RECOMMENDED ACTION:
Hear the presentation from the League of Women Voters regarding citizen parti ci pat i on in 1 oca1 government.
ITEM EXPLANATION:
Margie Monroy, President of the League of Women Voters, North Coast San D County, has requested to appear before the City Council to present the re of a study on citizen participation in local government. The recommendat of the study are attached.
One of the recommendations is to modify the current application to allow applicants to be considered for vacancies on more than one board/commissi Exhibit 3 is the revised application proposed by the League. It differs the current application (Exhibit 4) in the following ways:

on CITIZEN-PARTICIPATION STUDY

NORTH COAST LEAGUE OF WOMEN VOTERS, CARLSBAD UNIT
The league commends the city in its efforts to encourage
citizen participation in government and recognizes the con-
tinuing and increasing evidence of this commitment.
The Carlsbad unit of the -North Coast League of Women Voters
has been studying citizen participation in council appointel
commissions and boards.
As a result of this study, the following suggestions and rei
omendations are made in the spirit of assisting the city in
achieving broader and more effective citizen participation
In order to achieve and maintain broad citizen participation, we recommend that you
1. Limit membership to two consecutive terms where
there are qualified applicants - continuing the
policy of staggered terms.
2. Consider all aspects of the community in making
appointments, including geographic, economic and social.
3. Provide an application form that allows applicants to be considered for vacancies on more than one body. (See attached for recommended revisions.)
4. Use all possible means to make citizens aware of
vacancies whenever they occur, including all newspapers in all areas, and posted notices in public places.
In order to achieve and maintain effective citizen
participation we recommend that you
1. Define the roles of staff and citizens and de-
velop job descriptions.
2. Provide training for citizen appointees, includ- ing current packets of essential background in-
formation, orientation and refresher courses.
3. Provide training for staff in how to assist groups
to be effective and find satisfaction in their work.

4. Allow each body to elect its own presiding
officer, with the possibility of the council
naming a temporary head for the first meeting
or two of a newly established group.
5. Include in the presiding officer's responsi-
bilities setting the agenda based on requests
in consultation with staff.

at least two days before meetings.
7. Provide the city council with sufficient and
accurate information about meeting actions
and recommendations.
8. Enact a single ordinance describing procedures
and requirements for serving on boards and com-
missions that are common to all, noting excep-
tions in specific ordinances.
