H TITLE: EMERGENCY REPAIRS TO KRUGER HOUSE 2/9/88 PRE-SCHOOL BUILDING IN HOLIDAY PARR I I I RECOMM€NDED ACTION: Approve Resolution No. ff-& authorizing the transfer of $20,000 from the City Council contingency account #001-840-1990-2999 to Building Maintenance account #001-840-5320-2460, for emergency building repair for Kruger House at Holiday Park. ITEM EXPLANATION: On December 14, 1987 a fire occurred at a city building in Holiday Park known as the Kruger House. The fire that started in the wall near the heater caused structural damage to the roof, walls and carpeting. Both the fire and water damage is considered to be moderate, however, it has rendered the structure unusable. For the past ten years, Kruger House and play yard has been used exclusively for the Parks and Recreation Department programs for pre-school children and parents. The parental participatory instructional classes are conducted on a year round basis. There are 260 participants (182 residents) enrolled on a monthly basis, 127 of which are pre-school age and 130 are parent/teachers. In an effort to continue this program on an interim basis, the Department has rented a room at the Boys st Girls Club, however, this facility is available only for a limited time and is considered inadequate to meet the specialized needs of this program. With the 2 7 0 02 a e 6 .. z 0 5 $ a z 3 0 0 displacement of pre-school children to an inadequate facility, many parents have expressed concern about the temporary loss of a quality educational experience for their children. With a normal competitive bidding process, necessary building repair work will be delayed by several months. If approved by a four-fifths vote of the City Council, an emergency procedure to initiate an informal bidding process is authorized by the California Public Works Contracts code, Section 20168. Based on informal bids received, staff estimates that complete building repairs would not exceed $20,000. The building maintenance section will accomplish the necessary repairs by a combination of city forces and outside contractors in order to expedite completion. A 0 e PAGE 2 of AB # 929/ FISCAL IMPACT: The total monthly revenue for the pre-school instructional classes is $4,400. Monthly rental expenditure for The Boys & Girls Club facility is approximately $1,200. A claim has been filed with the City's fire insurance carrier. The City is responsible for the first $5,000 as a deductible amount. Although the insurance settlement is presently undetermined, staff's estimate of total building repairs is anticipated not to exceed $20,000. By authorizing a $20,000 transfer of funds from the City Council contingency fund. A balance of $1,116,000 would remain. EXHIBITS : 1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows : 1. The above recitations are true and correct. 2. Funding in the amount of $20,000 is available in the City council contingency account number 001-840-1990-2999. The City Council does hereby approve by at least a four-fifths vote, the authorization to transfer this $20,000 into Building Maintenance account number 001-840-5320-2460 for emergency building repairs to Kruger House.
