Adopt Resolution No. oo"J'7^ approving a consultant agreement
with Wilson Engineering Incorporated for the design of the Agua
Hedionda Sewage Pump Station, authorizing the sole-source
purchase of pump station equipment, and appropriating funds for
the project.
ITEM EXPLANATION:
Currently, sewage from the City of Vista and the northern
sections of the City of Carlsbad flows through existing sewer
lines to the south side of the Agua Hedionda Lagoon and pumped a
short distance to the Encina Water Pollution Control Facility.
The existing Agua Hedionda Sewage Pump Station is jointly owned
by the Cities of Vista and Carlsbad, however, operated by Encina.
This pump station presently has two (2) new 8,000 GPM (gallons
per minute) and two (2) older 3,500 GPM pumps with an effective
pumping capacity of 24.5 MGD (million gallons per day).
Replacement of the two (2) older, smaller pumps would increase
the stations capacity to 34.5 MGD and alleviate increasing
maintenance frequency and costs. The present pump station
capacity is expected to be exceeded in late 1988 with seasonal
rain water infiltration adding to the sewage flows.
On February 13, 1988, a sewage spill occurred at this pump
station when increasing demand exceeded the capacity of the
pumps. This situation is enhanced when one of the pumps removed
from the system for maintenance purposes coincides with rainfall
which increases the pump station's requirements.
Upgrading the Agua Hedionda Sewage Pump Station will include two
(2) new 8,000 GPM pumps, a new system control panel, 400,000
gallon overflow basin, new standby generators, and a mechanical
bar screen designed to remove materials which would otherwise
clog the pumps. The concrete walls of the pump station will be
enlarged to accommodate the bar screen and the variable
frequency motor drives for the new pumps. These improvements
will expand the station's capacity to meet forecasted demand,
reduce maintenance cost, and minimize future sewage spills,

For easy maintenance and interchangeability of parts, the two (2)
replacement pumps are recommended to be ordered identical to the
existing 8,000 GPM pumps. The City Council is requested to
authorize a sole-source prepurchase of the two (2) new pumps from
the same manufacturer of the existing equipment. Staff believes
there to be significant economies and maintenance flexibility to
specifying identical equipment within the pump station. The
pumps require several months lead time for manufacture and

delivery. With the City Council's approval, the City will

prepurchase the two (2) pump assemblies at the quoted price of
$60,210 with delivery anticipated this coming fall prior to
construction of the pump station's improvements.
Five (5) proposals from qualified engineering consultants were
reviewed by staff from the Cities of Vista and Carlsbad as well
as Encina. Wilson Engineering Incorporated was identified as the
firm considered the most qualified for this project. The design
proposal includes complete system design and specification of all
pump station improvements as well as inspection and project
management services during bidding and construction for a lump
sum cost of $109,100. Staff recommends approval of the attached
consultant agreement.
FISCAL IMPACT;
The Agua Hedionda Sewage Pump Station project is identified in
the current Capital Improvement Budget to be upgraded in 1992-
1997. The recently completed City-wide Sewage Master Plan Study
lists the replacement of the Agua Hedionda Sewage Pump Station
equipment as a priority for the continued efficiency of the
City's sewage transfer system. Staff recommends proceeding at
this time to upgrade the Agua Hedionda Sewage Pump Station in an
effort to minimize increasing maintenance costs and reduce the
potential for sewage spills into the Agua Hedionda Lagoon.
The City Council has previously appropriated a total of
$2,520,000 in the 1985-1986 and 1986-87 Capital Improvement
Program budgets for the Vista/ Carlsbad Sewer Interceptor
replacement project. Construction of this project is not
anticipated to take place until approximately 1990 and is not
considered as high a priority as the Agua Hedionda Sewage Pump
Station upgrade. The City Council is, therefore, requested to
approve a funds transfer in the amount of $200,000 from the
Vista/Carlsbad Interceptor project account No. 512-820-1850-3182
to the Agua Hedionda Sewage Pump Station project account No. 512-
820-1850-3303 to enable proceeding with the design at this time.
A summary of the estimated design costs for the Agua Hedionda
Sewage Pump Station Project is as follows:

Approximately one-half of these costs are reimbursable from the
City of Vista as joint owner of the Agua Hedionda Sewage Pump
Station. The precise ratio of ownership, and therefore
reimbursement, will be determined by Wilson Engineering's study
of sewage flows through the station. The City Council will be

requested to appropriate funds for construction of the pump
station upgrade in the 1988-89 CIP budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A CONSULTANT
AGREEMENT, AUTHORIZING THE PURCHASE OF TWO PUMPS,
AND APPROVING A FUNDS TRANSFER
WHEREAS, the City Council of the City of Carlsbad,
California, has determined it necessary, desirable, and in the
public interest to upgrade the pump capacity and operating
systems of the Agua Hedionda Sewage Pump Station; and
WHEREAS, it is desirable for economy of maintenance and
availability of spare parts to purchase new pumps that are
identical to the two recently installed; and
WHEREAS, the firm of Wilson Engineering, Incorporated, was
determined to be the most qualified provider of professional
engineering design, inspection, and construction management
services for the Agua Hedionda Sewage Pump Station Upgrade; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Mayor and City Cler are authorized and directed
to execute a consultant agreement on behalf of the City.
3. That the Purchasing Officer is hereby authorized to
negotiate terms and approve the sole-source purchase of two
Fairbanks Morse 14" model B5711C vertical non-clog centrifugal
pumps, mechanical seals, intermediate shafting, 100 HP motors,
bearing frames, and related equipment.

AGREEMENT FOR THE DESIGN OF
THE AGUA HEDIONDA LIFT STATION UPGRADE
THIS AGREEMENT, made and entered into as of the twenty-
fourth day of May, 1988, by and between the CITY OF CARLSBAD, a
municipal corporation, hereinafter referred to as "City," and
Wilson Engineering, hereinafter referred to as "Consultant."
RECITALS
City requires the services of an engineering consultant to
provide the necessary design services for preparation of final
plans and specifications for Agua Hedionda Lift Station upgrade.
Consultant possesses the necessary skills and qualifications
to provide the services required by the City;
NOW, THEREFORE, in consideration of these recitals and the
mutual covenants contained herein, City and Consultant agree as
follows:
THE IMPROVEMENTS TO THE AGUA HEDIONDA PUMP STATION SHALL INCLUDE;
a. Replacement of the two (2) 3,850 gpm pumps and motors
with two (2) new 8,000 gpm pumps and 100 HP motors.
The pumps, motors and bases will be furnished by the
City of Carlsbad. Each pump shall be equipped with a
transistorized variable frequency drive unit.
Replacement of the pumps, motors, and drive units shall
include piping, valving, seal water system, conduit,
cables, supports and all other related appurtenances.
The existing pump No. 4 piping shall be reconfigured to
accept the new pump.
b. Replacement of the existing control panel with a new
panel. The panel shall contain solid state type level
control equipment to modulate pump speed. Equipment in
the existing panel, such as the annunciators,
indicators, recorders, and relays shall be relocated
into the new panel. The new panel shall be factory-
furnished with the new controllers mounted and wired to
terminal blocks so that the new controllers can be
quickly brought on line to minimize down time.
c. Construction of a 400,000 gallon gunite-lined spill
containment basin. The basin shall be fenced, lighted,
and equipped with a hose down station. A submersible
pump shall be piped to the outflow line of the station.
d. Replacement of the existing stand-by generator and
engine with two (2) new 225KW reciprocating diesel
engine-driven generator sets with auto/manual
synchronization and automatic activation which will
activate the follow generator upon failure of the lead
generator.
e. Replacement of the steel generator/engine enclosure
with a masonry block building of sufficient size to
accommodate the new generator/engine sets and connect
to the existing diesel fuel storage. This building
shall have sufficient room for in-place maintenance or
complete removal of the equipment. The existing fuel
tank will be relocated if necessary.

f. Installation of a mechanical climber bar screen with
2.5-inch openings. A manual bar screen will be a back-
up. Enlarge the roof of the wet well as necessary to
accommodate the climber bar screen.
g. Enlargement of the existing reinforcement concrete pump
station building on the ground level to accommodate the
new variable frequency drives.
1. CONSULTANT'S OBLIGATIONS
The Consultant shall perform professional services for the Agua
Hedionda Lift Station Upgrade as enumerated below. The attached
Consultant Scope of Work is incorporated into this Agreement as
Exhibit A and attached herein.
Task 1
a. Verify the cities of Vista and Carlsbad's present
ownership of the Agua Hedionda Lift Station and
the upstream interceptor reaches. Calculate the
new percentage of ownership or capacity rights
after the interceptor's capacity is increased as
indicated in the December 1987 City of Carlsbad
Master Plan of Sewerage. Draft a Joint Powers
Agreement for the construction of Master plan
sewage improvements.
b. Specify and coordinate the prepurchasing of the
two 8,000 gpm pumps that are to be installed.
c. Conduct a field inspection and investigation of
the existing pump station and site to firmly
establish the existing conditions.

d. Assist the staff of the Agua Hedionda Lift Station
in testing the available water level control
equipment. The results shall be used to specify
the control equipment to be installed.
e. Produce detailed plans and specifications for all
pump station and site improvements. New and
existing equipment shall be clearly distinguished
on the plan.
f. Write improvement specifications with a detailed
construction sequence and coordination with the
staff of the Agua Hedionda Lift Station.
Task 2 - Provide assistance during bidding.
a. Provide clarifications to the Contract Documents
during the bidding process
b. Produce addenda.
Task 3 - Inspection and office engineering during construction.
a. Provide clarifications to the Contract Documents
during construction.
b. Review submittal information.
c. Produce change orders.
d. Periodic visits to the job site by the Project
Manager to resolve construction difficulties,
assist in the coordination of construction and
verify compliance with the Contract Documents.
e. Update the station's Operation and Maintenance
Manuals.
f. From Contractor's marked-up bluelines, revise
mylars to product as-built drawings.

g. Provide specialty inspection services for the
facility. These inspectipn services shall cover
all work except for structural modifications and
new building construction.
For the pump station improvements, the Consultant shall provide
plan check sets for every reviewing agency and conflict check
sets for every utility in the work area.
2. CITY OBLIGATIONS
The City of Carlsbad shall:
a. Appoint an overall Project Manager who will coordinate
the project on behalf of the Cities of Vista and
Carlsbad and the Agua Hedionda Lift Station.
b. Provide blank mylar drawing sheets for use by the
Consultant.
c. Transmit all requests for conflict checks to the
affected utilities.
d. Obtain all permits and permission to enter from SDG&E
and the ATT&SF Railroad.
f. Provide final assembly of City and Consultant written
documents into a final bid package.
g. Duplication, printing, and distribution of all drawings
and specifications for bidding.
h. Inspect the generator building construction and the
structural modifications to the pump station.
3. PROGRESS AND COMPLETION
The work under this Contract will begin within ten (10) days
after receipt of notification to proceed by the City. Task 1
shall be completed within eighty (80) days of that date.

Extensions of time may be granted if requested by the Consultant
and agreed to in writing by the City Engineer. In consideration
of such requests, the City Engineer will give allowance for
documented and substantiated unforeseeable and unavoidable delays
not caused by a lack of foresight on the part of the Consultant,
or delays caused by City inaction or other agencies' lack of
timely action.
4. FEES TO BE PAID TO CONSULTANT
The lump sum fee payable according to Paragraph 5, "Payment
of Fees," shall be $109,100. No other compensation for services

will be allowed except those items covered by supplemental
agreements per Paragraph 7, "Changes in Work."
5. PAYMENT OF FEES
Payment of fees shall be as a percentage of completion of
the plans and specifications delivered to the City. 75% of the
fee is payable up to completion of final design (Task 1) . The
remaining 25% shall be paid during bidding and construction
(Tasks 2 and 3).
6. FINAL SUBMISSIONS
Within fifteen (15) days of completion and approval of the
final design, the Consultant shall deliver to the City the
following items:
a. Original mylars at scale of the drawings reproducible on
standard 24" by 36" sheets.
b. All final engineering certifications and documents. The
plans shall be signed by a Registered Civil Engineer.
7. CHANGES IN WORK
If, in the course of this Contract and design, changes seem

merited by the Consultant or the City, and informal consultations
with the other party indicate that a change in the conditions of
the Contract is warranted, the Consultant or the City may request
a change in Contract. Such changes shall be processed by the
City in the following manner: A letter outlining the required
changes shall be forwarded to the City by Consultant to inform
them of the proposed changes along with a statement of estimated
changes in charges or time schedule. After reaching mutual
agreement on the proposal, a supplemental agreement shall be
prepared by the City and approved by the City Council. Such
supplemental agreement shall not render ineffective or invalidate
unaffected portions of the agreement. Changes requiring
immediate action by the Consultant or City shall be ordered by
the City Engineer who will inform a principal of the Consultant's
firm of the necessity of such action and follow up with a
supplemental agreement covering such work.
8. DESIGN STANDARDS
The Consultant shall prepare the plans and specifications in
accordance with the design standards of the City of Carlsbad and
recognized current design practices. Applicable City of Carlsbad
Standards and Regional Standards shall be used where appropriate.
Copies of such standards shall be obtained from the City of
Carlsbad.
9. COVENANTS AGAINST CONTINGENT FEES
The Consultant warrants that their firm has not employed or
retained any company or person, other than a bona fide employee
working for the Consultant, to solicit or secure this agreement,
and that Consultant has not paid or agreed to pay any company or

person, other than a bona fide employee, any fee, commission,
percentage, brokerage fee, gift, or any other consideration
contingent upon, or resulting from, the award or making of this
agreement. For breach or violation of this warranty, the City
shall have the right to annul this agreement without liability,
or, in its discretion, to deduct from the agreement price or
consideration, or otherwise recover, the full amount of such fee,
commission, percentage, brokerage fee, gift, or contingent fee.
10. NONDISCRIMINATTON CLAUSE
The Consultant shall comply with the State and Federal
Ordinances regarding nondiscrimination.
11. TERMINATION OF CONTRACT
In the event of the Consultant's failure to prosecute,
deliver, or perform the work as provided for in this Contract,
the City may terminate this Contract for nonperformance by
notifying the Consultant by certified mail of the termination of
the Contract. The Consultant, thereupon, has five (5) working
days to deliver said documents owned by the City and all work in
progress to the City Engineer. The City Engineer shall make a
determination of fact based upon the documents delivered to City
of the percentage of work which the Consultant has performed
which is usable and of worth to the City in having the Contract
completed. Based upon that finding as reported to the City
Council, the Council shall determine the final payment of the
Contract.
12. DISPUTES
If a dispute should arise regarding the performance of work
under this agreement, the following procedure shall be used to

resolve any question of fact or interpretation not otherwise
settled by agreement between parties. Such questions, if they
become identified as a part of a dispute among persons operating
under the provisions of this Contract, shall be reduced to
writing by the principal of the Consultant or the City Engineer.
A copy of such documented dispute shall be forwarded to both
parties involved along with recommended methods of resolution
which would be of benefit to both parties. The City Engineer or
principal receiving the letter shall reply to the letter along
with a recommended method of resolution within ten (10) days. If
the resolution thus obtained is unsatisfactory to the aggrieved
party, a letter outlining the dispute shall be forwarded to the
City Council for their resolution through the Office of the City
Manager. The City Council may then opt to consider the directed
solution to the problem. In such cases, the action of the City
Council shall be binding upon the parties involved, although
nothing in this procedure shall prohibit the parties seeking
remedies available to them at law.
13. RESPONSIBILITY OF THE CONSULTANT
The Consultant is hired to render professional services of
designing and drawings for Agua Hedionda Lift Station Upgrade and
any payments made to Consultant are compensation solely for such
services. Consultant shall certify as to the correctness of all
designs and sign all plans and specifications with his Registered
Civil Engineer's number.
14. SUSPENSION OR TERMINATION OF SERVICES
This agreement may be terminated by either party upon
tendering thirty (30) days written notice to the other party. In

the event of such suspension or termination, upon request of the
City, the Consultant shall assemble the work product and put same
in order for proper filing and closing and deliver said product
to City. In the event of termination, the Consultant shall be
paid for work performed to the termination date; however, the
total shall not exceed the guaranteed total maximum. The City
shall make the final determination as to the portions of tasks
completed and the compensation to be made. Compensation to be
made in compliance with the Code of Federal Regulations.
15. STATUS OF THE CONSULTANT
The Consultant shall perform the services provided for
herein in Consultant's own way as an independent Contractor and
in pursuit of Consultant's independent calling, and not as an
employee of the City. Consultant shall be under control of the
City only as to the result to be accomplished and the personnel
assigned to the project, but shall consult with the City as
provided for in the request for proposal.
The Consultant is an independent contractor of the City.
The payment made to the Consultant pursuant to this contract
shall be the full and complete compensation to which the
Consultant is entitled. The City shall not make any Federal or
State tax withholdings on behalf of the Consultant. The City
shall not be required to pay any workers' compensation insurance
on behalf of the Consultant. The Consultant agrees to indemnify
the City for any tax, retirement contribution, social security,
overtime payment, or workers' compensation payment which the City
may be required to make on behalf of the Consultant or any
employee of the Consultant for work done under this agreement.

The Consultant shall be aware of the requirements of the
Immigration Reform and Control Act of 1986 and shall comply with
those requirements, including, but not limited to, verifying the
eligibility for employment of all agents, employees,
subcontractors and consultants that are included in this
agreement.
16. CONFORMITY TO LEGAL REQUIREMENTS
The Consultant shall cause all drawings and specifications
to conform to all applicable requirements of law: Federal, State
and local.
17. OWNERSHIP OF DOCUMENTS
All plans, studies, sketches, drawings, reports, and
specifications as herein required are the property of the City,
whether the work for which they are made to be executed or not.
In the event this Contract is terminated, all documents, plans,
specifications, drawings, reports, and studies shall be delivered
forthwith to the City. Consultant shall have the right to make
one (1) copy of the plans for his/her records.
18. HOLD HARMLESS AGREEMENT
The City, its officers, and employees shall not be liable
for any claims, liabilities, penalties, fines, or any damage to
goods, properties, or effects of any person whatever, nor for
personal injuries or death caused by, or claimed to have been
caused by, or resulting from, any intentional or negligent acts,
errors or omission of Consultant or Consultant's agents,
employees, or representatives. Consultant agrees to defend,
indemnify, and save free and harmless the City and its officers
and employees against any of the foregoing liabilities or claims

of any kind and any cost and expense that is incurred by the City
on account of any of the foregoing liabilities, including
liabilities or claims by reason of alleged defects in any plans
and specifications.
19. ASSIGNMENT OF CONTRACT
The Consultant shall not assign this Contract or any part
thereof or any monies due thereunder without the prior written
consent of the City.
20. SUBCONTRACTING
If the Consultant shall subcontract any of the work to be
performed under this Contract by the Consultant, Consultant shall
be fully responsible to the City for the acts and omissions of
Consultant's subcontractor and of the persons either directly or
indirectly employed by the subcontractor, as Consultant is for
the acts and omissions of persons directly employed by
Consultant. Nothing contained in this Contract shall create any
contractual relationship between any subcontractor of Consultant
and the City. The Consultant shall bind every subcontractor and
every subcontractor of a subcontractor by the terms of this
Contract applicable to Consultant's work unless specifically
noted to the contrary in the subcontract in question approved in
writing by the City.
21. PROHIBITED INTEREST
No official of the City who is authorized in such capacity
on behalf of the City to negotiate, make, accept, or approve, or
take part in negotiating, making, accepting, or approving of any
architectural, engineering, inspection, construction or material
supply contractor, or any subcontractor in connection with the

construction of the project, shall become directly or indirectly
interested personally in this Contract or in any part thereof.
No officer, employee, architect, attorney, engineer, or inspector
of or for the City who is authorized in such capacity and on
behalf of the City to exercise any executive, supervisory, or
other similar functions in connection with the performance of
this Contract shall become directly or indirectly interested
personally in this Contract or any part thereof.
22. VERBALLY AGREEMENT OR CONVERSATION
No verbal agreement or conversation with any officer, agent,
or employee of the City, either before, during, or after the
execution of this Contract, shall affect or modify any of the
terms or obligations herein contained nor such verbal agreement
or conversation entitles the Consultant to any additional payment
whatsoever under the terms of this Contract.
23. SUCCESSORS OR ASSIGNS
Subject to the provisions of Paragraph 18, "Hold Harmless
Agreement," all terms, conditions, and provisions hereof shall
insure to and shall bind each of the parties hereto, and each of
their respective heirs, executors, administrators, successors,
and assigns.
24. EFFECTIVE DATE
This agreement shall be effective on and from the day and
year first above written.
25. CONFLICT OF INTEREST
The Consultant shall file a Conflict of Interest Statement
with the City Clerk of the City of Carlsbad in accordance with

the requirements of the City of Carlsbad Conflict of Interest
Code.
26. INSURANCE
The Consultant shall obtain and maintain a policy of
liability insurance from an insurance company authorized to be in
business in the State of California, in an insurable amount of
not less than one million dollars ($1,000,000). This insurance
shall be in force during the life of this agreement and shall not
be cancelled without ten (10) days prior notice to the City.
The City shall be named as an additionally insured on this
policy. The Consultant shall furnish a certificate of said
insurance to the City upon request.

SCOPE OF SERVICES
Project Description
The design of the Vista/Carlsbad Interceptor and the Agua
Hedionda Lift Station Upgrade involves two interrelated
projects. The design and the construction of the
improvements to the Agua Hedionda Lift Station need to be
fast-tracked so that construction on these improvements is
completed by December, 1988. The station is nearing
capacity and the operation of the station would be more
reliable, especially during the winter months, if the
additional capacity was available. The Vista/Carlsbad
Interceptor Reaches VC5 through VC10 and Reach VC10A are not
yet at their design capacity. However, they are nearing
design capacity and agreements between Vista and Carlsbad
call for the design to be completed so the improvements can
be constructed quickly when needed. This project is also
being designed so that portions can be installed concurrent
with downtown Carlsbad street improvements.
Improvements to the Agua Hedionda Lift Station
Task 1 - Coordinate and track the prepurchase of the
two new pumps.
Task 2 - Conduct field investigation to as-built
present mechanical, electrical and control
equipment. Under this task we will also
verify the adequacy of the present electrical
service and work with the Encina Water
Pollution Control Facility staff to determine
proper replacement equipment for the existing
level control system. Prepare biddable plans
and specifications for the Agua Hedionda Lift
Station. These plans shall be separate from
the Interceptor work. Designs shall include
the following elements.
A. Replace the two 3,850 gpm pumps and motors
with two new 8,000 gpm pumps and 100 HP
motors. The pumps, motors and bases will
be furnished by the City of Carlsbad. Each
pump shall be equipped with a
transistorized variable frequency drive
unit. Replacement of the pumps, motors,
and drive units shall include piping,
valving, seal water system, conduit,
cables, supports and all other related

appurtenances. The existing pump No. 4
piping shall be reconfigured to accept the
new pump.
B. Replace the existing control panel with a
new panel. The panel shall contain solid
state type level control equipment to
modulate pump speed. Equipment in the
existing panel, such as annunciators,
indicators, recorders and relays should be
relocated into the new panel. The new
panel should be factory-furnished with the
new controllers mounted and wired to
terminal blocks so that the new controllers
can be quickly brought on line to minimize
down time.
C. Construct a 400,000 gallon gunite-lined
spill containment basin. The basin shall
be fenced, lighted and equipped with a
hose-down station and connection for a
portable pump. A submersible pump shall be
piped to the wet well of the station for
rain water removal.
D. Replace the existing stand-by generator and
engine with two new 225 kW reciprocating
diesel engine-driven generator sets with
auto/manual synchronization and automatic
activation which will activate the follow
generator upon failure of the lead
generator.
E. Replace the steel generator/engine
enclosure with a masonry block building of
sufficient size to accommodate the new
generator/engine sets and connect to the
existing diesel fuel storage. This
building shall have sufficient room for
in-place maintenance or complete removal of
the equipment. Determine if the existing
fuel tanks should be relocated.
F. Install a mechanical climber bar screen
with 2.5-inch openings. Use manual bar
screen as a back-up.
G. Enlarge the existing reinforced concrete
pump station building on the ground level
to accommodate the new variable frequency
drives.

Task 3 - Provide assistance during bidding.
A. Provide clarifications to the Contract
Documents during the bidding process.
B. Produce addenda.
Task 4- Inspection and office engineering during
construction.
A. Provide clarifications to the Contract
Documents during construction.
B. Review submittal information.
C. Produce change orders.
D. Periodic visits to the job site by the
Project Manager to resolve construction
difficulties, assist in the coordination of
construction and verify compliance with the
Contract Documents.
E. Update the station's Operation and
Maintenance Manuals.
F. From Contractor's marked-up bluelines,
revise mylars to produce as-built drawings.
G. Provide specialty inspection services for
the facility. These inspection services
are anticipated to include all work except
for buildings which we anticipate will be
inspected by the City of Carlsbad.
Vista,/Carlsbad Interceptor
Task 1 - Prepare an alignment study report which shall
provide recommendations for the final size and
alignment of the pipeline. This task will
include:
A. Review of two alignments. One of these
alignments will parallel the existing
system down Jefferson Street to Grand
Avenue and down Grand Avenue to the
railroad easement and parallel the railroad
easement. The second alignment will follow
Jefferson Street across Elm Avenue to Oak
Avenue and down Oak Avenue to the railroad
easement and then follow the railroad
easement.

B. Analyze existing railroad easement to
determine if new line can be placed in
existing easement or whether additional
easements will be required.
C. Analyze downstream end of pipe to determine
proper future location for relocated Agua
Hedionda Pump Station and make
recommendations for size and location of
relocated station in conjunction with this
project.
D. Analyze redevelopment plans for downtown
Carlsbad for conflicts with proposed
alignments and make recommendations for
installation of sections of line concurrent
with City projects.
Task 2 - Prepare plans and specifications for
construction of the Vista/Carlsbad
Interceptor.
A. Conduct an aerial control survey of the
interceptor and sewer lateral route at
1"=40' scale. Produce plan and profile
drawings to indicate the new interceptor
construction. Identify all items of work,
grade changes and obstructions by station.
B. Conduct a field inspection and
investigation to confirm and identify
construction conflicts and topographical
features shown in the aerial photographs.
C. Produce a traffic control plan for sewer
construction on or across public streets.
D. Write special provisions for the
interceptor and lateral construction. The
special provisions shall address trenching
the operations, pavement patching,
construction sequencing, testing,
inspection and putting the line in service.
E. Write a detailed cost estimate for the
interceptor and sewer lateral construction.
Task 3 - Office engineering during bidding and
construction.
A. Provide clarifications and addenda during
bidding.

Subject: Prepurchase Pumps for Agua Hedionda Pump Station
We recommend that Fairbanks Morse Pumps, identical to those
now operating at Agua Hedionda Pump Station, be prepurchased
for the upcoming upgrading project.
During the last upgrade of the Agua Hedionda Pump Station in
1986, we evaluated whether or not to purchase additional
Fairbanks Morse pumps or open the bidding up to Allis
Chalmers and allow them to also bid on the project. We
obtained two firm price quotes for these pumps from the
manufacturers and compared the two bids. Although the Allis
Chalmers pump was lower in capital cost, we felt that the
benefits which the Encina Water Pollution Control Facility
would derive from matching existing equipment far outweighed
the difference in cost of the two pumps. In fact, we paid
additional money during that upgrade so that Fairbanks Morse
would use their old casting for the pumps so that all parts
would be interchangeable on the new and old pumps. We felt
this led to lower maintenance costs and greater reliability
at the station. The reason for this reduction in costs
follows.
1. Interchangeability of parts on the pump.
2. Spare part stocking for only one brand of pump.
3. Personnel familiarity with the pump.
The prices which we obtained for the two pumps for this
upgrade are actually lower per pump than the pumps purchased
in 1986. This is due to the fact that we are buying two

pumps instead of one. We feel that the price for the pumps
is fair and recommend that two Fairbanks Morse pumps be
prepurchased for the Agua Hedionda Pump Station.
