FUNDING FOR RECONSTRUCTION OF
BATIQUITOS LAGOON BRIDGES
RECOMMENDED ACTION:
Adopt Resolution No. 8r-/3.O formally requesting the State of California, Department of Transportation (CALTRANS) evaluate the
conditions of two (2) City-owned bridges over San Marcos Creek
(Batiquitos Lagoon) and authorizing staff to prepare applications
for Federal Highway Bridge Replacement and Rehabilitation (HBRR)
program funding for the removal and reconstruction of these structures.
ITEM EXPLANATION:
In conjunction with right-of-way negotiations and subsequent
construction of Interstate 5 during the late 1950's and early
19601s, the State of California, Department of Transportation (CALTRANS) deeded to the City of Carlsbad U.S. Highway 101,
This currently Carlsbad Boulevard, within the city limits. highway includes two (2) bridges spanning San Marcos Creek (Batiquitos Lagoon). Two (2) separate structures presently exist in this area which were constructed in 1938 and 1952 by the State of California, however, are currently owned, operated, and maintained by the City of Carlsbad.
CALTRANS annually inspects all highway bridges within its
respective district boundaries and maintains an updated
inventory of field analyses regarding structural integrity and serviceability. CALTRANS' evaluation matrix indicates that the
City should be planning to replace these structures in the years ahead.
The U.S. Federal Highway Administration (FHWA) administers the
Highway Bridge Replacement and Rehabilitation (HBRR) program through the various state highway agencies, in this case, CALTRANS District 11. The HBRR program enables local agencies to secure engineering and financial assistance from the federal government, administered through state highway agencies, to repair or replace major bridge structures. This identical
program was utilized by the City of Carlsbad to complete the Agua
Hedionda Bridge project in 1986.
The Batiquitos Lagoon Enhancement Project, to be funded by the
Port of Los Angeles, is scheduled to begin construction in late
1991. A major element of the project, and therefore cost, is the structural enhancement and protection of the two (2) City bridges spanning the mouth of the lagoon to the west. Staff does not recommend the Port of Los Angeles, with City cooperation and approval, expend approximately $600,000 to $800,000 protecting

substandard bridge structures which will require complete
replacement thereafter. Rather, staff believes the opportunity
exists to coordinate the bridge replacement under the federal
HBRR program with the timing of the Batiquitos Lagoon Enhancement Project with resulting long-term benefits to the lagoon, the Port and the City. Accordingly, staff requests authorization to prepare the necessary applications to initiate the HBRR process through the local CALTRANS office.
FISCAL IMPACT:
The current long-range City Capital Improvement Program does not include funds for this bridge replacement project. The FHWA Highway Bridge Replacement and Rehabilitation (HBRR) program has traditionally enabled a total project cost split of eighty percent (80%) Federal funds and twenty percent (20%) local funds.
This includes all project costs such as the feasibility studies,
environmental review, design, construction, and related project
management and administration costs. Appropriation of City funds would only be required following the completion of the project feasibility study performed by CALTRANS and preparation of cooperative agreements between the agencies. It is estimated this stage of the process would not occur until approximately fiscal 1989-90.
In the event the bridges qualify for replacement under the
federal HBRR program and could be properly coordinated in terms
of the design and construction with the Batiquitos Lagoon
Enhancement Project, staff would propose negotiating with the
Port of Los Angeles to apply funds designated within the Lagoon
Enhancement Project for the protection of the existing bridges
towards the City's twenty percent (20%) share under the HBRR
program. Staff believes this contribution to the bridge
replacement project could potentially be less than the cost to enhance the existing bridge structures as required within the Enhancement project. It is conceivable that the San Marcos Creek bridges could be replaced within this scenario at little or no net cost to the City of Carlsbad.
Replacing the existing bridges with a single, free-span bridge structure will require some transitioning of the roadway easterly of the existing alignment both north and south of the mouth of the lagoon. A residual benefit of this approach to the
Batiquitos Lagoon Enhancement Project is the ability to
potentially enlarge the sand placement area immediately adjacent
to the proposed lagoon jetty structures for the project. This,
in turn, would lessen the quantity of material, and corresponding costs, required to be transferred further north to a disposal site recommended in the enhancement plan at Encinas Creek.

Therefore, staff believes there to be significant potential cost advantages to the City and the overall Batiquitos Lagoon
Enhancement Project to pursuing the availability of the federal
HBRR program at this time.
Staff recommends the City Council adopt the attached Resolution formally requesting the State of California, Department of Transportation (CALTRANS) initiate the necessary steps to begin the field investigative and project feasibility studies for the replacement of the City's bridges spanning Batiquitos Lagoon. Additionally, staff recommends the Council authorize the
preparation of the necessary applications for the HBRR funding
program for this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, FORMALLY REQUESTING THE STATE OF CALIFORNIA,
DEPARTMENT OF TRANSPORTATION (CALTRANS) EVALUATE THE CONDITIONS OF TWO (2) CITY-OWNED BRIDGES OVER SAN MARCOS
CREEK (BATIQUITOS LAGOON) AND AUTHORIZING STAFF TO PREPARE
APPLICATIONS FOR FEDERAL HIGHWAY BRIDGE REPLACEMENT AND
REHABILITATION (HBRR) PROGRAM FUNDING FOR THE REMOVAL AND RECONSTRUCTIONS OF THESE STRUCTURES
WHEREAS, the City Council of the City of Carlsbad has
determined it necessary, desirable, and in the public interest
to investigate the potential of reconstructing the Carlsbad
Boulevard Bridges spanning Batiquitos Lagoon: and
WHEREAS, the Federal Highway Administration, through the
State of California, Department of Transportation, administers a
Federal Highway Bridge Replacement and Rehabilitation program
designed to rehabilitate and replace substandard bridge
structures within local jurisdictions; and
WHEREAS, a formal application for Highway Bridge
Replacement and Rehabilitation (HBRR) funding from CALTRANS has
been prepared and is on file in the Municipal Projects
Department of the City of Carlsbad; and
WHEREAS, the City Council of the City of Carlsbad requests
the assistance and cooperation of the local CALTRANS office in
the pursuit of this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad hereby
formally requests the State of California, Department of

Transportation (CALTRANS) initiate the necessary field
investigative and feasibility studies to evaluate the conditions
of the two (2) City-owned bridges over San Marcos Creek
(Batiquitos Lagoon) within the City of Carlsbad.
3. That the City Council of the City of Carlsbad hereby
formally requests CALTRANS add the replacement of these bridges
to the next available appropriate federal and state budgeting
cycles consistent with the intended replacement of these
structures and this Resolution.
4. That the City Council of the City of Carlsbad hereby
formally requests CALTRANS initiate the FHWA HBRR program
process for the' replacement of these bridges.
5. That the City Council of the City of Carlsbad hereby
authorizes and directs City staff to prepare and transmit
necessary applications and related correspondence and exhibits
to CALTRANS for the HBRR program process.
6. That the City Council of the City of Carlsbad hereby
authorizes and directs City staff to explore the potential of
coordination of this project with representatives of the Port of
Los Angeles with regards to the future Batiquitos Lagoon
Enhancement Project .

7. That the City Council of the City of Carlsbad hereby
authorizes and directs the City Clerk to forward a certified
copy of this Resolution to the Municipal Projects Department for
processing and transmitting to CALTRANS with the necessary
aforementioned applications and materials.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 19th day of April f
1988, by the following vote, to wit:
