RECOMMENDED ACTION:
Adopt Resolution No. &"%"- b ¥ approving additional emergency
repairs to 18" sewer line running under 1-5 south of Poinsettia.
ITEM EXPLANATION:
On January 26, 1988 the City Council awarded a contract to
Hubbard Construction Company in the sum of $39,795.00 to complete
the emergency replacement of 112' of 18" badly corroded ductile
iron pipe on the east side of 1-5 south of Poinsettia. Council
was also informed that the section of pipe running under 1-5 was
suspected of being similarly damaged.
Hubbard Construction Co. began work on Tuesday, February 16,
1988. With completion anticipated on Thursday, February 18,
1988. During the course of completing the repair the contractor
discovered that the pipe under 1-5 was so badly damaged by
corrosion that a sealed joint could not be made between the
repair and the existing pipe. It was apparent that the pipe
under 1-5 would require immediate replacement to avoid damage to
the freeway. The pipe is in a 36 inch casing under the freeway.
The casing is in good condition.
Accordingly, the Utilities and Maintenance Department requested
and received a quote of $109,550.00 from Hubbard Construction Co.
to remove and replace a sewer manhole structure and replace 230
feet of ductile iron pipe. The sewer line will be shut down for
at least five work days which will require the use of a pump unit
and one or possibly two tank trucks to transport sewage around
the repair. Hubbard Construction is on the job and has the
equipment and the expertise to complete this job.
Approval of this would assure the expedient replacement of this
18" sewer line and insure the integrity of the 1-5 road bed.

FISCAL IMPACT:
The fiscal impact is approximately $109,550 according to the
estimate. Utilities & Maintenance Department requests an
appropriation from the unappropriated Fund Balance (511-961) to
account number 511-840-6110-2940 to cover the cost of this
repair. The unappropriated Fund Balance will be approximately
$1.5 million after this appropriation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
2 CALIFORNIA, AUTHORIZING THE EXPENDITURE OF FUNDS TO MAKE
ADDITIONAL EMERGENCY REPAIRS TO AN 18" SEWER MAIN

4 WHEREAS, on January 26, 1988, the City Council authorized
5 the expenditure of 539,795.00 for emergency repair of the 13"
6 sewer main on the east side of 1-5 south of Poinsettia by
Hubbard Construction Company of Encinitas, and;
8 WHEREAS, the contiguous portion of the 18" sewer line
which runs under 1-5 is corroded, prevents the sealing of a
joint to the repaired line and requires replacement, and;
11 WHEREAS, Hubbard Construction Company worked on the
12 repaired portion of the pipe, is prepared to do the additional
work expeditiously for $109,550, and;
WHEREAS, the work is determined to be an emergency, and;
WHEREAS, the emergency procedure is authorized by the
California Public Contract Code, Section 2018.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. The above recitations are true and correct.
2. An appropriation of 3109,550 to make the additional
21 repairs by Hubbard Construction Company is approved and
22 execution of work is to proceed as authorized.

ADDITIONAL REPAIRS TO 18" SEWER MAIN
In early January, Caltrans workers reported a leak on the 18"
gravity sewer main running from the east side of 1-5 to the west
side of 1-5. The City Council authorized utilities &
Maintenance to accept two (2) informal bids at the council
meeting of January 26, 1988 to replace 112' of that 18" sewer
main. The Utilities & Maintenance Department entered into a
contract with Hubbard Construction to replace that section of
line at a cost of $40,000.
Hubbard Construction started work on February 16, 1988. They
proceeded to replace that portion of line located on the east
side of 1-5 to the manhole located at the top of the embankment
on the east side of 1-5. As they prepared to uncover that
portion of the pipe running under 1-5 through a 36" conduit, to
connect the new line, they found the pipe badly deteriorated by
the highly corrosive, sulfide gases in the line. I have attached
some pictures showing the line's deteriorated condition. Our
worry all along was that we would find this section of pipe in
poor condition. Because of grease build-up lining the walls of
the pipe, it was impossible to determine this damage at the time
the line was examined in January. The only damage that was
apparent was to that portion of the pipe which was immediately
east of 1-5. Accordingly staff recommended replacement of that
section only. Staff did advise the City Council that the portion
of the pipe under 1-5 might also require replacement. We now
find that replacement is urgently necessary.
We need your authorization to continue the replacement of this
18" sewer main running under 1-5 west to a manhole, on the west
side of 1-5.
Hubbard has given us a price of $109,550 to replace all of the
18" pipe running from the angle point on the east side of 1-5 to
the existing manhole on the west side of 1-5, Included in the
price would be the replacement of the manhole on the west side of
1-5 as it will have to be completely removed in order to pull the
18" pipe, that is now in the 36" sleeve, out of the sleeve. The
pictures show the pipe is completely deteriorated and if not
replaced, could cause serious damage to 1-5.

Hubbard Construction has completed the first phase of repairs.
They have laid a new 18" PVC line replacing all of the pipe
located on the east side of 1-5. We would like to continue
through the 36" conduit to the west side of 1-5 with PVC and
eliminate any future problems with corrosion due to gas build-up.
