ITEM EXPLANATION: In conjunction with the Costa Real Municipal Water District, the City is currently constructing improvements to the north side of Palomar Airport Road, East of El Camino Real, Project No. 3243. The 24 inch steel waterline and casing currently being installed by the City's contractor was designed to be fitted through a myriad of underground utilities at the northeast corner of Palomar Airport Road and El Camino. Field conditions revealed on-site now require the waterline to pass underneath existing utilities so that the waterline can be installed safely and in accordance with both CRMWD and City standards. The installation will require horizontal underground boring a distance of approximately 50 feet with two (2) opposite work pits a depth of 14 feet. Steel boxes will be set in place by the contractor to protect workers in addition to trench shoring and bracing. A 16 inch diameter high pressure gas line lies immediately adjacent to the alignment of the waterline. In accordance with the terms of the City's agreement with Costa Real Municipal Water District for this project, all costs associated with waterline facilities shall be borne by CRMWD. Staff has received confirmation of the necessity of this additional work and approval from CRMWD's General Manager, Bob Greaney. The City will be reimbursed by CRMWD for all water service related costs following completion of the project and final accounting. FISCAL IMPACT: Staff has negotiated a lump sum price of $13,500 from the contractor to extend and install the steel waterline and casing underneath conflicting utilities within the project. CRMWD has reviewed and approved this change order. There are sufficient funds in the project account to accommodate this change order at this time. All costs associated with this change order are to be reimbursed to the City under an existing agrement with Costa Real Municipal Water District. EXHIBITS : 1. Location map.
