MODIFICATIONS I CITY MGR * RECOMMENDED ACTION: Title the ordinance by the first reading and set a public heal for N5-aY adopting the 1987 Edition of the National Electri Code by reference. ITEM EXPLANATION State law requires the City to adopt the building standards ado1 by the State Department of Housing and Community Developmen which are substantially the same ‘as the requirements containec the most recent edition of the National Electric Code of National Fire Protection Association (Health and Safety Code Secl 17922 (a) (5)). The City may modify those standards to meet 1( conditions as are reasonably necessary because of local climacl geographical, or topographical conditions. (Health and Safety ( Section 17958 . 5 (a) ) . As done previously, this ordinance will al: the standard published code in certain respects as a result of 1( conditions. NS-27 AN CXDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 18, CHAPTER 18.12 AND TO ADOPT REFERENCE THE NATIONAL ELECTRICAL CODE (1987 EDITION). 5 The City Council of the City of Carlsbad does ordain as 6 follows: 7 SECTION 1: That Title 18, Chapter 18.12 of the Carlsbad 8 9 Municipal Code is amended by the amendment of Section 18.12.01 to read as follows: 10 11 12 13 14 18.12.010 AdoDted. The National Electrical Code (1987 Edition), copyrighted by the National Fire Protection Associat is hereby adopted by reference as the electrical code of the ( except for the changes, additions, and amendments set forth ir this chapter which shall supersede the provisions of said cod€ SECTION 2: That Title 18, Chapter 18.12 of the Carlsbad Municipal Code is amended by the amendments of Sections 18.12, 15 16 through 18.12.270, except Sections 18.12.241, 18.12.246, 18.12.251 and 18.12.270, to read as follows: 17 11 I1 MODIFICATIONS 18 19 20 21 22 23 24 25 26 27 28 18.12.245 Article 250-81(c) amended Grounding Electrode 18.12.250 Article 331-3(1) amended Electrical Nonmetallic System Tubing 18.12.245 Article 250-81(c) Concrete Encased Electrode amended. The Rebar #4 (1/2") or larger to which the grounding electrode conductor is connected must be a minimum of 20 feet long, unbroken. 2. The total developed length of rebar placed three inc up from the bottom of the foundation must be no less than 20 feet. Where splices are necessary to obtain the required 20 of rebar, they must be made so that the two bars overlap by n less than 15 inches and are secured by at least two steel tie wires. The splice shall occur at the opposite end from the extended location. 3. The rebar may only extend out of the slab in a dry location. 4. The rebar must extend out of the slab at least six inches and not more than 18 inches and the point of connectio the grounding electrode connector must be accessible. Aluminum or copper-clad aluminum electrode conductor sha not be used in concrete, outside or in any other corrosive environment. It 18.12.250 Article 331-3(1) amended - Electrical Nonmetal Tubinq. The use of electrical nonmetallic tubing and fitting shall be permitted concealed within walls and floors, where t walls and floors provide a thermal barrier of material which at least a 15-minute finish rating as identified in listings fire-rated assemblies and there is a continuous ground cable the main panel throughout the system. SECTION 3: That Title 18, Chapter 18.12 of the Carlsbad Municipal Code is amended by adding Sections 18.12.241, 18.12.246, 18.12.251 and 18.12.270 to read as follows: I11 ADDITIONS 18.12.241 Articl 230-79 Rating of Disconnect 18.12.246 Article 310-5 Minimum Size of Exception No. 11 added Conductors 18.12.251 Article 333-6 amended Uses Not Permitted 18.12.270 Article 384-13 General 18.12.241 Article 230-79 Ratinq of Disconnect. Copies of the National Electrical Code (1987 Edition) and copies of the Ordinance art on file in the City Clerk's Office, 1200 Elm Avenue, Carlsbad, California, and are open to public inspection. If you challenge the adoption of the 1987 National Electrical Code in court, you may be limited to raising only those issues you or someone else raised at the public hear described in this notice, or in written correspondence delivered to the City of Carls City Clerk's Office at or prior to the public hearing.
