PLANNING COMMISSION GOALS AND WORK PLN
RECOMMENDED ACTION:
Approve Planning Commission Goals and Work Program for 1988.
ITEM EXPLANATION
The Planning Commission annually reviews its long range goals and establishes a work program for the upcoming year. Attached is the work program which was approved by the Planning Commission at its meeting of April 6, 1988. Items are listed in their order of importance. Also included is a time table for starting and completing the items.
A Planning Commission Subcommittee has been appointed to work
with staff on each one of the items. The Subcommittees are as
f 01 lows :
1) General Plan Update - McFadden (Chair), Schramm
2) Noise Element - McFadden
3) Building Height - Holmes (Chair), Hall
4) North Beach Planning Study - Schramm (Chair), Holmes
5) Project Quality Control - Hall (Chair), Schramm,
McFadden
6) View Protection Alternatives - Holmes (Chair), Marcus, Schlehuber
FISCAL IMPACT
Staff time will be involved in working on these items. Staff would have worked on the items, however, even if Commission subcommittees weren't involved. Therefore, there is no real
additional fiscal impact as a result of the City Council approving the work program.
ENVIRONMENTAL REVIEW
Each task of the work program will require separate environmental analysis.

A. Update and recommend necessary changes to bring all General Plan Elements into consistency . with recent legislative changes, plans and programs adopted by the City.

address noise generated by transportation facilities - roads, railroad and airport. Prepare an interim emergency ordinance

is measured and recommend changes if
necessary.
B. Consider modification (lowering)
permitted height in R-1 Zones.

Recommendations
A. Prepare specific design criteria and
recommend Design Review Board procedures.
B. Study and prepare recommendations on
Washington Street and on extending Chestnut across railroad.
C. Prepare miscellaneous zoning and code
changes per recommendations of study.

to determine if enough information is

B. Review of quality control (and resource
allocation) as projects move from
planning to permitting to production
(inspection) .
C. Grading Ordinance, including,
specifically issues regarding preciseness, relative timing and thoroughness of tentative maps (in relationship to final maps), and special problems within the coastal zone and close to sensitive habitats.
D. Noticing requirements re: proposed
projects, and release of surety for
improvements.
E. Review (and if appropriate, recommend)
alternatives to bonds for complying with
improvement conditions.

Review alternatives for protecting views in the City (i.e, public view corridors
vs. private).
