L - AB# 9 q77 CITY MTG. 6/14/88 DEPT TITLE: CITY DEPT. F1N 1988-89 OPERATING BUDGET RECOMMENDED ACTION: No action required. I ITEM EXPLANATION At the May 24, 1988 meeting, City council received and reviewed the 19884 Operating budget. On May 31 and on June 2 meetings were held in South anc North Carlsbad, respectively, in order to review the budget with Carlsbad citizens. The budget is again before the City Council so that issues and concerns which have surfaced may be discussed. Staff will be available tc respond to questions. A Public Hearing and adoption are scheduled for June 21, 1988. Conventic and Visitors Bureau be given ten minutes to make its presentation at tl June 14 City Council Meeting. As you know, Council 'rules provide thi an organization can have the maximum of ten minutes for their presen- tations, or individuals can have five minutes each. As such,, I would expect the Council will allot the requested ten minutes a,nd they are generally amenable to additional time if they feel it is necessary. A copy of all of the Convention and Visitors Bureau material has been provided to the Council Members, but you may want to be prepared to distribute that material as a part of your presentation. Craig Severson and nis staff have done a terrific job promoting Carlsbad and their jobs become even more significant with -the highly competitive market whim we now face. We all Know how important the tourist dollar is to Carlsbad and we must do all in our power to continue to attract tnis market. This grant would give this worthy music endeavor funds that are very much needed at this particular time. In new enterprises there are dreams. These dreams are reaching fulfillment through the hard work of many, as you know. I have been involved in music most of my life as a student of the piano, then as a piano instructor (both private and pub1 ic) , a public school teacher, and now as a consultant in my retirement. My interest in the Festival is mainly for the marvelous experiences the students will have studying with outstanding facu7ty.with international reputations, per- production, an ominous task in itself. As you realize, Carlsbad will benefit directly from this enterprise in favorable publicity such as you received last summer. Secondarily, local business will benefit. The most advantageous aspect of this music adventure for you will be the building of a solid arts complex which hopefully will demand international respect due to its outstand- ing faculty and resultant .superior students. This is why I am a board member,' to help realize this vision. I urge you to vote positively in awarding the arts grant.
