I ITEM EXPLANATION:
The Historic Preservation Commission has held public hearings on the above listed sites and found they meet criteria for historic point of interest and landmark designation. All of the properties are privately owned and these property owner have agreed to the Point of Interest Designation: the Alt Karlsbad/Frazier's Well, at 2802 Carlsbad Boulevard, has received owners consent for landmark designation.
The landmark designation is clearly defined and requires owners consent. Once a site has been designated, a permit from the Council is required to alter the designated site in any way. Ordinary maintenance is excluded from the permit procedure. The ordinance also contains a hardship clause that enables the Council to grant a permit for work on a designated structure that under normal circumstances might ' not be issued.
Point of Interest Designation may be used for a historic resource that does not meet criteria for landmark designation but is of such significance as to warrant inclusion in the Historic Resource Inventory. Point of interest does not require owner consent and it is done only to recognize the resource, allow for documentation through video and photos, and to determine possible placement of markers at the site. Point of Interest Designation may be used for a site that has been or will be razed.
ENVIRONMENTAL REVIEW:
The Planning Director has determined that the designation of Historic Landmarks and Points of Interest do not require environmental review.

HISTORIC SITE DESIGNATION
The Historic Preservation Commission has been holding regular meetings to review sites and matters relating to historic preservation as specified by the Historic Preservation Ordinance.
The Commission is recommending that the following four (4) sites be designated as Historic Points of Interest:

The Commission is recommending the following site for Landmark Designation:

Under the ordinance a site may be considered for designation if:

It is an archaeological, paleonological, botanical, geological topographical, ecological or geographical site which has the potential of yielding information of scientific value:
It is a geographically definable area possessing concentration of sites, buildings, structures improvements, or objects linked historically through location, design, setting, materials, workmanship, feeling and/or association, in which the collective

value of the improvements may be greater than the value of each individual improvement.
Following is a description of each site specifying its significance for designation as a historic point of interest or landmark:
Located at 2770 Sunny Creek Road, the Ranch0 Agua Hedionda Adobe stands on its original site, but in 1958 was restored as part of a private residence by Carroll R. Kelly. As the structure was nearly falling down and had been used as a chicken coop and egg-house for many years the project required extensive work. The addition to the adobe was done tastefully with a courtyard theme reminding one of the days of the Spanish Haciendas.
This is the oldest structure in Carlsbad. The structure was built by the Marron Family who received a land-grant from Mexico in 1842, the total size of the land grant was 13,311 acres, much of what is Carlsbad today.
The Marrons borrowed money from a man named Francis Hinton in about 1860, the amount was $6,000. Extensive drought caused hardship and great difficulty occurred operating the ranch. Marrons turned over the Ranch0 to Hinton in 1865. In seems that the sum of $6,000 was a small price for the 13,311 acres, but at the time it was considered fair.
Hinton hired a manager for the large Ranch0 named Robert Kelly. Kelly had done work in Yuma, Arizona, building a bridge over the Colorado River and had operated the Jamacha Ranch0 near San Diego. He moved to Carlsbad, living in the adobe using it as the base for ranch operations. In 1879 Hinton died, and having no relatives, left the ranch to Mr. Kelly. Robert was a bachelor and when he died in 1890, he left the ranch to his brother Matthew Kelly and nine nieces and nephews.
The original Ranch0 has since been split many times among Kelly relatives and others. The adobe is still owned by Pat and Karen Kelly. Matthew Kelly is Pat's great-grandfather, the house has been in the family ownership for nearly 120 years.
ST. MICHAEL'S EPISCOPAL CHURCH
Located at 2775 Carlsbad Boulevard, St. Michael's By-the-Sea was built in 1894 and consecrated later that year by the Bishop of California, the Rev. William Ford Nichols. It was

originally located at the corner of Lincoln and Oak Avenues, on the spot now occupied by the 7-Eleven Market. In 1959, Mrs. Magee donated the present piece of property to the church fathers and the historic church was moved to the Carlsbad Boulevard location.
St. Michael's By-the-Sea is the oldest house of worship in Carlsbad. The builders were Anthony and Robert Shaw, brothers of the late Edith M.O. Shaw Ramsay. The church building is a small, rectangular, redwood structure of single board construction. Over the years, the church was altered and enlarged. A side entry was moved to the front of the building and a vestibule was added. In 1930, the Rev. Gerald C. Gardner as vicar, suggested that two transepts be added forward of the sanctuary in order to accommodate a choir and organ.
KELLY BARN
Located at 4867 El Camino Real, the Kelly Barn sits in an open field at the base of a small knoll. The measurements are 50'~ 66' with a wide gable across the long side. It is sheathed in dark, weathered wood (unpainted) and has a loft door and two sliding barn doors on the south side. The interior is divided lengthwise into three sections, with stalls on the north east side. The other two sections are currently filled with old farm equipment, cars, etc. A wooden gutter follows the south west eave to a metal tank at the north end of the barn. Porcelain spools guide electrical wiring on the inside.
The Barn was built in 1906 by Charles Kelly (Irwin's father) to house horses and dairy cows. The site is representative of Carlsbad's oldest families, the Kellys. It depicts the City's early farming, grazing and cattle operation.
According to the present owner, Irwin Kelly, the south side of the barn was repaired in the 1940's and a new roof put on about 10 years ago. The structure has been rebraced.
A small structure immediately south of the Barn is identified by a wooden plague as the old Carlsbad Stage Coach Depot built in 1880, but used only a few years serving San Diego to Los Angeles. The Barn is adjacent to El Camino Real which is
a historical stage route and the route of early missionaries to California.
CARLSBAD STAGE COACH STOP
The site is located at 4867 El Camino Real, Carlsbad, California. Presently there is a large barn built by Charles

Kelly in the year 1906, and a small shed stands near the barn which was a granary that Charles Kelly built to store barley. Nearby, the house of Irwin (Charles son) and Dorothy Kelly stands. Irwin has resided there since 1917.
The Carlsbad stop consisted of a small shed measuring about 9 feet long and 20 feet wide. When the present barn was built in 1906, the horse shed which served the stop was removed. The barn stands essentially where the old stage stop stood.
This site was a stopping point of the San Diego to Los Angeles Stagecoach in the early 1880's. The route from San Diego to Los Angeles was long and dry in the summer months and wet and muddy in the winter. The stage line was only operational for a few years as the railroad's completion in the mid-1800's made stage travel a thing of the past. The soul purpose of the shed was to house relief horses and a caretaker: there were no passenger services at the stop.
Passenger service was to be found several miles south of Carlsbad, east of De1 Mar in the Ranch0 Santa Fe area. There a stop run by "Mother Mat", whose husband was a seaman, served drinks, food, and it is told used language as spicy as her food.
After leaving Mother Mat's the stage made its way to the site in Carlsbad where the horses were changed. The fresh team carried the stage north through the Oceanside area traveling inland approximately where El Camino runs today to avoid the impassible wetlands of the lagoons. Near the ranch house at Camp Pendleton, the road veered west returning to the coast where Interstate 5 passes the area known as "StuartVV, north of Oceanside.
The property is currently in escrow, although the Kellys have a clause in the sale document allowing them to keep their house and two surrounding acres as long as they are living. The possibility exists that at some future date, the area could be earmarked for development.

ALT KARLSBAD/F'RAZIER'SWELL
Located at 2802 Carlsbad Boulevard, Frazier's Well was discovered in 1882 by early settler John Frazier while digging a well for his home. The mineral well was reported to have healing properties like those of the 9th Spa of famed Karlsbad, Bohemia. Alt Karlsbad was built in 1964 by Mr. and Mrs. B.M. (Chris) Christiansen the wells current owner. It is currently a gift shop, museum and residence. Alt Karlsbad is a recreation of the 12th entry Hanseatic League Structure in Bohemia (now western Czechoslovakia).
In 1882, early settler John Frazier dug a well for his home in an area where it was reported that no good water could be found. to his neighbors' surprise and his own satisfaction, Frazier tapped an artisan spring 400 feet below the surface and then went fifty feet deeper to an underground stream of mineral water. He built a 510 foot well tower on the small area just west of his home where Carlsbad Boulevard and Cedar now meet. The well tower and pump house soon became "Frazier's Station" Frazier offered cool sips of water to the railroad tourists at his doorstep. Many of them returned to their homes with claims of having been cured of long- standing ailments after tasting the water. Word of Frazier's miraculous healing elixir began to spread, and within three years, his well had become a destination.
Testimonies from those whose health had been regained by drinking the water were reinforced by medical opinions substantiating their claims. Further support came from an Eastern laboratory which analyzed samples of the water and declared them to be chemically identical to those drawn from well Number Nine in Karlsbad, Bohemia. Eager to identify with the famed European spa, Frazier's Well became Carlsbad.
The well became unusable in the 1930's when salt water seeped in. The well was then covered over. It was located and marked in 1956 by its present owner Mrs. Kay Christiansen and her late husband B.M. (Chris) Christiansen. In 1965, the Christiansen's built the replica building of Karlsbad Well House No. 9, Alt Karlsbad, which is currently a gift shop, museum and residence. The museum contains memorabilia of Bohemia.

In 1955, the State Legislature adopted House Resolution No. 125 requesting the State Park Commission to erect a marker on the site of the famous Carlsbad Well.
In 1973, the City Council adopted Resolution No. 3071 recognizing the site of Frazier's Well as a site of historical significance.
