1. Hold public hearing on the City's 1998-99 operating budget.
2. Adopt Resolution Xo. $7?-204 adopting the final operating budge
1988-89.

This time is established to allow the public an opportunity to cornulent on t
Cit17's proposed operating budget. The Council is also encouraged to ask ar
questions related to the operating budget that may still need clarificatio
Following the public hearing, tile Council may aclopt. the operating hud~et fl
i38S-59. The total proposed budget for i98S-89 is 540.6 million represent
increase of $2.0 million or 3,2% over the final operating budget for i987-!
$3 8.6 ntiilion .
;.!le reconmended budget reflects funding for 432 permanent positions. Posi
new to the budget are 13 Firefighters i i Folice Sergeant, 1 Senior police
OEiicer. 2 Police Officers, i Crime Prevention Technician, 1 Clerk T;:pist,

ilirector. One Clerk Typist and one Senior. Management Analyst position hav
deleted, resulting in a set increase of 25 posi-lions. The budget includes
year €unding for the \-ice Sarcotics Unit, 5 1/2 months funding for Fire St:

fur Hosp Grove. A contingency account has also been included to give the
C;ouncil Clexibility in meting the deinallds for resources which 1nay arise d

The second appropriation is to authorize a transfer from the unobligated Gt
Fund balance to the Vehicle Maintenance Fund ?or S;25,4GO and concurrently
appropriate the $23,43G in the Vehicle Xaintenance Fund, account number 621
5210-249G. This transzer is for expenses incurred in hazardous waste projt
that were unanticipated in the 1987-88 budget.
In addition to adopting the operating budget, the Council is also asked to
the so-called Gam spending limit 2.s required by Asticle XI113 or' the Caiii
Constitution. State law requires that the spending limit be presented wit;
cperating budget. The spending limit €or fiscal year 1988-39 is $36,255,3'

CALIFORNIA, ESTABLISHING THE 1988-89 APPROPRIATIOM LIMIT
AS REQUIRED BY ARTICLE XIIIB OF THE CALIFORNIA STATE
CONSTITUTION AND STATE LAW.
bXEREAS, Article XIIIB of the California State Constitution requi

In 1979, Proposition 4, the "Gam" initiative, was passed. The purpose'of tl
law is to limit government spending by putting a cap on the total proceeds oi
taxes that may be appropriated each year. This limit is increased each year
through a formula that takes into consideration changes in the Consumer price
Index and state per-capita income. when a city reaches this limit, excess ta
revenue must be returned to the State or citizens through a process of refund
rebates, or other means that may be defined at that time. The Gann limit for
City of Carlsbad has increased steadily since 1979 and still provides the Cit
with a comfortable operating margin. The spending limit for the City of car]
for 1988-89 is $36.3 million, with appropriations of "proceeds of taxes" of c I 26.4 million. This allows the City a margin of $9,9 million, ~- -

BACKGROUND:
The Historic Preservation Commission was established. on Bctober 15, 1955 by
City Council in order to provide for the protection, preservation, recowition
enhzncement of the City's existing and continuing heritage. Specific activit
engaged in by the Cornmission include site documentation, grant applications, s
surveys and plaque locations of historical monuments.
City. staff has made budget re.quests both for the 1987-89 budget md again for
1988-89 budget. The total request is $10,500, which wou-ld come from the Gene
Fund. The amount requested includes $8,500 for operational expenses such as le
advertising, public educaticn a1ld travel. An additional $2,006 is needed

The Cultural Arts Program administers two budgets, The'operating budget. and t
for the Arts (Art in Public Places) budget. The operating budget is funded by
general fund, contributions and grants. The % for Arts budget is funded by an an
appropriation by the City Council. In 1985-86 Council set aside an am
equivalent to 1% of the total CIP. (Funds set aside were appropriated from the G
Chapter 2.18 of the Municipal Code gives the Council full control over
appropriation of funds for the Arts. The charts below describe the two Arts bud

Two Arts organizations, the Batiquitos 'Festival of the Arts and the C;

1 BACKGROUND:
This Spring .the Drug Abuse Resistance Education (DARE) program was presente
the six elementary schools in the Carlsbad School District. This was the f-
semester in which the program was presented to a total of 590 classes and 3,
students. Short term objectives have been met and the D"X program is
considered a success. Students have been taught to recognize and. resist thc
many subtle pressures that influence them to experiment with drugs. The DA3
officer has also participated in student recesses and lunch periods in orde
develop a positive relationship.
The 9ARE program will expand in the Fail of 1988 to include students at Val
Junior High School. Discussion has arisen as to the feasibility of present.
DARE to La Costa ZvIeadows school of the San Marcos School District and La COE
Keights School of the Encinitas School District. La Costa Heights contains
about 97% Carlsbad students and La Costa Meadows estimates that in excess oi
of their students are Carlsbad residents. The Police Department has indica:
that the reception was indifferent by both school districts regarding the
introduction of DmE into the La Costa Schools.

develop and maintain a criminal intelligence file.
Street level crime in Carlsbad is not presently addressed on a formal basi,
Purely random enforcement activities have yielded 270 arrests for drug violatio

At the end of each fiscal year there are funds which were appropriated but
spent. The balance at the end of fiscal year 1987-88 is estimated to be $3.
million. There are three options available for the use of these funds.

held the second public budget meeting in the City Council Chambers at 6:OO I
Public turnout for this meeting was also very low, although four ~nernbers of

Sel:eral suggestions were made during this second meeting which may be of inte~
to t.he City Council. These have been summarized below:

special events, keeping the public informed about happenings at City Hall
