ITEM EXPLANATION: On February 9, 1988, the City Council approved plans, specifications and contract documents and authorized the advertisement of bids for the construction of improvements to the Tyler Street Alley Project within the Redevelopment area. No formal bids were submitted for this project on the appointed bid date of March 3, 1988. Therefore, staff recommends the Purchasing Officer be authorized to secure bids for this project utilizing the open market purchasing procedures in accordance with the California Public Contracts Code Section 20166 and the provisions of the City’s Purchasing Ordinance. Alternatively, if bids cannot be secured under this approach, the City’s Utilities and Maintenance Department will be requested to schedule this This project includes the removal of existing islands on the east side of the alley and relocation of islands on the west side with a complete resurfacing of the roadway area. The new signing and striping plan for the project will facilitate two-way traffic through the alley. work utilizing City forces. 1 FISCAL IMPACT: The Engineer’s estimate for the construction of this project is $7,000. The alley improvements are funded through the City’s Community Development Block Grant program utilizing remaining project funds from the completed ATCSF Parking Lot project.
