Hold public hearing on the City's 1998-99 operating budget. 2. Adopt Resolution Xo. $7?-204 adopting the final operating budge 1988-89. I 3. Adopt Resolution Xo. The Council is also encouraged to ask ar questions related to the operating budget that may still need clarificatio Following the public hearing, tile Council may aclopt. the operating hud~et fl i38S-59. The total proposed budget for i98S-89 is 540.6 million represent increase of $2.0 million or 3,2% over the final operating budget for i987-! $3 8.6 ntiilion . ;.!le reconmended budget reflects funding for 432 permanent positions. Posi new to the budget are 13 Firefighters i i Folice Sergeant, 1 Senior police OEiicer. 2 Police Officers, i Crime Prevention Technician, 1 Clerk T;:pist, Ac-cauxlt Clerk, 1 Receptionist Cashier, and. 1 Assistant [Ttilities and. !iain.t ilirector. One Clerk Typist and one Senior. Management Analyst position hav deleted, resulting in a set increase of 25 posi-lions. The budget includes year €unding for the \-ice Sarcotics Unit, 5 1/2 months funding for Fire St: 25 an3 1 !imcth furlding for Fire Station $15. Alsc; included is the first pay fur Hosp Grove. A contingency account has also been included to give the C;ouncil Clexibility in meting the deinallds for resources which 1nay arise d the con1ir.g year. This transzer is for expenses incurred in hazardous waste projt that were unanticipated in the 1987-88 budget. In addition to adopting the operating budget, the Council is also asked to the so-called Gam spending limit 2.s required by Asticle XI113 or' the Caiii Constitution. State law requires that the spending limit be presented wit; cperating budget. NCIW, THEREFORE, BE IT RESGLVED by the City Council of the City Carlsbad, California, as follrms: 12 II 1. The purpose'of tl law is to limit government spending by putting a cap on the total proceeds oi taxes that may be appropriated each year. This was the f- semester in which the program was presented to a total of 590 classes and 3, students. Short term objectives have been met and the D"X program is considered a success. Students have been taught to recognize and. resist thc many subtle pressures that influence them to experiment with drugs. The DA3 officer has also participated in student recesses and lunch periods in orde develop a positive relationship. The 9ARE program will expand in the Fail of 1988 to include students at Val Junior High School. Discussion has arisen as to the feasibility of present. DARE to La Costa ZvIeadows school of the San Marcos School District and La COE Keights School of the Encinitas School District. La Costa Heights contains about 97% Carlsbad students and La Costa Meadows estimates that in excess oi of their students are Carlsbad residents.
