RECOMMENDED ACTION:
Authorize the Library Director to attend the 14th Annual American Library Associa-
V. tion National Library Week Legislative Day in Washington, D.C. April 17-19, 1988.

ITEN EXPLANATION:
The Li"ary Director has been selected by the California Library Association to
serve as the Federal Relations Coordinator for 1988. Part of the responsibility of
the Coordinator is to organize and lead the California delegation to Washington to
t lobby for library legislation and library issues. The major purpose of these visits
is to increase awareness among legislators that good library service is essential.
Federal support for libraries continues to be important. That support has con-
tinued as a result of the efforts of the American Library Association Washington
office, among whose projects is the Annual Legislative Day.
FISCAL IMPACT:
The California Library Association will provide partial funding (air fare $238.00)
to support the cost of the trip. Lodging and meals will cost an estimated $450.00.
Funds are available in the library travel budget, Account No. 001-820-4010-2940.
EXHIBIT:
1. Resolution No. AI A.4 authorizing the Library Director to travel to
Washington, D.C. to attend the 14th Annual American Library Association
National Library Week Legislative Day.

A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA
AUTHORIZING THE LIBRARY DIRECTOR TO TRAVEL TO
WASHINGTON, D.C. TO ATTEND THE 14TH ANNUAL
AMERICAN LIBRARY ASSOCIATION NATIONAL LIBRARY
WEEK LEGISi.ATIVE DAY, APRIL 17-19, 1988
WHEREAS, the American Library Association is holding its 14th Annual
Legislative Day April 19, 1988 in Washington, D.C., and
WHEREAS, the California Library Association has selected the Library
Director to serve as Federal Relations Coordinator for 1988, and
WHEREAS, continuing federal support of public libraries is important to
the City of Carlsbad, and
WHEREAS, funds are available in the amount of $1100.00 in the FY1987-88
Library budget,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad that permission is granted to the Library Director to travel out of
state to attend the 14th Annual American Library Association National Library
Week Legislative Day.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Carlsbad, California, held on the 5th day of April ,
1988, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
