TITLE: APPROVAL OF CHANGE ORDER NOS. 7 AND 8 DEPT. H FOR THE COLLEGE BOULEVARD ASSESSMENT ClTYA DISTRICT, PROJECT NO. 3188
Adopt Resolution No. pR-73 approving Change Order Nos. 7 and 8
for the College Boulevard Assessment District, Project No. 3188.
ITEM EXPLANATION:
Construction of College Boulevard from El Camino Real to Palomar Airport Road is 98% percent complete. All major construction items within the assessment district have been completed; minor punchlist and clean-up items remain to be addressed by the contractor. Portions of College Boulevard southerly from El Camino Real are scheduled to be open to traffic in late March.
Change Order No. 7 in the amount of $7,935 involves the addition of the traffic signal control opticon system to the El Camino
Real and College Boulevard traffic signal. The opticon feature was inadvertently not included by the design engineers on the traffic signal plans for this intersection. The opticon system is standard equipment for all Carlsbad traffic signal systems and allows the Fire Department's emergency vehicles to control intersection movements during emergency responses. The traffic signal, including the addition of the opticon system, at El Camino Real and College Boulevard is funded in full by the City contribution to the assessment district as previously budgeted in
the 1986-87 Capital Improvement Program from Public Facility Fee Funds.
Change Order No. 8 involves a request by the Carlsbad Research Center, the Koll Company, to include the addition of landscape median lights to the tree wells on a portion of College Boulevard fronting the CRC property. The cost of this addition is $78,685 and is to be totally assessed to the CRC ownership within the assessment district. The median lighting will enhance the aesthetics of both the property and the roadway at night. In the
attached letter dated February 18, 1988, the Koll Company will be responsible for all costs associated with maintenance and monthly energy charges for the median lights.
Staff recommends approval of Change Order Nos. 7 and 8 for the College Boulevard Assessment District project.
FISCAL IMPACT:
Bond financing in the amount of $9,570,250 has been previously
secured for the College Boulevard Assessment District.
Contingency funds within the project account in the estimated
amount of $362,000 are currently available to enable the approval
of Change Order Nos. 7 and 8.

A RESOLUTION OF THE CITY COUNCIL OF THE CIT! COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PROJECT CHANGE ORDER NOS. 7 AND 8 FOR THE COLLEGE BOULEVARD ASSESSMENT DISTRICT, PROJECT NO. 3188
WHEREAS, the construction of the College Bou,evarc
Assessment District, Project No. 3188, is proceeding according
to schedule; and
WHEREAS, an opticon system is necessary for the emergency
vehicles to safely control intersection movements; and
WHEREAS, installation of median island lighting has heen
(1) of the participants of requested by the Koll Company as one
the assessment district ; and
WHEREAS, the Koll Company will be assessed for 100% of the
costs of the median lighting in the amount of $78,685; and
WHEREAS, sufficient contingency funds exist within the
assessment district project account to enable the approval of
the aforementioned Change Orders;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That project Change Order Nos. 7 and 8 in the total
amount of $86,620 are hereby approved and the Mayor and City
Clerk are authorized to execute said Change Orders. Following
execution of Change Order Nos. 7 and 8 by the Mayor, the City
Clerk is authorized and directed to return copies of said
executed Change Orders to Municipal Projects for processing.
3. That the Purchasing Officer of the City of Carlsbad,

California, is hereby authorized to increase the existing
Purchase Order No. 2277 in the amount of $86,620 in accordance
with approved Change Order Nos. 7 and 8.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 8th day of March
1988, by the following vote, to wit:

ITEM 1 MEDIAN LIGHTING
Justification: The Ownership of the Carlsbad Research Center has
requested that median lights be added to the tree
wells of the portion of College Blvd. abutting the
Carlsbad Research Center property. The cost of the
lighting system is to be assessed directly to the CRC ownership. The Assessment Engineer has determined that ample funds are available in the remaining continsency fund to cover the cost of this item.
Attachment No. 1 for more details. See
COST: $78,685.00
There is no time extension for this item. However,
due to the late date of this change, the lights will
be installed after the contract completion date but
before March 1, 1988.
ITEM 2 TIME EXTENSION
Due to rain and adverse weather, the contractor was delayed 14 working days.
completion date from January 21, 1988 to February 10, 1988. See Attachment No. 2 for details. The days are as follows:
