CITY r RECOMMENDED ACTION: PEDESTRIAN ACTION PLAN CITY I Introduce Ordinance No. Ns- 9 to revise the Carlsbad Municipal Code by adding Pedestrian Safety to the duties of the Traffic Safetj Commission. Adopt Resolution No, rf-b 2 authorizing staff to pursue funding SANDAG for sidewalk improvements through the Transportation Devel OF Act. ITEM EXPLANATION: At the October 5, 1987 Traffic Safety Commission meeting, a proposal varjous aspects of a Pedestrian Plan were considered. It was unanimous recommendation of the Commission that the word "pedestrian inserted in Section 2.28.050 of the Municipal Code wherever traffic si appeared, thus declaring that the duties of the Commission. incl "traffic and pedestrian" safety. Staff has met with several proponents of the Pedestrian Plan and it determined that several issues need to be investigated and presente the Traffic Safety Commission. These issues fall into the t categories of completing missing sidewalk 1 inks, increasing pedes1 education efforts, clearly establishing that pedestrian safety con( are to be handled by the Office of the City Engineer, development Capital Improvements Program for necessary pedestrian facilities eventually, to expand the Pedestrian Section of the Circulation Elemer the General Plan in the future at the time revisions to the General take place. In summary, staff recommends that the City Council request the Tri Safety Commission to establish a detailed Pedestrian Action Plan inclr the following key elements. Key Element No. 1 - Expand Pedestrian Section of the Circulation Eli at the time revisions to the General Plan take place. Insert a pi statement (s) that re1 ates to pedestrian needs and objectives. Key Element No. 2 - Develop an action plan for adopting and expandini Downtown Pedestrian Circulation Study prepared by Willdan Associatf within the City where sidewalks or other pedestrian facilities are mi or in need of repair and areas where it is necessary to corn pedestrian linkages. Funding for the study will be requested from SA Key Element No. 3 - Develop a Pedestrian Education Program. This pr will focus on providing guide1 ines and information to pedestrians variety of subjects such as crosswalks, traffic signal pedestrian buttons and signal indications, ways to provide input to the pla process, pedestrian safety, designated City department to r maintenance problems, pedestrian - vehicle relationship and fu avai 1 abi 1 i ty in the yearly Capital Improvement Program for pedes 1984. NS-9 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING TITLE 2, CHAPTER 2.28 OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION OF SECTION 2.28.050 BY THE ADDITION OF PEDESTRIAN SAFETY TO THE DUTIES OF THE TRAFFIC SAFETY COMMISSION. The City Council of the City of Carlsbad, California does Follows: SECTION 1: That Title 2, Chapter 2.28 of the Carlsbad Munic is amended by the revision of Section 2.28.050 to read as follows: “2.28.050 Duties. It shall be the duty of the Traffic Safety Comi study all matters referred to it concerning traffic and pedestr and to make written recommendations to the City Council regardinc that should be taken to promote traffic and pedestrian safety 1 City as follows: 1. Review staff studies and make recommendations to the Cii on matters involving traffic and pedestrian safety; 2. ORAL COMMUNICATIONS: No one was present to speak before the Commission. OLD BUSINESS: Rob Johnson reported the alley downtown behind Redevelopment, (between Elm and Grand, west of Roosevelt) that the Traffic Safety Commission recommended for one- way was now on a "wait-and-see" basis. The Desiqn Review Board recomnended this be placed on hold to see whether any problems arose as far as some of the merchants. Mr. Johnson reported Carisbad received a citation from the Automobile Club of Southern California for its low pedestrian accident record in 1986. NEW BUSINESS: A. Bob 3ohnson gave the staff report on this item, stating the item had been continued to allow time for Mrs. Hayes to prepare recommendations. letter were included in the packet. Mr. Johnson diswssed the four recommendations made, toqether with the recommendations of the Traffic Safety Coordinating Committee. Chairman O'Day opened the public hearing at 3:33 p.m., and issued the invitation to speak. Marion Gast, 7212 San Lucas, a Member of the Senior Citizen Commission, spoke in favor of the ad hoc committee recommendations. She stated one example of an area where help was needed was the tlminq on the walk signal at Harding and Elm Avenue. City Wide - Pedestrian Safety Proposal. L COMMISSIONERS O'Day Erwin Fuller Herring Melideo e MINUTES Y October 5, 1987 TRAFFIC SAFETY COMMISSION Thelma Hayes, 570 Laguna Drive, addressed the Commission relating how the committee reached the reconmendations presented to the Traffic Safety Commission. committee members felt the pedestrian qot lost in the consideration of traffic, with emphasis placed on vehicles and bicycles. Mrs. Hayes stated she did not know whether there is an ordinance regulating the placing of tables and chairs in the pedestrian right-of-way, which is a common practice by restaurants. The committee felt the Circulation Element was inadequate as far as an educational program. Mrs. Hayes stated one person had commented on the color of the "walk" signals, stating they were difficult to see. In answer to Commission query reqardlng sidewalks, Mrs. Hayes stated the problem was mainly with old construction, with specific examples being the schools, where there are no sidewalks or curbs. The committee felt in the vicinity of all schools, there should be sidewalks and a separation from the cars. Mrs. Hayes added that "T" intersections need guidance to inform the pedestrian how to safely cross that intersection. She stated the committee would like to see safer and more comfortable streets for all pedestrians; particularly the elderly, children and handicapped. Officer Shipley comnented the Police Department does have a safety referral program. Bailey Noble, 5470 Los Robles Drive, spoke in favor of the recommendations as presented by the committee. He stated he was not in favor of a member of AAA being on the Traffic Safety Coordinating Committee. Mr. Noble stated the citizens do not have access to one certain person or department to present their pedestrian problems. Mario Monroy, 3610 Carlsbad Boulevard, stated there was a need to improve how problems are handled by the City. He asked the Commission to send the recommendations of the committee forward to the City Council. He cited some examples of pedestrian problems existing on Carlsbad Boulevard. Chairman O'Day suggested Mr. Monroy write a letter to the Planning Department or to the Traffic Safety Engineer. Commissioner Melideo comnented the Traffic Safety Commission is an advisory body and does not make a final decision: the City Council makes all final decisions. The problems stated by the citizens should be presented to the City Council. She also commented the pedestrians have d responsbility, too, to obey the rules. She stated the October 5, 1787 TRAFFIC SAFETY COMMISSION Page 3 L. 0. Brockmann, 5511 LOS Robles Drive, discussed pedestrian problems at Carlsbad Boulevard and Manzano Drive up to Tamarack. Carisbad Boulevard was a truck route, and stated this related to the time before 1-5 was completed. the trucks should be told that is no longer a truck route. He referred to a document stating He stated Harold Clarke, 924 Camlnito Del Reposa, added his support for the recomnendations of the committee. Marjorie Monroy, 3610 Carlsbad 8oulevard, asked the Commission to consider the pedestrian, as their problems have not been taken care of. Thelma Hayes, in response to query regarding interdepartmental programs, stated the committee would like to have one spot for matters affecting pedestrians, and want the Commission to be pro-active and not te- actlve, with oeneral aims and quidelines. Mrs. Hayes stated they would like to have a non-voting member on the Traffic Safety Coordinating Committee to see that pedestrians receive their just due. Mort Bonds, 231 Olive Avenue, stated agreement with the committee recomnendations and suggested they be sent forward to Council. Chairman O'Day closed the public testimony portion at 4:20 p.m. Recommendation I1 - to revise Chapter 2.28 of the Code. Commissioner Herring felt the mechanism exists for coordination, with the City Engineer's office the place for citizens to start. He felt the pedestrian was being considered, when their problem has been presented in writing. Chairman O'Day commented that most matters rmst be reactive. He stated he was familiar with the City process, and Enqineering coordinates with Plannfnq, with the Traffic Engineer the place for any problems to be presented. Traffic Safety Comission recommended Section 2.28.050 Duties, Chapter 2.28, Traffic Safety Commission, be amended to read "traffic and pedestrian safety" each time the phrase "traffic safety" appears. A motion was made and seconded to recommend the City Manager consider appointing an ex-officio member to the Traffic Safety Coordinating Committee to represent the group concerned with pedestrian safety. The motion failed due to a lack of majority. Traffic Safety Commission referred the recommendation of d Pedestrian Education Proqrdm to the City Manager for his review and comnents. 8. Pontiac Drive - Request to establish prima facie speed limit and create &way STOP sign at the ~ontiac/Southdmpton intersection. Bob 3ohnson gave the staff report as contained in the Commission report. Chairman O'Oay opened the public hearing at 4:52 p.m., and issued the invitation to speak. One gentlemen spoke about the fast traffic on Southampton, stating there should be a four-way stop there. Chairman O'Day closed the public testimony portion at 4:55 p.m. Traffic Safety Commission adopted the Traffic Safety Coordinating Committee recommendation to designate Pontiac Drive as a through street, with no stop signs to be placed on Pontfac Drive at the four-leq Intersection with Southampton Road. The recomnended prim facie speed limit for Pontiac Drive beginning at Tamarack Avenue and proceeding northerly 0.7 miles is 35 miles per hour. REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Melideo stated there is a parking problem by the ballfield on Harding and Chestnut. Comnissioner Melideo asked again about restaurants putting chairs on the sidewalks. Commissioner Herring stated Tamarack and Crescent Point needs to be studied.
