PLN CITY APPOINTMENT TO SAN MARCOS RECOMMENDED ACTION: Adopt Resolution No. BB-/2 6 appointing a cit representative to serve on the San Marcos Environmental RG Board and forward the Resolution to the City of San Marcos. ITEM EXPLANATION On April 26, 1988, the San Marcos City Council voted to el the San Marcos Environmental Review Board (ERB) to include voting representatives from each North County City. The was created as a result of the approval of the San Mz Trash-to-Energy Plant. One of the main duties of ERB wil to provide quarterly evaluations of the plant's compliance the environmental conditions of approval. The requirements for appointment are as follows: 1. Must be a resident of Carlsbad; 2. Must have previous board or commission experience Planning Commission, Citizens Committee, Circuli Committee) ; 3. Cannot hold elective office; and 4. Must be familiar with solid waste problems solutions. It should be emphasized by the City Council that in acce: San Marco's invitation to appoint a representative to the that it in no way implies that the problems that the Cil Carlsbad has with the Trash-to-Energy Plant are resolve that the City does not intend to vigorously pursue the lai against the Plant. On April 26, our City Council 'voted to expand the San Marcos Environmental Review Board (ERB) to include non-voting representatives from each North County City. At this time, we'd like to formally invite your City Council to appoint a representative to serve on the ERB for a one year term (subject to reappointment at the end of that time for one or more terms of three years each) . Once again, the ERB enabling ordinance requires that non-voting board members reside within the City appointing them, have some form of previous board or commission experience and be familiar with the range of solid waste problems and solutions facing North County today. In addition, ERB members may not hold elected office during their term on the board without first tendering their board resignation. The next ERB meeting has not yet been scheduled, however, it will most 1 ikely be held in late June. Upon receiving the name and phone number of your representative, we'll contact them directly for an orientation session with our staff. We look forward to your City's participation in what is intended as an objective forum on resource recovery and other solid waste issues.
