The City Council's Legislative Committee recommends adoption of Resolution No.
ff:;.07 and forwarding the Resolution to our representatives in Congress.
ITEM EXPLANATION:
House of Representatives Bill 3988 is now pending before the House Interim and
Insular Affairs Sub-Committee on Water and Power Resources. This bill will
authorize the concrete lining of earthen sections of the All-American Canal and
its Coachella Branch. It is estimated that 100,000 acre-feet of water a year
would be affected by this project.
The project is to be funded by Metropolitan Water District and other interested
water agencies, in return for the water conserved. The 100,000 acre-feet of
water will serve the residential needs of approximately 1-million people.
The San Diego Water Authority supports this bill HR 3988 in principle and believes
it should be enacted into law. The San Diego Water Authority further recommends
that prior to implementation, the Secretary of the Interior should consider all cost-
effective water saving options in Imperial Valley and any international impacts.
The attached Resolution is forwarded to the full City Council by your Legislative
Commjttee, Your Legislative Committee has found this matter to be consistent
with the Water Management category of our legislative platform.
FISCAL IMPACT:
No direct impact to the City of Carlsbad.

RESOLUTION NO. 88-207
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, SUPPORTING, IN PRINCIPLE,
PROPOSED LEGISLATION FOR CONGRESSIONAL
AUTHORIZATION TO LINE PORTIONS OF THE ALL-AMERICAN
CANAL & THE COACHELLA BRANCH
WHEREAS, the Metropolitan Water District of Southern California has
proposed that legislation be presented to the Un.ited States Congress which
would authorize the Secretary of the Interior to negotiate contracts with parties
to the Seven Party Agreement of August 18, 1931, for construction that would
line the present unlined portions of the AII-Amel"lcan Canal and the Coachella
Branch; and
WHEREAS, lining unlines portions of these canals would yield additional
water for Southern California; and
WHEREAS, there are other structural and non-structural measures which
could be undertaken in Imperial Valley which would also make additional water
available to Southern California which would be significantly less costly; and
WHEREAS, such lining should occur when feasible and after considering
other more cost-effective water saving options in the Imperial Valley; and
WHEREAS, prior to implementation, the potential international impacts
should be thoroughly understood and adequately resolved; and
WHEREAS, the proposed legislation is permissive in nature and could,
therefore, be implemented when considered appropriate by the Secretary and
the affected parties;
NOW, THEREFORE, the City Council of the City of Carlsbad hereby
resolves to support, in principle, legislation which permits the Secretary of
the Interior to negotiate contracts with parties to the Seven Party Agreement
of August 18, 1931 for construction that would line the present unlined por-
tions of the All-American Canal and the Coachella Branch.

BE IT FURTHER RESOLVED that prior to implementation of such
legislative authority the Secretary of the Interior shall consider other more
cost effective water savings options in Imperial Valley and also, the potential
international impacts, including existing beneficial uses in Mexico, before
implementation of any such contracts.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad
City Council held on the __ 28_t_h ___ day of __ Ju_n_e ___ ,, 1988 by the
following vote, to wit:
