RECOMMENDED ACTION:
If the City Council concurs your action is to introduce
Ordinance No. NS- 15-
ITEM EXPMATION
In 1976 the City Council adopted Ordinance No. 8067 adding
Chapter 18.40 to the Carlsbad Municipal Code to require every
person who constructs a new building in the City to provide full public improvements on their street frontage. Section
18.40.040(b) also requires public improvements from any person who remodels an existing building if the cost of such work exceeds the sum of $10,000. That amount was chosen to
differentiate between minor additions not necessitating
additional public improvements and more substantial work which
would justify them. The amount has not been changed in the
subsequent 12 years the ordinance has been effective. It is
recommended that the amount be adjusted to take into account the inflation that has occurred in the construction cost index
during that period. The recommended new figure is $20,000. If
the City Council concurs your action is to introduce Ordinance

The City Council of the City of Carlsbad, California
does ordain as follows:
SECTION I: That Title 18, Chapter 18.40 of the Carlsbad
Municipal Code is amended by the amendment of Section 18.40.040(b)
to read as follows:
"(b) The improvements required by subsection (a) shall
also apply to any person who alters, enlarges or expands or causes to be altered, enlarged or expanded any building in the City if
the cost of such work exceeds the sum of twenty thousand dollars.Il
EFFECTIVE DATE: Th'is ordinance shall be effective
thirty days after its adoption, and the City Clerk shall certify
to the adoption of this ordinance and cause it to be published at
least once in the Carlsbad Journal within fifteen days after its
