HomeMy WebLinkAbout1988-07-12; City Council; 9517; Rancho Sante Fe RD & Melrose DR traffic signalTHE CONSTRUCTION OF ROAD IMPROVEMENT AND TRAFFIC SIGNAL AT RANCHO SANTA F 1EPT.L ROAD AND MELROSE DRIVE RECOMMENDED ACTION: Adopt Resolution No. 8$-Jsf approving plans, specifications, and contract documents, authorizing the City Clerk to advertise for bids for the construction of road improvements and installation of a traffic signal system at Rancho Santa Fe Road and Melrose Drive, and appropriating project funds. ITEM EXPLANATION: On March 22, 1988, the City Council adopted Resolution No. 88-85 approving an agreement between the City of Carlsbad and the County of San Diego for joint participation in the construction of road improvements and the installation of a traffic signal system at Rancho Santa Fe Road and Melrose Drive. The plans, specifications, and contract documents for this project have been completed and are now ready for advertisement of construction bids. The installation of the traffic signal will allow vehicles on Melrose Drive to make protected and unobstructed turns onto Rancho Santa Fe Road. The signal will also provide left turn phasing for vehicles northbound on Rancho Santa Fe Road to westbound Melrose Drive. The road improvements will include the construction of a widened travel lane, varying in width from 1-10 feet on the east side of Rancho Santa Fe Road from Melrose Drive This to approximately 660 feet north of the intersection. additional pavement will accommodate a transitioning lane drop as the road narrows from two (2) lanes to one (1) lane. Staff recommends approval of the project plans and specifications and authorization to advertise for bids for the construction of the pro j ect . FISCAL IMPACT: In accordance with the previously approved agreement between the City and the County of San Diego, the County will contribute up to $47,000 to the project. County contribution is to be made to the City within 25 days of the award of the construction contract. Staff recommends the City Council formally appropriate to the project account the $47,000 of County contribution. The City Council has previously budgeted and appropriated $125,000 of Public Facilities Fee funds in the 1987-88 Capital Improvement Program budget for this project. With the County contribution, a total of $172,000 is available for this project which is believed to be in excess of the total funds needed to construct the traffic signal system and the accompanying road improvements. That the above recitations are true and correct. 2. That the City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to publish, in accordance with law, Notice to Contractors inviting bids for the construction of road improvements and installation of a traffic signal at Melrose Drive and Rancho Santa Fe Road, Project No. 3280, and in accordance with the plans, specifications, and contract documents hereinabove referred. 4. That the City Council of the City of Carlsbad hereby formally appropriates the $47,000 of County of San Diego contribution to the project account No. 320-820-1840-3280.
