P .... CH..__ __ RECOMMENDED ACTION: DEPT. HD._.__-- CITY Anv\[/;f) CITY MGR.~ Adopt Resolution No. fY,.?o , approving the purchase of a Quick-Attack Brush Fire Pumper. ITEM EXPLANATION The 1987-88 Capital Improvement Program includes $650,000 for the construction and apparatus for Fire Station #6 in south Carlsbad (Rancho Santa Fe Road}. This station is expected to be operational late this year or early 1989 and it will include two firefighting vehicles. One will be a new structure fire pumper and the other will be a brush firefighting vehicle. The brush fire pumper is to replace a 1964 structure pumper that has been converted to brush fire use. If the Quick Attack Brush Fire Pumper is ordered now, it can be delivered before the start of the wildland fire season in mid-May. When the new unit is put into service, the old unit will be declared surplus and sold. After reviewing the various purchasing options that are available, including formal bidding and competitive negotiations, the staff decided the cooperative purchasing procedures (Section 3. 28. 360) were most advantageous to the City. By using this section of the Code, the City can purchase equipment when another agency has made their purchase in a competitive manner. The Vacaville Fire Protection District used competitive bidding procedures when they purchased a Quick Attack Brush Fire Pumper in November 1987. Beck Fire Apparatus Company was awarded the bid and will allow the City of Carlsbad to cooperatively purchase the same unit at the basic price. flSCAL IMPACT Unencumbered funds in the amount of $650,000 are available in Fire Station #6 Account No. 320-820-1810-3302. The cost of the Quick Attack Brush Fire Pumper is $105,936 plus tax, for a total of $112,292.16. EXHIBITS 1. Purchase Agreement -Exhibit A 2.
