RECOMMENDED ACTION:
TITLE:
RESTRIPING A PORTION OF LA COSTA
AVENUE AND RESTRICTING PARKING
The Traffic Safety Commission recommends that a portion of La
Costa Avenue be restriped by the addition of a continuous two-
way left-turn lane and to remove parallel parking adjacent to
the curb and gutter between the Von's entrance and Calle Madero. dMbcL4Lw NS- a/.
TEM EXPLANATION:
Staff received several letters requesting that traffic safety
on La Costa Avenue be improved by the addition of a continuous two-way left-turn lane (2WLTL) beginning at the Von's entrance and continuing easterly to Calle Madero. La Costa Avenue is designated as a Secondary Arterial on the Circulation Element
of the General Plan and carries high speed, high volumes of
traffic. Three (3) accidents within the past two (2) years were
associated with vehicles stopped in the Number 1 lane and being rear-ended while waiting to turn left.
The City of Carlsbad Utilities and Maintenance Department has
scheduled a chip seal on La Costa Avenue from El Camino Real to
Rancho Santa Fe Rad, tentatively scheduled to begin in July.
All existing striping will be obliterated by the chip seal and new replacement striping will be required, regardless of if a
new striping pattern is installed or not.
Changing the striping configuration on La Costa Avenue between the referenced limits was discussed at the March 7 and April 4,
1988 meetings of the Traffic Safety Commission. Merits of each
of the five (5) different alternatives were presented and
discussed.
Traffic lanes and combination parking/bike lane vary in width between the subject limits. This non-uniform striping results
in some areas having a bike lane and no parking while other
areas have non-standard ten (10)-foot wide combination
parking/bike lanes. Traffic lane widths vary in size from
eleven (11) to approximately twenty (20) feet depending upon the
striping configuration adjacent to the curb and gutter.
Due to the 64-fOOt curb to curb width of La Costa Avenue it is
not physically possible to stripe four (4) eleven-foot traffic
lanes, two (2) five-foot bike lanes, an eight-foot parking lane
and a ten-foot continuous two-way left-turn lane (2WLTL). To
provide for overall traffic safety along La Costa Avenue, the Traffic Safety Commission voted 3-2 to recommend a continuous
two-way left-turn lane and to remove parallel parking adjacent to the curb and gutter. The recommended alternative was designated as Alternative No. 3 at the Commission meeting.

Other alternatives discussed at the Commission are indicated on Exhibit 2. Alternative No. 1, not shown, is a Do Nothing alternate, which would leave the striping pattern on La Costa Avenue as it currently exists.
Although each alternative has various advantages and disadvantages, none can provide the three (3) striping features requested with four (4) traffic lanes - parking lane, bike lanes and continuous two-way left-turn. Any two (2) of the striping features would be possible, but not all three.
FISCAL IMPACT
No additional fiscal impact will result by the striping
recommendation.

ZONE ON THE NORTHERLY AND SOUTHERLY SIDES OF LA COSTA AVENUE FROM EL CAMINO REAL TO CALLE
The City Council of the City of Carlsbad, California
hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.40 of the
Carlsbad Municipal Code is amended by the addition of Section
10.40.067 to read as follows:
"10.40.067 Parking Restricted on La Costa
Avenue. There will be no parking on the
northerly and southerly sides of La Costa Avenue from El Camino Real to Calle Madero."
EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption and the City Clerk shall certify to the
adoption of this ordinance and cause it to be published once in the
Carlsbad Journal within fifteen days of its adoption.

Minutes of the Meeting held February 1, 1988, were
approved as amended to show the following addition to
Item A: On the warrants on Chatham and Elm, all warrants

ORAL COMMUNICATIONS:
No one was present to speak before the Commission.
OLD BUSINESS:
Bob 3ohnson reported that several months ago the Pedestrian
Action Plan was discussed. This item went to Council last
week with the recommendations, and Council directed this to
come back to the Traffic Safety Commission to implement a
Pedestrian Action Plan. Mr. 3ohnson stated that staff
would be working on that Plan.
NEW BUSINESS:
A. La Costa Avenue - request to establish a two-way left-
turn lane and remove parking from the comercia1 area easterly to Calle Madera.
Bob 3ohnson gave the staff report as contained in the Commission report, stating there would be an opportunity to
change the striping on La Costa Avenue this summer, as
Utilities/Maintenance plans to chip seal from El Camino
Real to Rancho Santa Fe. This will extend the life of the
asphalt an additional five years, and once the chip seal is
installed, the striping would be obliterated, necessitating
re-striping, whether or not this is in the existing configuration or changed. Before that time, the striping
would have to be sand-blasted to be removed. Slurry seal
could be used, but the striping would come through. The
only effective way to change the striping would be to
overlay the road or install chip seal, as scheduled for
summer.
Mike Shirey narrated a slide presentation showing the
present striping on La Costa Avenue, the sight distances,
the parking areas and bike lanes.
Bob lohnson continued the staff report, using a wall chart
to show a map of La Costa Avenue in this area. He referred
to the traffic counts included in the packet and stated most
of the accidents in this area are caused by rear-ending and
sideswiping.

Mr. 3ohnson gave the four Alternatives suggested, as
follows:
Alternative No. 1 - Do nothing and allow striping to
remain the same.
Alternative No. 2 - Left turns on La Costa would be
prohibited by striping a double, double yellow centerline:
four traffic lanes would be provided, with an 8-foot emergency parking/bike lane on both sides. Parallel
parking would be prohibited.
Alternative No. 3 - A continuous two-way left turn lane
ten feet wide would be installed, with four lanes of
traffic and two five-foot bike lanes; parallel parking would be removed.
Alternative No. 4 - Parallel parking would be allowed on the northerly side of La Costa Avenue; one eight-foot
parallel parking lane would be provided and a five-foot
bike lane. There would be two twelve-foot traffic lanes
and two eleven-foot lanes; with one five-foot bike lane on
the southerly side of the road.

Coordinating Committee recomnended at the time of the
installation of the chip seal on La Costa Avenue, a continuous two-way left turn lane be striped and parallel

buffer zone area, and without a buffer zone, it would be
impossible to back out of their driveway. The traffic is
so fast on La Costa Avenue, that the buffer zone is
necessary for the residents to retreat into to wait
until it is safe to pull into the traffic lane. Mr.
Comunale felt the left turns were not as dangerous as the
pulling out of the driveways.

Henry Grether, 2508 La Costa Avenue, stated his
appreciation for the concern of the Traffic Safety
Commission, but the cars on La Costa Avenue are not
traveling 45 miles per hour; they are traveling 60 or 65.

difficult to back out into the traffic. Mr. Grether said the sidewalks are narrow on the north side of the
street, with street lamps in the middle of the walk.

3ane Grether, 2508 La Costa Avenue, told of a car accident
on La Costa Avenue, where her car was rear-ended while she
was waiting to turn into their driveway. She felt the
speed limit needed to be lowered to slow the traffic.
Mrs. Grether stated her preference for a buffer area to
back out of the driveways, but felt it was not fair to
eliminate the parking. She favored Alternative No. 4, and
felt the parking was the most critical issue.
John Mosele, 2722 La Costa Avenue, reiterated there are no
residences on the south side of La Costa Avenue in this
area,
has one entrance there. He stated he uses the buffer zone
to back out into the traffic, and supported Alternative No. 4.

Maury Goosenberg, 2404 La Costa Avenue, stated that to remove the parking would be a tremendous burden.

Maggie Long, 2931C La Costa Avenue, a resident at Marbella
Condos, stated there are 58 families living in those
condos who need to turn into that driveway. Ms. Long
drives from the east in the evening, and stated that it is
extremely dangerous to try to turn left into their
driveway, partly because of the sun setting and blinding
drivers, and also because of the speed of the cars
traveling east. Ms. Long stated she was willing to lose
the parking on the south side of the street to allow the
residents on the north side to have parking. supported Alternative No. 3, stating she has no option to
be able to go to La Costa Avenue and El Camino Real to
make a U-turn, as they are prohibited there.
Mardelle Mosele, 2722 La Costa Avenue, stated La Costa
Avenue is not a uniform street, and she felt a solution that was not a uniform one would

after the corner, and in some way compromise.
Commissioner Herring asked whether the bike lanes had to
stay, and suggested eliminating them: adding that space to
the north side for a buffer zone, and have the continuous two-way left-turn lane.
Chairman Erwin asked Ms. Long whether she could see to

Commissioner Herring made a motion to eliminate the bike
lanes; approving Alternative No. 3, but instead of the five-
foot bike lane on the south side of La Costa Avenue, add
that to the north side for a buffer zone/parking lane of
ten feet; remove the designation of a "bike lane" on La
Costa Avenue. Commissioner Fuller seconded the motion. The motion was withdrawn, with the consent of the second.
Traffic Safety Commission directed staff to study the
alternative of eliminating bike lanes on this stretch of
road from the commercial area to Calle Madera; have a ten-
foot buffer zonefparking lane on the north side of the
street, and a continuous two-way left-turn lane. Staff is to determine what problems this might cause and return with
a recomnendation.
B. Majorie Lane - Request to establish a NO PARKING zone.
Bob Johnson gave the staff report as contained in the
Commission Report, stating the two-hour parking restriction
had not solved the parking problem on Majorie Lane.
Chairman Erwin inquired whether the 7:OO a.m. to 4:OO p.m.
no parking would be discriminating and staff will study
that.
Chairman Erwin opened the meeting for public comment at
4:39 p.m.
William Poole, 1885 Chestnut, addressed the Commission,
stating the two-hour parking restriction could not be enforced, and the majority of the homeowners in that area
were present today. There are seven homes on the cul-de-
sac, and four of those owners are present today, and all
agree to accept the elimination of parking at all times.
Mr. Poole showed photographs of the parking and violations, as well as the trash deposited by the students.
Ernest kjia, 1845 Chestnut, stated he was in favor of no
parking at any time, and hoped this would eliminate the
necessity of picking up the trash that the students deposit
on the lawns.
Vernon Holbrook, 3614 Marjorie Lane, stated he felt this
was a traffic and safety matter, and not a civil matter.
With the car racing that occurs on the cul-de-sac, Mr.
Holbrook stated he was surprised that no one has been
killed or maimed.
Mr. Holbrook added that when the 7:OO a.m. to 4:OO p.m.
restrictions were in place, the problems ceased. He felt
that perhaps that would solve the problem without
eliminating parking evenings and weekends for the residents
in the area.
Sidney Porch, 3557 Monroe Street, Facility Advisor at the
High School, sympathized with the residents and added the
school would like to work with the residents to solve the
problem. He stated ID'S and/or license numbers were
necessary to find out the identity of the youngsters
causing the problems.
He supported the 24-hour ban on parking.

In answer to Commission query regarding the Elm/Chatham
issue, Mr. Johnson stated that will be before Council due
to new information and circumstances.

NEW BUSINESS:
A. La Costa Avenue - request to establish a two-way left-
turn lane and remove parking from a point easterly of
the commercial area located easterly of El Camino Real
and continuing easterly to Calle Madero.
Bob Johnson repeated the staff report given last month and
contained in the Commission report, stating there would be
an opportunity to change the stripinq on La Costa Avenue
this summer, as Utilities/Maintenance plans to chip seal from El Camino Real to Rancho Santa Fe. This will extend the life of the asphalt an additional five years, and once
the chip seal is installed, the striping would be
obliterated, necessitating re-striping. That would be the
appropriate time to change the configuration, as before
then the striping would have to be sandblasted to be
removed.
Mr. Johnson explained that staff was directed to consider
another Alternative--which was labeled Alternative #5.

The Alternatives presented were:

Mr. Johnson stated the parking lane would not be striped,
as some motorists would then mistake that for another traffic lane and drive in the parking lane.
Mr. 3ohnson reiterated La Costa Avenue is 64 feet wide,
which would not accommodate a left-turn lane, two traffic
lanes each way, parking and bike lanes. Removing the bike
lanes would require a General Plan Amendment, and the
Engineering and Planning Departments could not support that
request.
Mr. Johnson presented the slides of La Costa Avenue
showing the present configuration and concluded his report
stating the Traffic Safety Coordinating Committee again
recommended Alternative 83.
Chairman Erwin opened the meeting for Public Comment at 3:29 p.m.
Robert Huntoon, 2320A La Costa Avenue, representing the
Alta Verte Homeowners Association, encouraged the
Commission to provide a left-turn lane as a first
consideration, and, if possible, to provide parking.
However, the left-turn lane would be the first choice of
the Homeowners Board. Mr. Huntoon supported the Police
Department in trying to keep the cars traveling on La Costa Avenue at a reasonable speed.
Gordy Shields, 1955 Willis Road, El Cajon, representing Califiornia Bike Riders Organization, SDCBC and SANDAG BFC,
stated the proposed changes had been reviewed and the
organizations were unanimously opposed to eliminating bike
lanes on La Costa Avenue. Their choice would be

Andre Williams, 2408 La Costa Avenue, stated there is a
serious problem with traffic on La Costa Avenue from east
to west. The nature of this street was to be residential
and more and more comrcial has appeared, with the result
that the residents have been put aside. He commented that
stop signs have been placed on Levante to slow the traffic, but La Costa is practically a freeway. Mr.
Williams asked where guests would park if the parking were
eliminated, and added he felt property values would decline if the parking were eliminated.
3ohn Mosele, 2722 La Costa Avenue, stated there are four
traffic lanes and parking and he would like to keep it
that way. He said he had looked at the plan for Zone 11,
and when that zone is developed, traffic will increase
considerably on La Costa Avenue. Mr. Mosele felt that at
the time La Costa Avenue has that extra traffic, it will be necessary to provide four full lanes all the way from Rancho Santa Fe Road to El Camino Real. He felt if the
parking were eliminated from this stretch of road, that
the people to the east of there would be asked to give up
their parking in time.

recreational purposes, while the residents that live there

buffer zone was very important, and without a parking lane
the street would be more dangerous for residents trying to
exit their driveways.

P. L. McNutt, 2452 La Costa Avenue, purchased his property
in 1975, and La Costa Avenue speed has become faster and
faster through the years. He said he felt the average
speed in that area is from 50 to 70 m.p.h.

Since no one else wished to speak on this item, the Public
Comment portion was closed at 3:57 p.m.
Commissioner Melideo inquired of staff whether La Costa
Avenue was a secondary arterial and they confirmed it was. She added it has had that designation for 19 years that she
is aware of and felt the residents on that street should be
aware of that designation.
Chairman Erwin stated there is a sight problem at the
two intersections, Calle Madero and Nuevo Castilla, and
five feet is needed as a buffer for people coming out of
those two roads. After the intersections, the striping
could swing out and go to the parking width, and after
Nuevo Castillo, go back to Alternative C3.
Commissioner Fuller stated the people trying to turn into
the condos on the south side of the street have no way to
make a U-turn at El Camino Real in order to come back for a
right turn into the driveway. Those people must stop in
the number one lane to turn left. Residents east of there
can go to a left-turn pocket and make a legal U-turn.

sealed, and Commissioner Fuller felt the decision should be
made prior to that or the chip sealing delayed.

He felt another place should be found for the bike riders,
as the center turning lane was ideal and the four traffic lanes were necessary.

staff report. In answer to Comnission query, Mr. 3ohnson
stated a 25 m.p.h. speed limit could not be enforced on a
roadway over 40 feet wide without a survey, even in a
residential area. The Commissioners suggested 25 m.p.h.
from Kelly to Valencia and 35 m.p.h. Prom Valencia to Park
Drive.
Traffic Safety Commission reconmended a prima facie speed
limit on Hillside Drive of 35 m.p.h. from Park Drive to
Valencia and 25 m.p.h. from Valencia to Kelly.

BACKGROUND :
Several requests have been received by staff to install a continuous two- way left-turn lane (2WLTL) on La Costa Avenue from the easterly side of the commercial area located immediately east of El Camino Real and continuing easterly to Calle Madera (see attached letters). These letters were written as a result of concerns about the capability of safely completing a left turn from La Costa Avenue to adjacent driveways when stopped in the Number 1 traffic lane and encountering opposing high speed, relatively high volume traffic. A continuous two-way left-turn lane on La Costa Avenue has been requested.
DATA:
General
Traffic studies have shown striping for a continuous two-way left-turn lane to be an efficient and safe traffic control device. The 2WLTL did not come into common usage until the early 1970’s, however, it is purported to have been first introduced as early as 1950 in Michigan.
Continuous two-way left-turn lanes are in use now on various street classifi- cations in the City of Carlsbad. It provides a cost-effective method of providing land access needs on major arterial highways. On the arterials without a 2WLTL, midblock left turns can have a very detrimental effect on the level of service and quality of traffic flow by creating delays and forcing drivers to change lanes.

Santa Fe Road. It has a curb to curb width of 64 feet within an 84 foot right of way. Beginning at El Camino Real and continuing easterly to Calle Madera, La Costa Avenue is striped with a double yellow centerline that provides four (4) traffic lanes and a painted bike lane varying in width between four (4) and ten (10) feet. Parallel parking is allowed along some portions of the road. Left turn lanes are provided at the intersecting streets. Numerous driveways are located on the subject segment of La Costa Avenue, primarily on the northerly side.
Beginning at Romeria Street and continuing easterly, the road has been painted with a continuous 2WLTL that allows only one (1) traffic lane easterly and two (2) lanes westerly. Between Calle Madera and Romeria Street, two (2) lanes in each direction are provided. Bike lanes have been striped and parallel parking permitted on the south side of La Costa Avenue easterly of Romeria Street.
Traffic Volume Data
Traffic volumes vary along the length of La Costa Avenue. Midblock volume data from recent counts is provided on Table 1. All volumes shown are a total of the two-way Average Daily Traffic (ADT) on La Costa Avenue.

Buildout traffic volumes have been provided to the City of Carlsbad by SANDAG for their Series 6 projections. The projected buildout volume on La Costa Avenue easterly of El Camino Real is 17,100 vehicles per day. Current vol umes are approachi ng bui 1 dout projections .
Traffic Accidents
A collision diagram is provided for reported accidents occurring on La Costa Avenue during 1986 and 1987 between El Camino Real and Rancho Santa Fe Road. A total of 22 reported accidents were investigated by the Carlsbad Police Department in the past two (2) years. A review of this data shows no discernible or consistent pattern of certain types of accidents

being caused by vehicles stopped in the Number 1 lane and attempting to complete a left turn. However, three (3) rear end accidents that occurred are attributed to stopping and attempting to turn left into a driveway on the opposite side of the road.
Level of Service
Roadway geometrics, traffic characteristics, side friction and traffic volumes are some of the factors that affect the link capacity of an arterial or collector street. Methods are provided in the Highway Capacity Manual to determine a range of service levels for the appropriate street classifications. These ranges are shown on Table 2 and are taken from the "City of Carl sbad Growth Management Program Guide1 ines and Instruc-

A comparison of existing traffic volumes with the volumes on Table 2
indicates that La Costa Avenue is currently operating at the highest acceptable Level of Service (A) without benefit of a raised median.

traffic lane. As traffic volumes continue to increase on La Costa Avenue, it is expected that an increasing number of conflicts will result between stopped vehicles waiting to turn left and the through traffic in the Number 1 lane.
A road classified as a secondary arterial in the City of Carlsbad is generally striped with two (2), five (5) foot bikes lanes, four (4) eleven foot traffic lanes and a 10-foot continuous two-way left-turn lane. An example of this striping pattern is found on Mision Estancia, a designated secondary arterial on the City of Carlsbad Circulation Element. It should be noted that parallel parking on a secondary arterial is prohibited.
As indicated previously, La Costa Avenue is striped with a double yellow centerline and with parking allowed in some segments. This striping pattern could remain, however, it does not resolve the left turn/through
traffic conflict. It also does not resolve the extra wide bike lanes that vehicles are parking within. Those bike lanes do not have sufficient width, per CALTRANS standards, for parked vehicles and a designated bike lane. Allowing the existing striping to remain is essentially a Do Nothing a1 ternative and for purposes of this report is designated Alternative No. 1.
A second alternative, designated Alternative No. 2, would restrict left turns on La Costa Avenue. The left turn would be prohibited by striping a double, double yellow centerline four (4) feet wide. Four (4) traffic lanes would be provided, including an 8-foot emergency parking/bi ke lane on both sides. Parallel parking would be prohibited. Motorists would be required to U-turn at the nearest intersection in order to return to their destination and initiate a right turn into the driveway. Left turns from the driveway across the double, double yellow centerline would also be prohibited. Alternative striping patterns are indicated on Page Number 7.
Alternative No. 3 could result in the installation of continuous two-way left turn lane ten (10) feet wide. This option would provide a refuge area for left turning vehicles out of the Number 1 traffic lane. Four (4) lanes of traffic would remain, in addition to two (2), five-foot bike 1 anes . Para1 1 el parking would be removed.
A fourth alternative striping pattern, Alternative No. 4, could be striped that would permit parallel parking on the northerly side of La Costa Avenue. This pattern would have one (1) eight-foot parallel parking lane
next to the curb and gutter, one (1) five-foot bike lane, two (2) twelve- foot and two (2) eleven-foot traffic lanes and one (1) five-foot bike lane on the southerly side of the road. The primary disadvantage of this alternative is that left turns would continue to be made from the Number 1 traffic lane.

Construction Methods
Prior to installing a new striping pattern on La Costa Avenue the existing painted lane lines must be removed. Generally, small lengths of pavement striping can be removed by sandblasting. However, the segment of La Costa Avenue under consideration is too long for cost effective striping removal by sandblasting. Installation of a slurry seal on the road would result in the existing striping to show through the slurry seal within several years. A confusing set of striping patterns would then be visible to the motori st.
La Costa Avenue was overlayed with a 2-inch lift of bituminous asphalt surfacing from El Camino Real to Rancho Santa Fe Road in two operations in 1986 and 1987. A chip seal on this segment of La Costa Avenue is tentatively scheduled for the summer of 1988, the purpose being to extend the life of the wearing surface on La Costa Avenue since the time of the overlay. The chip seal installation will result in the obliteration of the existing
painted lane lines and hence, the need to re-stripe the road. Changes to the striping pattern of La Costa Avenue should be initiated at the time when new striping is installed.

Conclusion
A review of the roadway levels of service and accident history does not indicate that a significant safety or capacity problem exists at this time with traffic operations on La Costa Avenue from the area east of the commercial area easterly to Rancho Santa Fe Road. As traffic volumes continue to increase, it is expected that more conflicts will result. The potential for rear-end accidents, side swipe accidents and drivers swerving to avoid vehicles stopped in the Number 1 lane continues to remain.

Installation of a continuous 2WLTL and the removal of all parallel parking would result in the elimination of on-street parking in the vicinity of dwelling units where no significant on-site parking is available. The 2WLTL would allow striping of a uniform width for the bike lane where variable widths now are striped. At this time, conflicts can occur between bicycles and parked vehicles in a designated lane that is not wide enough for both uses.
RECOWENDATION :
The Traffic Safety Coordinating Committee recommends that at the time of installation of the chip seal on La Costa Avenue a continuous two-way left-turn lane be striped and parallel parking removed. The limits of the 2WLTL would be from a point immediately east of the commercial area on La Costa Avenue easterly to the existing two-way left turn lane at Calle Madera.
NECESSARY CITY COUNCIL ACTION:
No City Council action is required to change the striping configuration on La Costa Avenue. However, the Traffic Safety Coordinating Committee recommends that any striping changes proposed be discussed at a City Council meeting as an informational item before being implemented on La Costa Avenue and that the parking restriction be formalized by City Council adoption of an ordinance designating the NO PARKING zone.

sulutions to a dangerous trafficlsafety situation on La Costa
Avenue.

time we felt that there was a serious safety threat to
pereons living on La Costa Ave. This threat being from
motorists traveling well beyond the posted speed limits a8
well as the lack of safe turn lanes. Since that time there
have been near miosee much like the one I will describe.
Mrs. Gagliard1,who lives in our complex was stopped 3-23-87
uaiting to turn into our drive way. A vehicle came up
quickly behind her with another vehicle following. The first
car swerved out in front of the eecond vehicle to avoid rear
ending Mre. Gagliardi. This sudden movement caused the
second vehicle to loose a tire, narrowly avoiding a serious
collision. Must someone be seriously injured or possibly
killed before action le taken. I would suggest narrowing
the bike lanes and making them "no parking." This would
allow enough room to repaint the street with a center turn
lane. The bike lanes as they are now pose a safety problem.
Motorists park their cars In the bike lane leaving very
little space for bikes to pass. This is surmounted by the
fact that golf cart. are forced into the street because of
the parked cars. We did receive a response from Hr. Johneon
and we appreciate his taking the time to answer. He briefly
stated that there wae not: enough use for a turn lane in front
of our complex end the speed limit was allowable up to 54
m.p.h. The Carlabad Police Department has been good about
checking the traffic for epeeding offenders. We would like
their continued efforts as well as your assistance in thls
matter.

We are in receipt of your letter of February 8, 1988, describing the proposed plan
for changing the laws on La Costa Avenue, east of El Camino Real.
We strongly oppose this plan as it will entirely eliminate our parking space for our
family and friends. We have only two parking spaces in our driveway. Also we have
a 35 foot motorhome and we must use curbside parking for loading and unloading the
Recreational Vehicle. Any restriction on curbside parking would adversely affect our
property vzlue! To eliminate curbside parking would create an extreme hardship for
We have lived here for ten years and have found no real problem in making a left
turn into our property if the left turn signal is used as it is supposed to be used. If
the speed limit in both7irections was enforced, much of this problem would be elimin-
ated. We have lost our mail box which is mounted on a 4x4 brick block, three times
to drivers speeding down La Costa Avenue and losing control of their vehicles. Also
the “No Trucks” on La Costa Avenue should be enforced. They create a back up of
traffic problems in both directions, especially during busy hours, which only magnifies
any problems which may already exist.
We hope you will give serious thought to alternative solutions and not take our
curbside parking from us - now or ever!

BACKGROUND:
This item was discussed at the March 7, 1988 Traffic Safety Commission meeting with no action taken on the four alternatives under consideration. The Commission referred this matter back to staff for analysis of one (1) additional striping configuration proposed by the Traffic Safety Comnission shown as Exhibit B.
DATA:
The Traffic Safety Commission asked staff to investigate one (1) additional alternative striping configuration for La Costa Avenue within the designated 1 imits under consideration. The Commission alternative would result in removal of bicycle lanes, but includes a parking lane on the northerly side of the road and a continuous 2WLTL in the center of the road, in addition to maintaining two (2) traffic lanes in each direction. This striping configuration is designated as Alternative No. 5. Other alter- natives discussed at the Commission meeting of March 7, 1988 are shown on Exhibit A, with Alternative No. 1 being a Do Nothing alternative (no change to existing striping).

As with most alternatives, there are advantages and disadvantages to each possible striping configuration. A1 ternative No. 5 allows for a continuous two-way left turn lane on La Costa Avenue and provides the parking lane on the northerly side of the road requested by the residents. However, a serious disadvantage to this proposal would be the need to eliminate bicycle lanes on both sides of the roadway. La Costa Avenue is not of sufficient width to stripe a parking lane, continuous 2WLTL and two (2) bicycle lanes in addition to four (4) traffic lanes. Advantages and disadvantages of this alternate are indicated below.

As more vehicles increase yearly on arterial roadways and local streets, other methods of alleviating congestion are necessary. One such alternative is for the public to use modes of travel other than the single occupant vehicle. Bicycles are one such mode and have the advantage of not causing increases in noise and air pollution. Ridership of bicyclists is increasing as the public looks to ways to increase physical fitness and reduce congestion and is a form of transportation that should be encouraged. Provisions must be made to accommodate safe bicycle travel.

The Circulation Element of the General Plan for the City of Carlsbad designates La Costa Avenue as a bicycle route as indicated on Exhibit C. Removing the road as a designated bicycle route would require a revision to the General Plan. Bicyclists can be frequently observed using La Costa Avenue. P1 anning and engineering staff cannot support the proposal for elimination of La Costa Avenue as a bike route and the subsequent removal of painted bi cycl e 1 anes .
The Traffic Safety Coordinating Committee recognizes that not providing a parking lane on the northerly side of La Costa Avenue would inconvenience a small number of residents. However, overall safety along La Costa Avenue would be enhanced by providing a continuous two-way left-turn lane in combination with bicycle lanes on each side of the roadway.
RECMENDATION :
The Traffic Safety Coordinating Committee recommends that the previously recommended Alternative No. 3 be implemented on La Costa Avenue from a point easterly of the commercial area located easterly of El Camino Real and continuing easterly to Calle Madero and that a NO PARKING zone be established on each side of the roadway.
NECESSARY CITY COUNCIL ACTION:
No City Council action is required to change the striping configuration on La Costa Avenue. The Traffic Safety Coordinating Committee recommends that any striping changes proposed be discussed at a City Council meeting before implementation and that the parking restriction be formalized by City Council adoption of an ordinance designating the NO PARKING zone on both sides of La Costa Avenue.

and tenants of the La Costa Ple Marbella complex, 2401-2433 La Ccsta Avc., Carlsbad.
We are very interested in obtaining a turning lane on La Costa Ave. opposite our entrance. We have 58 families living in our
condo complex, and every day many of us face serious injuries
or loss of life when attempting to make a left turn into our driveway. There have been numerous "close calls."
It is convenient to have parking on La Costa Ave. And we
do sympathize with our neighbors. It is too bad we can't
have both. But when weighed against the potential for tragedy I am sure you will agree that something must be done.
La Costa Ave. is becoming a speedway and the squealing of brakes is a warning we must respect.

Dear Councilmember:
It has come to the Coalition's attention that the Carlsbad Traffic
Commission has deferxed judgement concerning the La Costa Avenue re-striping
plan to City Council Members. The intent of this letter is to communicate
our request that bike lane striping remain fntact (or included), regardless of the final street striping plan.
NECESSARY
La Costa Avenue is a designated "feeder" bikeway as described in the
Regional Transportation Plan adopted by the San Diego Association of
Governments in 1986. La Costa Avenue fs an important connection to the Regional
Corridor bike routes of El Camino Real and Rancho Santa Fe Road. (See Exhibits 1 ti 2).
The SANDAG 1987 Bicycle Count surveyed bicycle usage --during auto commute
peaks-- at two similar feeder streets: Lomas Santa Fe Drive at Pacific Coast
Highway demonstrated a daily usage of 319 cyclist commuters; and at the
non-designated bike route at Tamarack Avenue and Carlsbad Boulevard, there exists
a daily usage of 258 cyclist commuters. (See exhibit 3 & 4).
La Costa Avenue can be expected to service a minimum estimate equivalent
to the Tamarack Avenue and Carlsbad Boulevard service level. As development
continues East of Rancho Santa Fe Road, it is certain that there will be more
cyclist commuters in the near future.
PUBLIC WELFARE AND SAFETY
The Bicycle Element of the Regional Transportation Plan states that in 1983,
ttiere was an average daily trip count of 183,000 commuting cyclists; predicted
to increase to 450,000 by the year 2005.
Removing the Bike Lanes from La Costa Boulevard will not only negatively
impact current users, but will short-change the heritage of future users;
leaving work commuters with NO competitive alternative to the automobile commute.
Removal of the Bike Lanes will not remove the commuting cyclists who will
choose the most relaxed road gradient and the most direct route. They will
continue to use La Costa Avenue, bike lanes or not.
RECOMMENDATION
The SDCBC implores the Carlsbad City Council to direct that
in the final striping plan for La Costa Avenue.

Serious concerns for the safety of drivers on La Costa Avenue
have prompted the formation of a La Costa citizen's group, the
Citizens --- for a Safe La Costa Avenue. We were formed recently in
response to a proposal by the City Traffic Engineers that will
ultimately affect the safety of all who drive this street. This
proposal concerns re-stripping La Costa Avenue to accommodate 4
through lanes of traffic from El Camino Real to Rancho Santa Fe
Road and eliminating on-street parking.

Avenue for 4 through lanes all the way to Rancho Santa Fe Road
would mitigate the increased traffic generated by their future
development. (On La Costa Avenue, east of Calle Nadero, there are
only three through lanes: and west of Calle Nadero, there are 4
through lanes.)
The current proposal slated to go up before the City Council con-
cerns the section of La Costa Avenue, Ca11e Madero west to El
Camino Real (homes on the north sideonly, a few small condo projects,
and the south side, Marbella condominiums at the far west section),
where 4 through lanes of traffic already exist along with left turn
lanes at the cross streets and a parking/buffer lane.
The residents who live in this section of La Costa Avenue were
notified in February that the City 'I'raffic Engineers would be
recommending eliminating the Parking/Buffer Lane in this section
in order to create a 2-way continuous left turn lane because they
were concerned about the "potential for a rear-end collision due
to a vehiele stopped in the through lane waiting to turn left (at
a driveway). We were invited to attend a Traffic Safety
Commission Meeting.
Needless to say, residents opposed to this proposal presented
arguments focusing on the safety hazard that would be created
should we not have the Buffer Lane to back onto initially when
exiting given the conditions of the road--that it is curved andhilly.
The-existing site distance problems (created by the curves and hills)
are made more hazardous by the excessive speed of drivers on this
street. Without the Buffer, we'd be backing into a through lane
of very fast-moving traffic, a serious hazard for all drivers tra-
versing this street. Despite our arguments, the Traffic Safety
Commission voted 3-2 to recommend this proposal to the City Council.
We just recently obtained the Traffic accident Reports for La Costa
Avenue over the last two years. Yearly visual plots (Collision
Diagrams) of the accidents, which numbered 22 in two years, were
provided by the Traffic Engineering Dept. These clearly show that
by far the fewest number of accidents occurred in the section where
the single family homes line the north side of the street (61 lots
in the mid-section). In addition, the plot diagram for each year
shows that most of the accidents occurred at:
1. Cross streets where a left turn access already exists.
These accidents occur because of ttic cxtr~mely poor site
distance afforded by a very curvy and hilly street and the
difficulty in merging from a cross street onto this street where driving speed well in excess of the 45
m.p.h. limit occurs frequently. As we consider the
soundness of removing the parking/buffer lane here, we
must remember that each one of the driveways along the
street is like a cross-street. At the cross-streets,
however, drivers have the advantage of moving in a forward
direction, while we are manuevering backward onto this same
street.
2. The farthest western section of La Costa Avenue (east of El
Camino Real) where there are no homes or condominiums and
thereis a severe curve in the road. Excessive speed occurs
here because there are no parked cars or left or right
turners to make drivers more cautious and reduce the speed.

3. At the far eastern section of La Costa Avenuc (not in the

proposal is approved and the buffer lane removed, the future argu-
ment to remove the parking/buffer lane east all the way to Rancho
Santa Fe Road will be for "uniformity". Uniformity on a street
which is anything but uniform is the least desireable and most
dangerous solution. Even with a circular drive or turn around,
prohibiting on street parking means all cars are on driveways; thus,
circular drives cannot be used as they were intended. That, of
course, means more cars backing out into swiftly moving traffic at
poor site distances. We cannot allow this to take place.
Excessive speed of drivers driving well in excess of the 45 mph speed
limit is a major concern on this street. Efforts to encourage a
reduction of the speed of cars are of primary importance. We believe
that the net effect of eliminating on-street parking(thc buffer lane)
and creating a 2-way continuous turn-lane will be an iric-rcasc in
the speed of drivers here. This is the last thing we want. '1'wo of the
condominium projects at the far west section of this street have
asked for a turn lane. At this point, as these residents never back
out onto the street and have off-street parking, needs are quite
different from the areas where single family homes line the street.
All of us who live on La Costa Avenue would like to preserve the
residential nature of this street (south of RSF Road),where over 200 families reside, This street is n residcntial slrcct. It was
not designed to handle all of the traffic from neighboring communi-
ties such as San Marcos and Escondido seeking access to 1-5. Traffic
must be re-directed away from La Costa Avenue to non-residential,
more appropriate roads designed for higher volume traffic (such
as Palomar Airport Road). This will happen in the fulurc. In the meantime, let's not turn La costa Avenue into n 'freeway'. We
must keep the Parking/Buffer Lane for safe exits which affect all
drivers who use this street.

Dear Council Members,
I support the proposal to add a left turn lane to provide a safe access from La Costa
Avenue to the condominium complex known as La Costa de Marbella. It is downright
scary to stop in the fast lane waiting to turn left while watching traffic approaching
from behind you (in the rear view mirror) and wondering if they will see you in time
to stop. The hazard is especially great near sunset as motorists are approachmg, looking
into the sun at 50-60 MPH. The situation is a fatal accident waiting to happen.
I certainly appreciate the concerns of others who want on-street parking. Their
problem, however, is one of inconvenience. Ours is one of the possibility of tragic
accidents.

Dear Gentlepersons;
We are property owners of the City of Carlsbad, California.
Our property has been owned for a number of years and is
located at 2426 La Costa Blvd, ( Lot 9, La Costa, South
Unit 1.).
. It has come to my attention that a meeting was held by the
Traffic and Safety Committe of the City, where no notice
was provided to me and other owners on La Costa Blvd, east
of El Camino Real Blvd. Without the opportunity to be
present and to be heard, in addition to no notice, violates the due process of the provisions of the Federal and State Constitution. Any action would throughly be void.
In addition the decision of the Traffic and Safety Committe
-amounts to a taking without due process of the law. In that
the basis fundemental fairness and notice to all property
owners was not complied with. There is no doubt that an
action in the Court by way of a Writ of Mandamus ( a request
for the Court to set aside the illegal and improper action)
could be maintained.
A matter not considered in this taking was the failure of the
Traffic Committe, to by there illegal action to provide for
financial compensation to the property owners by reason of
this contemplated taking by inverse condennation.
It is requested that notice be given again to all property
owners, not just the addressee, to the reevaluation of the
alleged problem.

I am writing to you to register my objection to the subject proposal.
I am a resident on La Costa Avenue, one of over two hundred current residents on this street. When fully developed the street will provide access to over 300 residential units. La Costa Avenue east of El Camino Real therefore is a residential street. It should not be viewed as a speedway to accomodate neighboring traffic from east of Rancho Santa Fe Road seeking access to 1-5, a use for which it was not designed.
The curved and hilly nature of La Costa Avenue creates a sight-distance problem that is already a hazard for residents
exiting to the street, for even as currently configured, traffic speed is greatly exceeding the posted 45 mph speed limit. Implementation of the subject proposal would only exacerbate the problem and, without a parking lane to provide a buffer zone for residents to back into when exiting their driveways,creat e intolerable hazards for residents.
La Costa Avenue must remain a residential street. Traffic’ from neighboring communities seeking access to 1-5 should be
redirected away from La Costa Avenue to non-residential roads designed for higher traffic volume and speeds.
Your opposition to the subject proposal will be greatly appreciated.

Dear Mr. Pettine:
As a property owner, we have been following the recent developments regarding the proposed plan for changing the lanes on La Costa Avenue.
We strongly oppose this plan for two reasons. First, the safety factor. Backing out into a fast moving traffic lane is too dangerous!
Secondly, it will entirely eliminate our curbside parking space for family and friends. We have only two parking spaces in our driveway. Also, we own a large motorhome and we must use curbside parking for loading and unloading our Recreational Vehicle. Any restrictions on curbside parking would adversely affect our property value. To eliminate curbside parking would create an extreme hardship for us.
We have lived on La Costa Avenue for 10 years and have found no real problems in making a left turn into our property if the left turn signal is used as intended. If the speed limit in both directions was enforced, much of this problem would be eliminated. We have lost our mail box (curbside) which is mounted on a 4x4 brick block, three times to drivers spseding down La Costa Avenue and losing control of their vehicles. Also, "No Trucks" on La Costa Avenue should equally be enforced. They create a back-up of traffic in both directions, especially during the busy hours which only magnifies any problem which may exist.
We hope you will give serious thought to alternative solutions before making any decisions in regards to this matter and hope that you will not take away our curbsibe parking from us, now or ever!

Dear Mr. Pettine;
I do not believe tnat removal of parking and bicycle lanes is the solution to the safety problem that exists on La Costa
Avenue. I do beleive that the main problem is excessive speed.
In fact, a review of the recent accident reports on this road supports this contention. My guess of the average speed past my house is between 55 and 60 mph. The road has curves and hills and in many places the visibility is about ten seconds at these speeds which is totally inadequate if one must back out of his driveway. parking lane is an absolute necessity for safety.
The recommendation of the traffic department is to put in a left turn lane and eliminate parking lanes and/or bicycle lanes. The basis of this recommendation is that it may reduce rear-end type collisions. percentage of the accidents. This approach may well increase the broadside accidents because the traffic speed will increase if the parking and bicycle lanes are removed. type of accident is clearly the most dangerous from an injury and fatality viewpoint.
The City of Carlsbad cannot stand any more lawsuits because it took action that resulted in more dangerous street conditions. My recommendation is to slow the traffic down to
35 mph by any means possible from installation of traffic control signals to speed bumps if necessary.

I'm writing this letter as a safety conscious citizen of Carlsbad.
As a resident in Carlsbad, living on La Costa Avenue, it has become apparent there is a need for reduction of speed on this residential street to 35 miles per hour.
It is becoming very dangerous in entering or leaving our driveway at 3215 La Costa Avenue.
We also need a crosswalk to allow pedestrians to cross this street.

Dear Mayor and Council Members:
I urge you to please vote no on removing the parking lane on La Costa Avenue.
I have lived on La Costa Avenue for ten years. When we moved
into our house the speed limit on La Costa Avenue was 35 M.P.H. If the speed limit were reduced, there would be a
reduction in the number of accidents on this street. By
removing the parking lane and adding a turn lane, you remove
one problem area, by adding another problem area.
This is a RESIDENTAL STREET not a FREEWAY. It's a shame my
three children aren't even allowed to walk down the sidewalk
for fear of cars jumping the curb, and you want to remove the
parking buffer zone. Please think of the safety of the
people living on this street.
