TYLER STREET ALLEY IMPROVEMENTS
RECOMMENDED ACTION:
Adopt Resolution No. 8f-87 authorizing the Purchasing Officer
to secure bids utilizing open market purchasing procedures for
the construction of improvements to the Tyler Street Alley Pro j ect .
ITEM EXPLANATION:
On February 9, 1988, the City Council approved plans, specifications and contract documents and authorized the advertisement of bids for the construction of improvements to the Tyler Street Alley Project within the Redevelopment area. No
formal bids were submitted for this project on the appointed bid date of March 3, 1988. Therefore, staff recommends the
Purchasing Officer be authorized to secure bids for this project utilizing the open market purchasing procedures in accordance with the California Public Contracts Code Section 20166 and the
provisions of the City’s Purchasing Ordinance. Alternatively, if
bids cannot be secured under this approach, the City’s Utilities
and Maintenance Department will be requested to schedule this
This project includes the removal of existing islands on the east
side of the alley and relocation of islands on the west side with
a complete resurfacing of the roadway area. The new signing and
striping plan for the project will facilitate two-way traffic through the alley.

FISCAL IMPACT:
The Engineer’s estimate for the construction of this project is
$7,000. The alley improvements are funded through the City’s
Community Development Block Grant program utilizing remaining
project funds from the completed ATCSF Parking Lot project.
Available project funds in the amount of $9,283 exist in account
number 132-820-1890-3719.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASING OFFICER TO UTILIZE OPEN MARKET PURCHASING PROCEDURES
TO SECURE BIDS FOR THE CONSTRUCTION OF THE TYLER STREET
ALLEY IMPROVEMENTS, PROJECT NO. 3719
WHEREAS, the City Council of the City of Carlsbad has
determined it necessary, desirable, and in the public interest
to construct improvements to the Tyler Street Alley; and
WHEREAS, plans, specifications, and contract documents have
been previously approved by the City Council; and
WHEREAS, the City Council has previously authorized the
advertisement of bids in which no formal bids were received for
this project; and
WHEREAS, the City Council determines it necessary to proceed
utilizing open market purchasing procedures in an effort to
secure bids for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carlsbad, California, as follows:

3. That in the event the Purchasing Officer is unable to
secure economical and acceptable bids for this project utilizing
the open market purchasing procedures, this project shall be
constructed utilizing City forces from the Utilities and
Maintenance Department taking into consideration current and
future workloads of this department.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 22nd day of March I
