RECOMMENDED ACTION:
Adopt Resolution No.approving the use of Proposition A sales tax
money for the construction of approvement to the Palomar Airport Road and
La Costa Avenue interchanges on Interstate 5 and including them and the
Poinsettia Lane/Interstate 5 interchange in the Regional Transportation
Improvement Program (RTIP) .
TTEM EXPLANATION:
Proposition A requires that each local agency hold a public hearing prior
to the approval of any projects which will use Proposition A sales tax
money. SANDAG requires that such projects be included in the RTIP and
that submittals be sent to them not later than March 1, 1988.
Staff recommends that the following projects be included in the first
five-year request.
1. Palomar Airport Road/I-5 Interchange
2. La Oosta Avenue/I-5 Interchange

Although Council has previously approved a Bridge and Thoroughfare Benefit
District which will raise the money for these projects by buildout of the
City, that funding is not yet available. The 1987-88 Capital Improvement
Program has projected that over the next five years, revenue from Bridge
and Thoroughfare fees will total $4,110,000 including $1,350,000 already
collected. The two projects are estimated to cost $8,640,000 or
$4,530,000 short. The estimated revenue from Proposition A funds over the
next five years is $4,730,000 which will just cover the additional amount
required.
Staff is proposing that the Proposition A funds received in the next five
years be committed to these two projects as a loan. This money will be
paid back in future years as the Bridge and Thoroughfare fees continue to
be collected. Once paid back this Proposition A money will be available
for other projects.
The third 1-5 Interchange in the Bridge and Thoroughfare district is at
Poinsettia Lane. Staff recommends that this project be included in the
five-year RTIP, but with no funding from Proposition A. It is anticipated
that a separate financing program will be developed for this interchange.
FISCAL IMPACT:
The Bridge and Thoroughfare Benefit District was formed to generate
sufficient funds to improve the three interchanges. However, since the
funds will be collected over a 30 to 40 year period to buildout, it was
anticipated that other funding - such as a loan or assessment district-
would be required to provide the cash flow to construct the improvements
early.

Approval of Proposition A funds for the two interchanges means that no
mone1 from this source will be available for other projects for the first
five years. However, SANDftG will shortly begin a study of the possibility
of selling bonds. This would make more money available early to be paid
off with future Proposition A sales taxes.

CARLSBAD, CALIFORNIA APPROVING THE USE OF
PROPOSITION A SALES TAX MONEY FOR THE CONSTRUCTION
OF CERTAIN INTERCHANGE IMPROVEMENTS AND APPROVING
PROJECTS FOR THE 1988 REGIONAL TRANSPORTATION
c IMPROVEMENT PROGRAM.
I WHEREAS, the City Council of the City of Carlsbad determines it is
7 necessary, desirable and in the public interest to construct improvements to

interchanges on Interstate 5 at Palomar Airport Road, La Costa Avenue and
9 Poinsettia Lane; and
WHEREAS, funding from the Bridge and Thoroughfare Benefit District will
be received over a long period of time and Council wishes to accelerate the
12 construction of these interchange improvements; and
13 WHEREAS, the City Council desires to use Proposition A sales tax funds
14 on a temporary basis for the construction of improvements located at the
15 Paloroar Airport Road and la Costa Avenue interchanges with Interstate 5, said
16 funds to be repaid from future Bridge and Thoroughfare fees;
17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
18 Carlsbad, California as follows:
1. That the above recitations are true and correct.
2. That on February 16, 1988 a noticed public hearing on this matter
was held and testimony from the public heard.
3. That the City Council hereby approves the use of Proposition A
sales tax funds generated over the fiscal years 1989 through 1993 to be loaned
for the improvement of the Interstate 5 interchanges at Palomar Airport Road
and the La Costa Avenue to be repaid from future fees collected from the
Bridge and Thoroughfare Benefit District.
4. That the City Council also hereby approves the inclusion of the
Interstate 5 interchanges at Palomar Airport Road, La Costa Avenue and
Poinsettia Lane in the 1988 Regional transportation Improvement Program (RTIP)
as shown on Table 1, Exhibit A attached hereto and made a part hereof.
5. That the City Council hereby requests that the SANDAG Board
4 approve the Proposition A funding and the project list and include them in the
Regional Transportation Improvement Program (RTIP) as shown on Table 1.
6 6. That the City Council supports the concept of a bond sale and
7 encourage SANDAG to approve the sale of bonds in order to accelerate
Proposition A projects.
