If the City Council concurs, your action is to adopt
Resolution No. ?V-17�, to prioritize and recommend projects
for the Entitlement funds to be received in the 14th Year of
Community Development Block Grant Program ($309,000).
ITEM EXPLANATION:
The City is entering the Fourteenth Year of participation in
the Community Development Block Grant Program. This will be
the first year that Carlsbad participates directly with the
Department of Housing and Urban Development as an Entitlement
City. On April 26, 1988 and May 5, 1988, staff held public
meetings to gather input from citizens. City departments,
committees, and commissions were asked to submit project
requests. The following projects were submitted for
consideration and have been deemed eligible for funding. The
City Council is asked to select projects for fundinct.
The selection must be submitted to Hud-Los Angeles by May 30,
1988.

The Housing and Redevelopment Advisory
Committee met on
May 9, 1988, and recommended the projects indicated with
an asterisk at the amounts indicated above.
Starting this year Carlsbad may reserve up to 20% of the
total Entitlement funding for administrative fees to cover
City expense. If Council chooses, up to 20% ($61,800) can be
allocated to administrative fees to off -set costs presently
charged to the General Fund.
FISCAL IMPACT
The City will receive up to $309,000 in Entitlement (Block
Grant) funds. Funds will be available to the City after July
1, 1988.

RESOLUTION NO. 88-172
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CA1ZLSBAD1 CALIFORNIA, REQUESTING SPECIFIC PROJECTS FOR
M-RDING UNDER THE 14TH YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM.
WHEREAS, the City Council of the City of Carlsbad,
California, on May 24, 1988, considered the City's Fourteenth
Year Block Grant Application; and
WHEREAS, the City Council has taken all testimony into
account.
NOW, THEREFORE, BE IT RESOLVED that the program funding
outline in Exhibit 2 attached hereto and incorporated herein
as though fully set forth is hereby approved.
BE IT FURTHER RESOLVED, that the City Manager is hereby
directed to forward the program outlined herein to the U.S.
Department of Housing and Urban Development for inclusion in
the Fourteenth Year Development Block Grant Application,
PASSED, APPROVED AND ADOPTED, by the City Council of the
City of Carlsbad, California on the 24th day of May, 1988, by
the following vote, to wit:

DESCRIPTION: COMMERCIAL AND RESIDENTIAL
REHABILITATION PROGRAM
COMMERCIAL REHABILITATION LOAN PROGRAM
The Commercial Rehabilitation Loan Program provides below market
interest rate loans to businesses in the Village Area (Census
Tract 179.00) to improve commercial property. The program
objectives are as follows:
A. To encourage the revitalization and beautification of the
Village (Downtown) Area.
B. To remove unhealthy and dangerous conditions.
C. To preserve basically sound structures.
D. To encourage residents to shop in the downtown area by
! creating a more attractive environment.
E. To leverage Community Development Block Grant funds by
i encouraging private investment and lender participation.
F. To encourage the
g participation of local residents and
* business persons in the planning and implementation.of
revitalization activities.
G. To provide a revolving loan fund for continuous reinvestment.

RESIDENTIAL REHABILITATION PROGRAM
It is the primary goal of Carlsbad's Residential Rehabilitation
Program to upgrade the existing housing stock and maintain
i affordable housing. The program is designed to assist property
x owners to obtain financing who previously were not interested
in or could not afford a home improvement loan. This is
accomplished by making the loan terms more attractive and reducing
the monthly cost of repaying the loan (in some cases reducing
the cost to zero). A corollary goal is to "leverage" the
limited Community Development Block Grant funds set aside for
rehabilitation to reach as many households as possible. Additional
program goals are:
To eliminate unhealthy or hazardous conditions in low -
moderate income areas
To encourage and assure reinvestment by private lenders
in the targeted rehabilitation area
To increase property values and conserve the property tax
base of the community
