RECOMMENDED ACTION:
If City Council concurs, your action is to adopt Resolution No. Jr-76 , H-5 Carlsbad School District Office Site, approving Historic Point of Interest designation.
ITEM EXPLANATION:
The Historic Preservation Commission has held public hearings on the above listed site and found it meets criteria for Historic Point of Interest. This property is privately owned and the owner has agreed to the Point of Interest designation.
Point of Interest designation may be used for a historic resource that does not meet criteria for landmark designation but is of such significance as to warrant inclusion in the Historic Resource Inventory. Point of Interest does not require owners consent and it is done only to recognize the resource, allow for documentation through video and photos, and to determine possible placement of markers at the site. Point of Interest designation may be used for a site that has been or, will be, razed.
This property is under review as the future site for the the Senior Center/School District Offices. Even though the existing structures are to be razed, Council may designate the site as a Historic Point of Interest. As mitigation for loss of the historic site, the Historic Preservation Commission is recommending the following be done by the School District:
a. 24"~36" reproducible mylars of the site plans, elevations, and floor plans for the Carlsbad School District structure.
b. A videotape of the site and structures.
C. A written report of the history of the structure (t-0 include date of construction, builder, owners, significant events, construction techniques, and materials).

ENVIRONMENTAL REVIEW:
The Planning Director has determined that the designation of Historic Points of Interest does not require environmental review.
FISCAL IMPACT:
There will be no fiscal impact to the City as a result of this action.

HISTORIC SITE DESIGNATION - H-5 CARLSBAD SCHOOL DISTRICT OFFICE
The Historic Preservation Commission has been holding regular meetings to review sites and matters relating to historic preservation as specified by the Historic Preservation Ordinance.
The Commission is recommending that Carlsbad School District Office be designated a Historic Point of Interest.

Under the ordinance a site may be considered for designation if:
It exemplifies or reflects special elements of the City's cultural, social, economic, political, aesthetic, engineering, or architectural history; or
It is identified with persons or events significant in local, state, or national history; or
It embodies distinctive characteristics of a style, type, period or method of construction, is a valuable example of the use of indigenous materials or craftsmanship or is representative of a notable work of an acclaimed builder, designer or architect; or
It is an archaeological, paleonological, botanical, geological topographical, ecological or geographical site which has the potential of yielding information of scientific value;
It is a geographically definable area possessing concentration of sites, buildings, structures improvements, or objects linked historically through location, design, setting, materials, workmanship, feeling and/or association, in which the collective value of the improvements may be greater than the value of each individual improvement.
Following is a description of the site specifying its significance for designation as a Historic Point of Interest.

Located at 801 Pine Avenue the offices were the first permanent school structures. This site exemplifies special elements of the City's cultural and social history. As Carlsbad's first permanent school, it served as the educational facility for many long time Carlsbad residents going back to some of the original families.
The northeast structure was built on the site of Carlsbadls first two-story, four-room school house. The original school had been built after Carlsbad voters approved new school bonds in 1902. "The Carlsbad School District observed its third birthday in 1924 with the painful realization that its old two-story schoolhouse was worn out and out of date. The school board considered the offer of a three-acre site on Highland Drive but rejected the public-spirited donation because of its ltout-of-town" location. Adding to the dilemma was the official opinion of the county school superintendent that Carlsbad's bonding capacity of $16,000 was too low to build a new school anyway.
To the rescue of clerk Dewey McClellan and his volunteer school board came contractor John Dalton. With his wife drawing up the plans and specifications, to save on architectural fees, he proposed to demolish the old school and build a new eight room facility for less than the bonding limit. True to his word, he completed construction in 1925 for a total cost of $15,000. The northeast structure built in 1926 is stylized pueblo, hollow title wall construction. The northwest structure built in 1928 is stylized federalist, hollow title wall construction.
Carlsbad's new elementary school was built on the same size as the old schoolhouse, and it gained a three-room wing in 1928. Twenty years later, the original eight-room structure and the new wing were named in honor of pioneer teacher Hattie Reece Schutte and district superintendent Blanche Crane, respectively. The entire complex was declared unsafe for student occupancy in 1965 and has become the administrative office of the Carlsbad Unified School District. For a handful of local teachers this transformation has provided the unique experience of consulting with their supervisors in the same rooms in which they received their own elementary education." The structures are currently used for administrative offices by the School District. They can no longer be used for class rooms because of State earthquake safety codes. These buildings are structurally sound but need new roofing and minor repairs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA DESIGNATING CARLSBAD SCHOOL DISTRICT OFFICES AS A HISTORIC POINT OF INTEREST.
APPLICANT: HISTORIC PRESERVATION COMMISSION CASE NO.: H-5 CARLSBAD SCHOOL DISTRICT OFFICE
WHEREAS, the City Council of the City of Carlsbad, has
determined that the Carlsbad School District Offices meets
the requirements for a Historic Point of Interest; and
WHEREAS, pursuant to the recommendation of the Historic
Preservation Commission on property described as:
Carlsbad School District Offices, Portion of Block 59 of Town of Carlsbad Amended Map 775 Recorded March 12, 1915.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City
Council of the City of Carlsbad, as follows:
11 That the foregoing recitations are true and correct.
21 That as mitigation for loss of the historic site, the School District will provide the following:
a. 24"~36~~ reproducible mylars of the site plans, elevations, and floor plans for structure(s);
b. A videotape of site and structure(s);
c. A written report of the history of the structure(s) (to include date of construction, builder, owners, significant events, construction techniques, and materials).
