ITEM EXPLANATION:
On August 5, 1988, the City Council adopted Resolution No. approving an agreement between the City of Carlsbad, the Ca Housing and Redevelopment Commission, and the Carlsbad U School District for the joint development of the Carlsbad Center and Carlsbad Unified School District Administrative Of
All project plans, specifications and contract documents as w

This project includes the construction of a combination one ( two (2) story joint use facility consisting of a 15,400 squar
Senior Center and 12,900 square foot Administrative Office C
for the Carlsbad Unified School District. The result of s years of negotiations between School District and representatives, this facility has been designed to take adv of the opportunity for mutual agency benefit. The project w constructed on currently owned School District proper approximately 3.31 acres addressed at 801 Pine Avenue as de in attached Exhibit 1. The project will include construct
two (2) parking lots with a total of 185 parking spaces to
both the Senior Center and School District Offices as depic
attached Exhibit 2.
The Senior Center portion of the building has been programm
designed to accommodate the present and future needs of the Senior Citizen program. Features of the Senior Center inc
150-seat capacity dining room to serve the daily needs c
nutrition program, warm-up kitchen facility, library/lounge and crafts room, billiards room, dance room, gift shor administrative offices for City staff. The Senior Center p
of the facility surrounds an exterior courtyard area designed wide variety of uses.
The two (2) story portion of the building will house the
District administrative offices and will serve the Dist
administrative functions including staff, personnel, bu
services and instructional services.

The remaining feature of the facility is a 252-seat caE
auditorium. This room has been designed with flexibility
partitioned into three (3) separate spaces to be utilized by
the Senior Center and School District. Additionally, auditorium may be utilized, as schedule permits, for meet seminars, workshops, instructional classes and other events.
The configuration of the building and its layout on the sit been specifically designed to accommodate the needs of a join facility. Both the Senior Center and School District Offices have separate designated parking areas and entrances. auditorium, dining hall, kitchen and courtyard areas ca separated for use by other groups during evenings, weekend; other times when the remainder of the building is not utili The project design team, consisting of the Senior Cit Commission and School District representatives, worked at 1 with the architect to provide maximum flexibility to the fac while fulfilling the specific needs of an ongoing Seniors pr and School District administrative office requirements.
Construction is anticipated to require approximately twelve months and will be staged in such a manner as not to inte with the ongoing operations of the adjacent Pine Avenue Eleme School.
The project design team and the architects, Wolff, Christopher Architects Incorporated, will be present at the Cc
meeting to make a formal presentation of the project and ad issues raised during the Planning Commission's review
subsequent approval of the required Conditional Use Permit.

Dear Mayor Lewis and City Council Members:
As you are aware, the Architect, staff and the Design Committee,
(Senior Commissioners, C.S.C.A. and School District
‘Representatives) have been working on the design of the Carlsba
Senior Center/C.U.S.D. facility for many months. The Committee
has been intimately involved with every aspect of its design.
Recently a number of concerns have been expressed regarding the
outside color of the building. We assure you that the color for
this facility was not arbitrarily selected. Several of the
considerations for choosing this color were:
-the outside color is compatible with the color palate
chosen for the interior of the building.
-this particular color is indigenous with Southwest,
S ou~ t hern C a1 i f orn i a Archi t ec t ur e.
-this color is warm, inviting, and lively - all of the
impressions we want the community to feel about the facility.
After much consideration, the proposed color continues to be our
recommendation for the exterior of the building. We believe,
once constructed, the City of Carlsbad Senior Center and the
Carlsbad Unified School District will be a project that each of
us can look to with great pride.
