TITLE:
AMENDING THE PART-TIME SALARY SCHEDULE
RECOMMENDED ACTION:
City Council adopt Resolution No. ffinbl: , amending the salary schedule for part- ti me empl oyees .
ITEM EXPLANATION
Beginning on July 1, 1988, the minimum wage in the State of California will be increased to $4.25 per hour.
Currently, the City has two part-time job classifications where the salary range is lower than the newly established minimum wage. It is recommended that the salary range for File Clerk and Library Page be increased to comply with the new minimum wage standard.
FISCAL IMPACT
The additional costs for fiscal year 1988-89 will be $217. The funds for part-time staff are included in each departments' budget.

RESOLUTION NO. 88-206
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING AN ADJUSTMENT TO
EMPLOYEES . THE PART-TIME HOURLY SALARY PLAN FOR THE PART-TIME
WHEREAS, changes are necessary in the part-time salary plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the part-time hourly salary schedule set forth in Exhibit A,
attached hereto and made a part thereof, is adopted.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the 28th day of June , 1988, by the following
vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson

BZRING FREEZE
The City will again be implementing a hiring freeze as the means for balancing
the 1988-89 budget. As the fiscal year begins, there are eight positions
earmarked for the freeze list .
The freeze list will work the same as during 1987-88. Most important,
accumulated funds in the salary account which may be attributed to salary
savings, may not be transferred out unless otherwise affirmed by the Finance
Director. The freeze list itself and newly occurring vacancies will be reviewed
monthly by the City Manager, Assistant City Manager, and Community Development
Director to determine hiring priorities.
Effective July 1, 1988, the eight frozen positions are as follows:
1. Construction Inspector
2. Fire Prevention Officer 111
3. Recreation Specialist
4.
5. Building Maintenance Superintendent
6. Senior Management Analyst (RAG)
7. Growth Management Manager
8. Development Processing Services Manager
