CD CITY CIT'r MANAGEMENT PLAN FOR ZONE 14 MTG. 5/24/88 RECOMMENDED ACTION: Authorize Hofman Planning Associates and Rick Engineering Coml to prepare the Local Facilities Management Plan for Zone 14. ITEM EXPLANATION This is a petition presented to the City Council request authorization under Section 21.90.120(d) of the Carl5 Municipal Code for a group of owners to prepare a LC Facilities Management Plan. Staff believes the folloi considerations should be made prior to rendering a decision. 1. What percentage of owners are willing to proceed and preF the plan? 2. Has the City approved projects within the Zone which can proceed until a local plan is prepared? discuss their desires to prepare a local plan with the ot property owners in the zone? Is the development of this area of the City premature? 3. Have the petitioners made a reasonable effort to contact 4. Project approvals hi been given in the general area of this zone: to the north Zone 7 - Calavera Hills and the south in Zone 1 Sunnycreek. 3. The petitioners have made a reasonable attempt to disc1 their desires to prepare a local plan. 100% of the zonc property owners have been notified. The determination of whether or not an area is premature f growth is measured not only by the location of the proper but also the number of property owners wishing to proce with the facility plan. Although there is only a sma amount of existing development, this zone is adjacent developed areas and 99.7% of the private property owners the zone wish to proceed. 4. I 0 0 Page Two of Agenda Bill No. 7446 The Growth Management Program allows for the property own( wishing to prepare the facility plan to be reimbursed the prorz share of the cost to prepare the plan by those property own( owners wishing to proceed have agreed to pay for all co: associated in preparing the plan and will not seek reimbursemc from the remaining property owners. FISCAL IMPAC" Staff time will be expended in the preparation of this Lo( Facilities Management Plan, however, all costs will be recou] by the City as allowed under provisions of the Growth Managemc Program. Therefore, there is no significant fiscal impact.
