contract for the construction of Carlsbad Fire Station No.
Public Safety and Service Center, Phase 111, certifying
Negative Declaration, and approving Amendment No. 1 to
existing consultant agreement with the Danielson Design Group
continuing architectural services during the construction p! of the project.
ITEM EXPLANATION:
On March 22, 1988 the City Council authorized the advertise of bids for the construction of Carlsbad Fire Station No. Public Safety and Service Center, Phase 111. Ten (10) se bids were received on April 28, 1988 as follows:

4. Commercial Builders 1,754,700.00
5. Chamac Inc. 1,769,000.00

9 Rainey Construction Co. 1,960.000.00
10. Western Summit Constructors, Inc. 1,993,000.00
References have been verified on the low bidder and s recommends award of the project to Kilgallon Construc Company. All project approvals and permits have been previo obtained for the project.
The project includes extensive earth work required to prepare two (2) acre site designated within the Safety Center Complex the Fire Station as delineated in the attached exhibit.
12,700 square foot building is designed to house current
future staff and equipment needs. Construction is anticipate
be approximately nine (9) months in duration with tenta
completion scheduled in mid-1989.
The attached Amendment No. 1 to the existing City/Consul
design agreement will enable the Danielson Design Group, pro] ect architects, to provide needed architectural sen
will review and approve shop drawings and contractor submitt
conduct weekly job site meetings, represent the City on the
site with respect to architectural and building issues,
generally assist the City in the supervision of the construc
during the construction phase of the project. The archit

The three (3) phase Public Safety and Service Center ProjG which includes Fire Station No. 5, has been identified in City's Capital Improvement Program to be constructed entir with Public Facility Fee funds. However, there are currently

unappropriated Public Facility Fee funds available to
transferred to this project account. Staff recommends
Council consider utilizing available funding from savings f
project number 3230, improvements to Elm Avenue east of El Cam Real, which will be completed shortly with an anticipated project balance of approximately $400,000. This funding sourc can be utilized as interim cash flow for the Public Facilit Fee funded construction of Fire Station No. 5. This can accomplished as follows:
- In 1987, the City General Capital Construction F
(GCC) loaned $850,000 to the Traffic Impact Fee F
(TIF) for the widening of Elm Avenue, east of El Cam
Real.
- The TIF will repay the estimated $400,000 of proj savings, identified above, to the GCC.
- The GCC will loan up to $400,000 to the Pub Facilities Fee Fund (PFF) upon the Council's award
the bid for the construction of Fire Station No which will support the additional estimated proj
costs outlined above.
Staff recommends the City Council authorize the loan of Gene
Capital Construction Funds in the amount of $400,000 identif
above to the Public Facilities Fee Fund and appropriate t
amount to the project account number 320-820-1810-3290.
PROPOSITION H REOUIREMENTS:
A previously voter approved ballot measure for the construct
Complex fulfills the Proposition H (capital project spend limitations) requirements for this project.
GENERAL PLAN CONSISTENCY:
The Planning Commission formally adopted Resolution No. 2696
October 21, 1987 determining the construction of Carlsbad F
Station No. 5, Public Safety and Service Center Phase I11 was
conformance with the City's General Plan.
ENVIRONMENTAL REVIEW:
A Negative Declaration for the project was issued by the Plann
Director on March 23, 1988. It is recommended the City Coun
formally certify the Negative Declaration for the project ba
upon completed environmental review and the determination t
the project will not have a significant impact on

PROPOSITION E (1983) REQUIREMENTS
In November of 1983, Carlsbad voters approved Proposition
outlining a $15.2 million construction of a three (3) ph
Public Safety and Service Center complex. Phase I of the proj
was completed in 1986. Phase I1 of the project involving
warehousing facilities for the Utilities and Maintenance, Par
and Purchasing Departments is budgeted in the 1992 through 1
Capital Improvement Program. Phase I11 of the project is construction of Fire Station No. 5, the subject of this acti
The original estimate of $1,760,000 to design and construct F Station No. 5 (Safety Center, Phase 111) was assembled in 19 With recently completed project programming, construct drawings and specifications, received project construction b geotechnical work, interior furnishings, fire truck w equipment, and related project administration, the estima total project cost for the construction of Fire Station No. 5
$2,132,561 in 1988 dollars. Cost increases in the estima total project budget are due primarily to the inflation
impacts upon the construction cost index since 1983, the purch
of the fire truck with equipment for this facility, additio
soils work required for the site, and recently comple
construction of maintenance r storage, administrative off ice,
construction drawings and formal construction bids which are
foundation for more precise project cost estimating. st wishes to bring to the attention of the City Council inflationary effects of the building industry and construct cost index upon the original Proposition E budget estimate

. DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued)
With regard to noise, this impact is not regarded significant in that it is not continuous but rather a sir
event impact. In addition, this noise intrusion is accepted society in that it is associated with a public serv
emergency response. Since there are no residential uses in
immediate vicinity of the project site, the long-term effe
of single events noise intrusions are not regarded
significant.
Although the construction of this fire station will allow continued growth within the immediate vicinity, this growth not unplanned for and will not be allowed (per the Cit- Growth Management Program) unless all other public facil
impacts are anticipated.
Overall, the environmental analysis and field checks conduc by staff indicated that because the site has been previou
distrubed and rough graded and no sensitive environmeni
resources exist on the property, this negative declaration
appropriate. There were no public comments received response to the notice for a Negative Declaration.

AND THE DANIELSON DESIGN GROUP REGARDING ARCHITECTURAL
SERVICE DURING THE BIDDING AND CONSTRUCTION PHASES
OF FIRE STATION NO. 5, PROJECT NO. 3242
THIS AMENDMENT NO. 1, made and entered into as of the
day of a, 1988, by and between the CITY OF CARLSBP
municipal corporation, hereinafter referred to as rlCity,ll an
DANIELSON DESIGN GROUP, hereinafter referred to as "Consults

WHEREAS, the City of Carlsbad and the Danielson Design
have previously entered into an agreement on November 11,

WHEREAS, the parties to this agreement desire to e

All in all, John, I do not have any other additional suggestions for this scope
work; your outline of the different tasks in each of the phases was complete an
exactly what we would propose to provide you in these construction phases. It
be acceptable to us if this architectural services contract takes the form of a
amendment to our existing design contract with you, for the reasons you stated
your letter. Hiring a Construction Manager as soon as possible and establishing
methods of construction administration with you and our office is also imperati.
