RECOMMENDED ACTION:
Hold joint meeting with Arts Commission to hear progress
report and to take action as Council deems appropriate on
implementation of Public Art program.
ITEM EXPLANATION
The occasion for the joint meeting is the second anniversary
of the Arts Commission.
The attached agenda for the joint meeting is composed of
three items:
1. Slide presentation: Review of the Arts Office - 1986-1988.
11. Overview - Arts Commission Chairman, Joseph Bear
111. Review and discuss implementation of the Public Art
program - a one-year plan
Alternatives
1. Work on a project by project basis. The Arts Commission recommends each project to City Council
for appropriation of funds from the Public Art Fund
This was done last year, or
2. The Arts Commission approves a one-year plan of
projects to be initiated in a given year. This
plan is recommended to City Council. The plan is developed after consultation with departments involved in capital improvement projects and with
input from the Planning and Engineering
Departments.
If Council chooses to approve a one-year plan
projects listed would then automatically be startec by the Arts Office. Each subsequent year the Arts Office would present a yearly plan for approval at
budget time.

111. PUBLIC ART - Request to adopt a one-year plan
For each project, discussion takes place with Municipal Projects, Planning and contracting department staff. A selection committee is formed.
The Arts Commission considers many areas for each
artwork.
A. Artist Selection
1. Competition - national, regional, local
2. Limited competition - 3-10 invited artists to
submit concept and model (maquette) 3. One artist selected from a slide registry by the
selection committee
B. Location
Determined by the Arts Commission, Selection
Committee, staff of contracting department and/or artist depending on project
The Arts Office presently submits on a project by project basis
The Arts Commission proposes to submit a yearly plan listing location, artist selection process and budget
for City Council approval.
Future years will also include maintenance of artworks when required (note: Redevelopment has agreed to pay for maintenance of their projects).
