H REQUEST TO UPGRADE POSITIONS CITY MG RECOMMENDED ACTION: Adopt Resolution No. ff- a5' authorizing the upgrade of two Construction Inspector positions in the Engineering Department. ITEM EXPLANATION: Based upon the current budget, the City has reestablished a personnel hiring freeze as a mechanism to maintain a balanced budget. The City Manager has indicated to each department that a review of personnel needs should be undertaken in order to establish what positions should remain on the frozen list. Community Development staff has analyzed personnel needs and has determined that adjustments are required to maximize the overall effectiveness of various departments. Exhibit A summarizes the analysis of Community Development personnel needs and the adjustments required to fill those needs. The analysis included a review of staffing requirements of the Building, Engineering, Growth Management, Housing and Redevelopment, and P1 anning Departments. As a result of the analysis, staff is recommending that one Construction Inspector position be upgraded to an Associate Civil Engineer position and another Construction Inspector position be upgraded to a Management Analyst position. A significant adjustment which does not require Council action will occur in the P1 anning Department. Previously authorized personnel in this department includes a Transportation Planner. Staff recommends that this position be downgraded to a Senior Planner position. Transportation Planner duties will be assigned to Transportation Planning Consultant, Marty Bouman. A portion of the Transportation Planner duties will be assumed by the Traffic Engineer. No significant adjustments are required in the Building, Growth Management or Housing and Redevelopment Departments. FISCAL IMPACT: Upgrades in the Engineering Department will be substantially offset by converting the Transportation P1 anner position to a Senior P1 anner. The overall impact of the upgrade of these two positions will result in an annual increased personnel cost of approximately $2,500. EXHIBITS : 1. 2.
