MP RECOMMENDED ACTION: RESOLUTION OF SUPPORT FOR ASSEMBLY 4168 (FRAZEE) SHORELINE EROSION TASK FORCE Adopt Resolution No. 11:-11./.S-supporting Assembly Bill 4168 (Frazee) establishing a Shoreline Erosion Task Force. llfilJ EXPLANATION: Assembly Bill 4168, introduced by Assemblyman Robert c. Frazee of the 74th Assembly District which includes the city of Carlsbad, proposes the establishment of a statewide Shoreline Erosion Task Force. Comprised of state, regional and local coastal agency representatives, the Shoreline Erosion Task Force will be charged with the responsibility of studying the potential environmental, social, and economic impacts of the long-term rise in sea level along the California coast. Many coastal communities, including the city of Carlsbad, have experienced significant shoreline accretion and erosion due to a variety of factors such as the increasing sea level. The Task Force will study and report to the Legislature, as well as the agencies and organizations represented on the Task Force, by June 30, 1989 with recommendations for appropriate legislative and agency responses to identified impacts. The Carlsbad Beach Erosion committee, at its meeting of April 7, 1988, reviewed the proposed legislation and has recommended the City Council take a position of support for Assembly Bill 4168. COMPATIBILITY WITH CITY LEGISLATIVE PLATFORM: The City Council has previously adopted Resolution No. 88-93 outlining a proposed platform for the Legislative Coalition. Assembly Bill 4168 (Frazee) is compatible with the stated objectives of the platform by supporting efforts which would aid the restoration, preservation, and enhancement of beach front property including sand, bluffs, and access. FISCAL IMPACT: The state of California, Department of Boating and Waterways is charged with financing various studies and reports concerning problems of beach erosion and means of shoreline stabilization. Frazee of the 74th Assembly District, which includes the city of Carlsbad, has authored legislation in the form of Assembly Bill 4168 proposing the establishment of a statewide Shoreline Erosion Task Force; and WHEREAS, this bill proposes the representation of state, regional, and local agencies to study and report by June 30, 1989 concerning the environmental, social and economic impacts on the state on the long-term rise in sea level; and • WHEREAS, the California coastline, and particularly within the jurisdiction of the city of Carlsbad, has experienced continuing and significant coastal accretion and beach erosion due to a variety of factors including the rise in sea level; and WHEREAS, a more coordinated and effective use of resources, both public and private, is necessary in order to nourish and protect the shoreline throughout California; NOW, THEREFORE,· BE IT RESOLVED by the City Council of the city of Carlsbad, California, as follows: l. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad hereby takes a formal position of support for the passage of Assembly Bill 4168 (Frazee) concerning the establishment of a Shoreline Erosion Task Force to study the increasing problem of beach erosion along the California coastline. 3.
