RECOMMENDED ACTION:
Adopt Resolution No. 88 - /yb approving plans and specifications and authorizing the City Clerk to advertise for bids for the
1987-88 Streets Overlay & Chip Seal Program.
ITEM EXPLANATION:
This is the fourth year of the recommended five (5) year major street maintenance program. Streets Division has conducted a survey of City Streets and established a list for overlay and chip seal. It specifies 20 lane miles of streets for overlay on Palomar Airport Road, Alga Road, Rancho Santa Fe Road, Olivenhain Road, Harding Street, Roosevelt Street, Corintia Street, El Camino Real, Magnolia Avenue, Jefferson Street, Chinquapin Avenue, Acacia Avenue, Christiansen Way, Beech Avenue, Pine Avenue and Juniper Avenue. It indicates 32 lane miles of streets on El Camino Real and La Costa Avenue for chip seal.
The chip seal program will improve traction and extend the estimated life of streets which have recently received an overlay, by three (3) or more years. The chip seal process may result in an increase in claims for windshield and paint damage.
The Contractor is responsible for claims arising out of the chip seal work.
A separate contract for this fiscal year's slurry seal program is being prepared for City Council's future consideration.
Plans and specifications have been prepared and are on file in the Purchasing and Utilities & Maintenance Departments. Work is anticipated to take place during June and July, 1988, and take about 30 work days to complete.
FISCAL IMPACT:
City Council approved funds in the amount of $1,195,000 in the
1987-88 budget for asphalt repairs of streets in the City. Project costs are estimated to be $886,725. Funds are available in account number 001-820-5110-2412.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE 1987-88 STREETS OVERLAY AND CHIP SEAL PROGRAM, CONTRACT NO. U/M-16
WHEREAS, the plans and specifications for the furnishings of
sll labor, material, tools, equipment, transportation and other
expenses necessary and incidental for the 1987-88 Streets Overlay
6r Chip Seal Program, Contract No. U/M-16, have been prepared and
are on file in the Purchasing and Utilities & Maintenance
Departments of the City of Carlsbad and are incorporated by
reference herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. The above recitations are true and correct.
2. The plans and specifications as presented are hereby
approved.
3. The City Clerk of the City of Carlsbad is hereby authorized
and directed to proceed to publish, in accordance with law,
Notice Inviting Bids for the work of said contract
accordance with said plans and specifications.
