REQUEST TO UPGRADE POSITIONS

RECOMMENDED ACTION:
Adopt Resolution No. ff- a5' authorizing the upgrade of two Construction Inspector positions in the Engineering Department.
ITEM EXPLANATION:
Based upon the current budget, the City has reestablished a personnel hiring freeze as a mechanism to maintain a balanced budget. The City Manager has indicated to each department that a review of personnel needs should be undertaken in order to establish what positions should remain on the frozen list.
Community Development staff has analyzed personnel needs and has determined that adjustments are required to maximize the overall effectiveness of various departments. Exhibit A summarizes the analysis of Community Development personnel needs and the adjustments required to fill those needs. The analysis included a review of staffing requirements of the Building, Engineering, Growth Management, Housing and Redevelopment, and P1 anning Departments. As a result of the analysis, staff is recommending that one Construction Inspector position be upgraded to an Associate Civil Engineer position and another Construction Inspector position be upgraded to a Management Analyst position.
A significant adjustment which does not require Council action will occur in the P1 anning Department. Previously authorized personnel in this department includes a Transportation Planner. Staff recommends that this position be downgraded to a Senior Planner position. Transportation Planner duties will be assigned to Transportation Planning Consultant, Marty Bouman. A portion of the Transportation Planner duties will be assumed by the Traffic Engineer.
No significant adjustments are required in the Building, Growth Management or Housing and Redevelopment Departments.
FISCAL IMPACT:
Upgrades in the Engineering Department will be substantially offset by converting the Transportation P1 anner position to a Senior P1 anner. The overall impact of the upgrade of these two positions will result in an annual increased personnel cost of approximately $2,500.

A thorough review of staffing needs for the Building, Community Development, Engineering, Growth Management and Planning Departments has just been completed. The study considered the workload and current staffing in each area.
It also looked at the vacant and frozen positions, taking into account necessary functions which are 1) not being done, or 2) being partially covered by persons whose primary function is to perform another task. The recommended additions or changes are as follows:

agreements. The position
will also be responsible for a number of other
tracking systems, plan check consultant payments
and other administrative
activities thus allowing the inspectors to focus their attention on construction inspection.

vacant for 1% years. A
number of duties as assigned to this position are being done so inadequately that numerous problems are occurring.
These include final
inspections for occupancy,
landscape inspections, sign permits and yearly compliance inspections (CUP'S, etc).

Additionally, requests for
assistance at the counter have increased with the approval of the nine adopted zone plans.
Transportation Planner - Recommend trading position

fill immediately.
Position has been
authorized and unfilled
for approximately two
years. List was established and applicants interviewed/unable to find
acceptable candidate.
Marty Bouman has been
serving in this capacity
under a contract and would
continue to pick up a
part of the workload,
while a part would be
assumed by the Traffic Engineer.
The original budget anticipated that all positions would be
unfrozen, thus we were unable to properly address these
personnel matters adequately in the budget process. This has
caused the departments to carefully assess their current
staffing and its inadequacies.

RESOLUTION NO. 88-251
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE UPGRADING OF TWO CONSTRUCTION INSPECTOR POSITIONS IN THE ENGINEERING DEPARTMENT.
WHEREAS, City staff has analyzed Community Development personnel needs and
has determined that adjustments including the upgrading of two Construction
Inspector positions are needed; and
WHEREAS, the City Manager and City Council concur that it is in the best
interest of the City that such adjustments be made;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the upgrading of one Construction
Inspector position to an Associate Civil Engineer position and the upgrading of
one Construction Inspector to a Management Analyst position.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 19th day of July , 1988 by the
following vote, to wit:
