AB# 93/1,1 TITLE: PURCHASE OF A STRUCTURE FIRE
MTG. S-.3-cf"l'.' PUMPER FOR STATION #6
DEPT ...... P .... CH...__ __
RECOMMENDED ACTION:
Adopt Resolution No. 38'-/LJ:J. , approving the purchase of a Structure Fire Pumper.
ITEM EXPLANATION
The 1987-88 Capital Improvement Program includes $650,000 for the construction and
apparatus for Fire Station #6 in .south Carlsbad (Rancho Santa Fe Road). This
station is expected to be operational late this year or early 1989 and it will
include two firefighting vehicles. One will be a new structure fire pumper and the
other will be a brush firefighting vehicle. The purchase of the brush firefighting
vehicle has already been approved and is on order.
This structure fire pumper will be the primary response vehicle for Fire Station #6.
For residential firefighting, this pumper is designed on a smaller, less expensive
Ford commercial truck chassis, also housing a smaller 1,000 gallon per minute water
-pump. When compat·ed to the large, custom truck chassis-structure fire pumper with a
1,500 gallon per minute pump for Fire Station #5 in the industrial zone, the
economical design of this vehicle results in a savings to the City of $37,000.
After reviewing the various purchasing options that are available, including formal
bidding and competitive negotiations, the staff decided th£ cooperative purchasing
procedures (Section 3.28.160) were most advantageous to the City. By using this
section of the Code, the City can purchase equipment when another agency has made
their purchase in a competitive manner. The Vacaville Fire Protection District used
competitive bidding procedures when they purchased a fire department pumper in
November, 1987. Beck Fire Apparatus Company was awarded the bid and will allow the
City of Carlsbad to cooperatively purchase the same unit at the basic price.
The City of Carlsbad also realizes additional savings because this pumper truck
chassis is in stock with Beck Fire Apparatus, and is priced at the 1987 cost. Due
to the truck chassis being in stock and the basic nature of the pumper design, Beck
Fire Apparatus can deliver tha unit to the Fire Department in May of this year.
This will allow for outfitting and training time prior to Fire Station #6 becoming
operational.
O· = FISCAL IMPACT a.. ~ Unencumbered funds in the amount of $534,407.84 are available in the Fire Station #6
Account Number 320-820-1810-3302. The cost of this structure fire pumper is
$133,066, plus tax, for a total of $141,049.96.
