Z 0 F= 0 =! 0 z 3 0 0 a 61 CIWOF CARLSBAD - AGEN-BILL T RECOMMENDED ACTION: Adopt Resolution No.W~Jir(accepting a donation from Hoehn Motors, Inc. and appropriating funds. ITEM EXPLANATION Hoehn Motors, Inc. will provide funds to the City of Carlsbad Arts Office in the amount of $15,000 to fund the Pops Concert this year on September 4, 1988. The concert will be held on the Koll property at the corner of Faraday and Priestly Drive in the Carlsbad Research Center. Admission to the concert will be free. The Arts Commission recommends we accept the donation for the free concert. The donation from William Hoehn from Hoehn Motors, will cover the major cost for the San Diego Pops Orchestra. FISCAL IMPACT The estimated cost of the concert is $24,700. The donation from Hoehn Motors will cover $15,000 of the cost. Musician's Trust Fund will pay approximately $1,200. The Arts Office has budgeted $1,000 for publicity. Funds are not available in the City's operating budget to pay the costs of traffic control, clean up, toilet facilities rental and lighting. In order to fund these costs, an appropriation from the contingency account in the amount of $8,000 is required. Estimated costs: $ 200 - security 1,200 - traffic control 1,000 - ground clean up - Parks & Recreation 1,300 - porta toilets - rental 2,000 - lawn 1,000 - publicity 500 - lighting - Utilities/Maintenance 17,500 - symphony The balance in the contingency account will be $1,023,523 after this appropriation. Make contribution to Batiquitos - City to serve as a sponsor of all concerts. Do not offer a free concert. This has the advantage of no staff time involved. You mal recommend alternative three in addition to either one or two if you wish. Issue to be considered: With the number of concerts being offered by Batiquitos, should we offer a free concert? Is our purpose to serve arts organizations, to provide cultural opportunities for the community, and does one exclude the other? Questions to ask yourselves: Will Batiquitos lose audience if the City offers a free concert: Will residents be upset not to have a free concert? Do the same people go to the free and paid concerts? Can those wanting a free concert afford a $12 ticket? The Arts Commission is to make the recommendation to City Council. In talking with the San Diego Symphony, they stated that Seaport Village draws a crowd of 25,000 to the free conceri and Hospitality Point is 95% sold. The audiences overlap very little and having both free and paid has been good publicity foi them. Whether that will follow in North County we can only guess. Last summer the free concert did not detract from the Batiquitos series. I have talked with Bill Hoehn. He said he will seriously consider what we recommend. He felt strongly, he would not - support a concert where tickets were sold, that he liked the publicity from a free concert. He did like having a vocalist. There are three options for you to consider. CONCERT, ACCEPTING A DONATION OF FUNDS AND The City Council of the City of Carlsbad, Californ does hereby resolve as follows: WHEREAS, the City's Arts Office provides cultural opportunities for Carlsbad residents, and WHEREAS, the Arts Commission recommends a Pops COP again be held at the Carlsbad Research Center, and WHEREAS, Hoehn Motors, Inc. is donating $15,000 tc provide partial financial support for a Pops Concert, and WHEREAS, additional funding is required. NOW, THEREFORE, BE IT RESOLVED by the City Council the City of Carlsbad, California that: 1. The above recitations are true and correct. 2. The City will sponsor a 1988 Pops Concert. 3. The donation in the amount of $15,000 to the ( Carlsbad from William Hoehn from Hoehn Motors, Inc. for the Office in support of the Pops Concert is hereby accepted. 4. The $8,000 is appropriated from the contingent account to various accounts as shown in Fund Transfer No. - 2 file in the Finance Department.
