ITEM EXPLANATION: The recent storm of January 16, 17, and 18, 1988, damaged Carlsbad Boulevard south of Tamarack Avenue resulting in loss of the parking facilities along the west side of the street and severe erosion of the adjacent slopes. Carlsbad Boulevard was temporarily closed to through traffic while City maintenance crews removed debris from the roadway and installed support materials along the west side of the road. This section of Carlsbad Boulevard has historically washed out during periods of major storms. In addition to the constant threat from winter storms, the City is scheduled to widen Carlsbad Boulevard in this area in 1988. Staff recommends that a more structured, permanent method of protecting the new roadway be identified prior to committing a substantial capital investment in this pro j ect . The City has been conducting informal discussions with representatives from the U.S. Army Corps of Engineers, Los Angeles District Office, for several months in an effort to identify potential engineering and financial opportunities to protect the upcoming street widening project. Under the U.S. Army Corps of Engineers' "Continuing Authority Program, the Corps' Section 103 "Small Beach Erosion Control Project" program may qualify this proposed project for federal financial participation. The Section 103 program is administered through the various district offices of the Corps, in this case the Los Angeles District Office under the direction of the District Commander, Colonel T. Ono, with an upper limit of $2 million of federal participation. This program does not require formal Congressional approval and is intended to address potential projects in which essential public services, such as transportation and circulation systems, are damaged or continually threatened by ongoing natural processes. FISCAL IMPACT: The reconnaissance or initial appraisal phase of the program is approximately six (6) months in duration and is funded 100% by the Corps. If the results of the initial appraisal study Page Two of Agenda Bill No. 9305- indicate a federal interest and a positive cost/benefit analysis, the Corps will proceed, at the request of the City and following execution of a formal Corps/City agreement, with a detailed feasibility and 'IDefinite Project Report. I' Following review and approval of the Corps' Chief of Engineers, the next project phase will include creation of project plans, specifications, and contract documents, permit acquisition, construction, administration, inspection, and related project activities coordinated with the local agency. Traditionally, implementation requires a 50/50 cost sharing agreement between the Corps and the local agency, however, is subject to negotiation. In conjunction with the potential for this future arrangement, staff will continue to explore other funding programs at the state and federal levels to apply to the City's cost sharing responsibility. The potential for application of the Corps' Section 103 program to this project will require several future reviews and approvals by the City Council prior to committing City financial involvement. Staff recommends approval of the attached resolution formally requesting the U.S. Army Corps of Engineers proceed with the initial appraisal study for potential participation in a project to protect Carlsbad Boulevard south of Tamarack Avenue. LOCATION MAP PROJECT NAME PROJm NO* EXHIBIT CARLSBAD BOULEVARD PHASE II I 3205 I 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 88-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REQUESTING THE U.S. ARMY CORPS OF ENGINEERS TO PROCEED WITH AN INITIAL APPRAISAL STUDY FOR POTENTIAL PARTICIPATION IN A PROJECT TO PROTECT CARLSBAD BOULEVARD SOUTH OF TAMARACK AVENUE WHEREAS, the City of Carlsbad owns, maintains, and operates Carlsbad Boulevard, a section of U.S. Highway 101 and a vital circulation arterial of local and regional importance; and WHEREAS, historically, Carlsbad Boulevard south of Tamarack Avenue within the city of Carlsbad washes out and is otherwise continuously damaged and temporarily inoperable during periods of severe winter storms; and WHEREAS, the recent storm of January 16, 17, and 18, 1988, further damaged this highway resulting in its temporary closure, loss of vital public parking facilities, and continuing and expensive repairs and maintenance: and WHEREAS, the U.S. Army Corps of Engineers, under its IIContinuing Authority Program," sponsors a Section 103 flSmall Beach Erosion Control Program" designed to address potential projects in which essential public services, such as transportation and circulation systems, are damaged or threatened by ongoing natural processes: and WHEREAS, the City of Carlsbadls proposed improvements to Carlsbad Boulevard south of Tamarack Avenue require a more structured and permanent method of protection of the roadway to preserve essential local and regional circulation needs: and WHEREAS, the aforementioned U.S. Army Corps of Engineers program may include the opportunity to assist the City of 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Carlsbad's needs to provide a more structured and permanent method of protection for the installation of the aforementioned roadway; and WHEREAS, the City Council of the City of Carlsbad finds it necessary, desirable, and in the public interest to request the assistance of the U.S. Army Corps of Engineers in determining and funding a long-term solution to this problem; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad hereby formally requests the U.S. Army Corps of Engineers, Los Angeles District Office, to undertake the reconnaissance and initial appraisal study of a potential project to protect Carlsbad Boulevard south of Tamarack Avenue within the city of Carlsbad under the District I s lacontinuing Authority Program, specifically its Section 103 "Small Beach Erosion Control Program. 3.
