3. Adopt Council Policy Statement No. 35 Sewer Master Plan as revised
setting forth the policy on what facilities will be paid for by
the City from the sewer connection fee and what will be paid for
by the developer.
ITEM EXPLANATION:
In February of 1987, Council approved a contract with Wilson
Engineering to revise the Master Plan of Sewerage to reflect the needs
of the Growth Management Program. This contract is now complete, and
the Master Plan is submitted for your adoption.
The revised plan is structured as an implementation tool for Growth
Management, and provides an analytic framework to evaluate critical
interceptor links in relationship to Growth Management Zones. Future
deficiencies have been analyzed and timeframes for replacement
projected.
This analysis identifies some $56,824,000 worth of improvements, of
which $49,126,000 has been identified for connection fee funding. The
remaining $7,698,000 worth of improvements will be funded through
development. Improvements funded by connection fees will serve an
additional 39,380 Equivalent Dwelling Units (EDU's), resulting in a
revised connection fee of $1,250 per EDU. This is a twenty-five per
cent (25%) increase over the existing $1,000 fee.
Members of the Carlsbad Economic Enhancement Council expressed their
support for the plan at a public meeting in which sewer capacity was
reviewed by the Community Development Director and City Engineer.
The analysis also calls for a Growth Management Sewer Monitoring
Program to be implemented. The program will enable the City to make
appropriate adjustments in the Capital Improvement Program to insure
Growth Management Standards are met.
ENVIRONMENTAL IMPACT:
The Sewer Master Plan is categorically exempt from environmental review
pursuant to Section 15306 of the State Guidelines for Implementation
of the California Environmental Quality Act. The master plan consists
of basic data collection, analysis and information gathering and does
not have any physical impacts on the environment. Any projects to
physically install sewer improvements as a result of the Master Plan
will require environmental review.

FISCAL IMPACT:
If City Council adopts the Sewer Master Plan as presented an increase
of 25% in sewer connection fees will be necessary to fund the capital
program described in the report. This program will become the basis
for the sewer section of the City's Capital Improvement Program for
1988-89 and following years.

SUMMARY
Chapter 2 - Description of Study Area
The study area consists of about 70 percent of the City of
Carlsbad and contains 19,221 acres. There are five major
sewage drainage basins within the study area and these are
shown on Figure 2-1.
Chapter 3 - Land Use and Population Planning in Study Area
The present population of the study area is 39,000. The
ultimate population of the study area is projected to be
95,700, but will not be reached until well after the year
2000. The majority of the development in the City of
Carlsbad is currently in the coastal strip and is
predominantly residential development. Development will
proceed inland and the percentage of commercial and
industrial development will increase.
Chapter 4 - Existing Sewerage System
The City of Carlsbad wastewater collection system utilizes
about 100 miles of sanitary sewers, 15 sewage lift stations
and 2 treatment plants. There are currently four major
wastewater interceptor systems within the City of Carlsbad.
These interceptors are the Vista/Carlsbad Interceptor, the
North Agua Hedionda Interceptor, the Buena/San Marcos
Interceptor System and the North Batiquitos Interceptor.
The City of Carlsbad is a part owner of the Encina Water
Pollution Control Facility, which is located within the
study area. The City of Carlsbad also owns the Lake
Calavera Hills Water Reclamation Plant. The Lake Calavera
Hills Water Reclamation Plant is currently not being
operated and major improvements would be needed to make it
operational.
Chapter 5 - Wastewater Flow Projection Criteria
Average wastewater flows from the City of Carlsbad were
projected using 220 gallons per day per equivalent dwelling
unit. All industrial and commercial development was
projected based on estimated equivalent dwelling units and
converted to projected flows utilizing the same 220 gallons
per day per equivalent dwelling unit figure. The average
flow was converted to peak flow utilizing the sliding scale
contained in Figure 5-1. The ultimate average flow from
the City of Carlsbad was estimated to be 13.41 million
gallons per day.
Chapter 6 - Design Criteria and Unit Construction Costs
The City of Carlsbad design criteria and standards of the
industry were utilized to design facilities in this report.
Cost estimates were based on present unit costs for
pipelines and force mains and lump sums for sewage lift
stations.
Chapter 7 - Improvement Program
Table 1-1 provides a summary of the recommended improvement
program for the City of Carlsbad wastewater system. This
program provides for a total expenditure of $56,824,000. Of
this total, $49,126,000 is to be funded through connection
fees and will be constructed by the City of Carlsbad. The
remaining $7,698,000 will be funded through development.
When this system is in place, it will provide a sewer to
each of the sewer drainage basins developed in this report.
Chapter 8 - Revenue Program Requirements
There are $49,126,000 worth of improvements to be funded by
the City of Carlsbad recommended in this report. These
facilities will serve an additional 39,380 equivalent
dwelling units. Thus, the cost per equivalent dwelling unit
for the facilities recommended in this report is $1,247.
This amount should be adjusted annually to keep up with
inflation.
Chapter 9 - Reclamation Program
The costs and regulations associated with the use of
reclaimed water make its use prohibitively expensive at the
present time. Facilities are in place which could provide
the backbone of the reclaimed water production and
distribution system if there were users. No additional
monies should be spent on the reclaimed water program until
a user base has been developed.

The major interceptor system is in place, with the
exception of the South Agua Hedionda Interceptor. The
South Agua Hedionda Interceptor is included as a City
of Carlsbad funded facility west of El Camino Real.
Timing and phasing of this facility requires further
study to insure compatibility with the Growth
Management Plan.
Several improvements will be needed to the
Vista/Carlsbad Interceptor within five years.
The Home Plant Lift Station should be replaced.

4. The Lake Calavera Hills Water Reclamation Plant should
not be activated at the present time. The plant should
only be utilized if there is a use for reclaimed water
or if the City of Carlsbad has insufficient capacity at
the Encina Water Pollution Control Facility. There is
approximately a two year start up time to put the
improvements in place which would be needed to operate
the Lake Calavera Hills Water Reclamation Plant.
5. Gravity sewer lines should be installed to all sewage
lift stations in Zone 2 and Zone 7. These stations are
currently used to direct flows toward the Lake Calavera
Hills Water Reclamation Plant. These gravity
interceptors should be constructed in conjuction with
development where possible.
6. The Lake Calavera Hills Water Reclamation Plant and all
lift stations which direct sewage toward it should be
mothballed but maintained so they can be utilized at a
future date.
7. The City of Carlsbad should obtain 13.41 million
gallons per day average flow of treatment capacity at
the Encina Water Pollution Control Facility.
8. The current connection fees should be increased to
assure that adequate funds will be available to meet
the capital improvement program recommended in this
report.
9. An annual monitoring program should be adopted as
described in Appendix C.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING THE REVISED CITY OF
CARLSBAD MASTER PLAN OF SEWERAGE.
WHEREAS, the City Council adopted Resolution No. 8968 on February 17,
1987 approving a consultant agreement with Wilson Engineering in association
with Roger W. Greer Consultants to update the Sewer Master Plan; and
WHEREAS, the City Council desires to approve a Sewer Master Plan
reflecting the needs of the Growth Management Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad, California,
hereby adopts the revised Master Plan of Sewerage dated December, 1987.

13.10 OF THE CARLSBAD MUNICIPAL CODE RELATING TO

The City Council of the City of Carlsbad, California does ordain as
7 fol1ows:
8 SECTION I: That Title 13, Chapter 13.10 of the Carlsbad Municipal
9 Code is amended by the amendment of the first sentence of Section 13.10.030 to
read as follows
"Except as provided, every person who wishes to use the City sewer
system and the Encina Treatment Plant shall pay to the City prior to the
12 issuance of a sewer permit, a sewer capacity fee of one thousand, two hundred
and fifty dollars ($1,250.00) per equivalent dwelling unit.
13 The Sewer Capacity Fee shall be adjusted annually, effective July 1,
14 according to the Engineering News Record Los Angeles Construction Cost Index
with a base year index of 5,500."
15 EFFECTIVE DATE: This ordinance shall be effective thirty days after
16 its adoption, and the City Clerk shall certify to the adoption of this
17 ordinance and cause it to be published at least once in the Carlsbad Journal
18 within fifteen days after its adoption.
19 INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City

(f) The city council may, by resolution, prescribe any
regulations they consider necessary for the proper application
of this section. Such regulations may include but are not
limited to a determination of the number of gallons of sewage
which shall equal one equivalent dwelling unit. The city
council's determination of the number of gallons of sewage
equalling one equivalent dwelling unit may vary for a satel-
lite sewage treatment plant when such variation is justified
based on the flow characteristics of the drainage basin served
by such plant or other factors which the council finds neces-
sitate the difference. (Ord. 7061 §1, 1981; Ord. 7060
SI(part), 1980).
13.10.030 Sewer capacity fee—Encina Treatment Plant.
Except as provided, every person who wishes to use the city
sewer system and the Encina Treatment Plant shall pay to the
city prior to the issuance of a sewer permit, a sewer capacity
fee of one thousand dollars per equivalent dwelling unit. All
sewer capacity fees shall be placed in the joint sewer construc-
tion fund and shall be used to pay for capital improvements of
such system. (Ord. 7060 §l(part), 1980).
13.10.040 Pumping plant capital contribution fee. When-
ever any person applies for a sewer permit and the sewage
from the applicant's property must be pumped to a treatment
plant by an intermediary public pumping plant, and such person,
or his predecessor in interest, has not contributed to the cost
of the construction of such intermediary pumping plant, then
such person shall pay to the city a pumping plant capital con-
tribution fee for each existing or proposed equivalent dwell-
ing unit that is to be served by such connection.
The pumping plant capital contribution fee shall be estab-
lished by resolution by the city council. (Ord. 7060 §1(part),
1980) .
13.10.050 Sewer main fees. In addition to the fees
required by this chapter, an applicant for a sewer permit
shall also pay any applicable sewer main extension fees pur-
suant to Chapter 13.08. (Ord. 7060 §l(part), 1980).
13.10.060 Sewer capacity—Lake Calavera Hills Satellite
Sewage Treatment Plant. (a) The city council, by resolution,
may establish a special sewer service area for the Lake
Calavera Hills Satellite Sewage Treatment Plant and establish
a sewer capacity fee which shall be paid by each person, other
than the developer or his successors or assigns, proposing to
connect a structure within such area to the Lake Calavera Plant
prior to the issuance of a sewer permit. The fee, less five
percent for administrative costs, shall be used to reimburse
Lake Calavera Hills for the costs of constructing the plant.

BACKGROUND:
The City has had an unwritten policy that the City would pay for sewer
treatment plants, sewer trunk line upgrading and facilities owned jointly with
other agencies. All new sewer trunk lines and lines within subdivisions were
to be paid for by developers. Past actions indicate that this had been a
consistent policy.
The City has completed a revised Master Plan of Sewerage report dated December
1987 which has determined sewer line sizes and locations, future revenue and
costs and sets out a plan for what the City should pay.
PURPOSE:
To establish a written Council policy on payment for facilities to enable staff
to prepare appropriate five-year Capital Improvement Programs.
To communicate to developers Council policy regarding the requirement that they
pay for sewer trunk lines and local sewer lines within subdivisions and make
them aware of their responsibilities under the Growth Management Program.
POLICY:
The City shall pay for the following facilities from the Sewer Capital
Construction Fund:
1. Encina Phase IV and V treatment plant expansion, effluent disposal
line and reclamation at Calavera Hills treatment plant.
2. All sewer interceptors identified in the Master Plan of Sewerage.
3. All pump stations and force mains identified in the Master Plan of
Sewerage.

All new sewer trunk lines identified in the Master Plan of Sewerage and all
new sewer lines within a development shall be installed by the developer at his
sole expense.
Facilities funded through the Sewer Capital Construction Fund shall be
scheduled for construction as indicated in the annual City Capital Improvement
Program. Where accelerated construction of any facility is required due to
development activity the facility shall be constructed by developers subject to
reimbursement as agreed when funds become available.
The City Council adopted the Master Plan of Sewerage report prepared by Wilson
Engineering December 1987 as the working plan for the City of Carlsbad Sewer
service area.
PROCEDURE;
1. Specific sewer trunk lines to be built by developers and the estimated
costs are contained in the Master Plan of Sewerage report dated
December 1987.
2. Estimated future sewerage flows, pipe sizes and pipe capacities are
contained in the Sewer Master Plan report dated December 1987 by Wilson
Engineering,
3. Detailed flow projections, the Growth Management Monitoring Program and
the Calavera Hills Treatment Plant Report are contained in the Appendices
of the Master Plan of Sewerage dated December 1987 by Wilson Engineering.
NOTICE OF PUBLIC HEARING
REVISION OF SEWERAGE MASTER PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Carlsbad will hold a public
hearing at the City Council Chambers, 1200 Elm Avenue, Carlsbad, California, at
6:00 P.M., on Tuesday, April 5, 1988, to consider the approval of a Revision of the
Sewerage Master Plan. Council will consider increasing the sewer connection fee from
$1,000 to $1,250 per equivalent dwelling unit.
If you have any questions regarding this matter, please call the Engineering Department
of the City of Carlsbad at 438-1161.
If you challenge the Revision of the Sewerage Master Plan in court, you may be limited
to raising only those issues you or someone else raised at the public hearing described
in this notice, or in written correspondence delivered to the City of Carlsbad City
Clerk's Office at or prior to the public hearing.
