes and located on the site. Additionally, this fund would support video services and an educational brochure for the Historic Interview Program. These resources will be used by officials, staff and community members to enhance the spirit of Preservation.
CERTIFIED Ix)CAL GOvEr(NMENT RISTORlC PRESERVATION PROGRAM BUDGET PROPOSAL
The City of Carlsbad is requesting a certified Local Government Grant for the amount of $30,000. This will be matched with $35,000 from the HUD Community Development Block Grant Program. On December 23, 1986, the City of Carlsbad City Council approved $35,000 for a Historic Resource Survey.
COST BREAKDOWN:
I. $8,000 ARCHEO~ICAL AND PALEONTOLOGICAL GUIDELINES
A Consultant would be hired at $30/hour for a six week period. At 40 hours/week, this would equal 240 hours times $30, equals $7,200. The remaining $800 would cover clerical salaries and printing costs. No proceeds would be realized.
II. $7,000 HISTORIC SURVEY FUND
An archeologist would be hired at a cost of $30/hr. for a four week period. This would be 160 hours times $30 equals $4,800. The remaining $2,200 would go toward photographic supplies/processing, clerical staff and printing costs. No proceeds would be realized.
III. $5,000 - STUDENT INTERNFUND
A student intern would be hired from a local University/College for $4.50/hr. for 960 hr. (12 month at 80 hr./ma.) for an amount of $4,320. The remaining $680 would be used for office supplies and photographic supplies/processing. No proceeds would be regained.
IV. $2,000 - NATIONAL REGISTER FUNDS
A consultant would be hired at $30/hr. for 55 hrs. for a cost of $1,650. The remaining $350 would cover clerical services, photographic supplies, processing and printing.
V. $8,000 EDUCATIONAL FUND
$3,000 - Walking tour brochure - Photographic services and materials, layout and printing costs.
$1,000 - Walking tour display boxes - materials and labor.
$2,000 - Historic Interview Program - Video services ($100 per taping)
$2,000 - Educational brochure, photographic services, materials, layout and printing costs.
* Plagues are being funded with Redevelopment sources ($200/plaque)
Note: A $10,000 budget has been proposed for the Historic Preservation Program within the City of Carlsbad 1988-89 fiscal budget year. This budget will be submitted to City Council for approval in May of 1988.

The City is entering the Thirteen Year participation in the Community Development Block Grant Program. This years budget is approximately $200,000. On September 30, 1986 and October 6, 1986, staff held public meetings to gather input form citizens. City departments were asked to submit project requests. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REQUESTING SPECIFIC PROJECTS FOR FUNDING UNDER THE 13TH YEAR COMMUNITY )
DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, the City Council of the City of Carlsbad, California,
on December 9, 1986, considered the City's Thirteenth Year Block
Grant Application; and
WHEREAS, the City Council has taken all testimony into
account.
NOW, THEREFORE, BE IT RESOLVED that the program funding out-
line in Exhibit A attached hereto and incorporated herein as
though fully set forth is hereby approved.
BE IT FURTHER RESOLVED that the City Manager is hereby
directed to forward the program outlined herein to the County of
San Diego for inclusion in the Thirteenth Year Urban County Block
Grant Application.
