RECOMMENDED ACTION:
Council adopt Resolution No. Kf-Ad,) approving a revised agreement betwec
the City of Carlsbad and the Governing Board of Palomar College to providc paramedic instruction.
ITEM EXPLANATION:
On November 3, 1987 the Council adopted Resolution No. 9275 approving an agreement between the City and Palomar College to provide paramedic instrL as a part of a new paramedic training program at the College.
Since that approval, the agreement has been revised by the College. The revision includes an indemnification and hold harmless clause providing be
liability protection to agencies who are signatories to the agreement. Tt-
new version of the agreement is being utilized by most other agencies in North County who are signatoriesto the agreement.
FISCAL IMPACT:
No direct cost to the City.

BOARD OF PALOMAR COLLEGE TO PROVIDE PARAMEDIC INSTRUCTION
APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLSBAD AND THE GOVEl

1. That that certain agreement between the City of Carlsbad ar
Governing Board of Palomar College for paramedic instruction, attacf
hereto as Exhibit A, is hereby approved,
2. That the Mayor of the City of Carlsbad is hereby authorize(
directed to execute said agreement for and on behalf of the City of
Carlsbad.

EMT-P SERVICE PROVIDER, do hereby agree as follows:
BASIS AND PURPOSE OF THE AGREEMENT
WITNESSETH:
WHEREAS, the COLLEGE is hereby authorized to enter into this agreemer permitted by California Education Code Section 78240.
WHEREAS, the COLLEGE and EMT-P SERVICE PROVIDER acknowledge a pub1 ic obligation to contribute to the education of paramedics for the benefit (I students and for community needs,
WHEREAS, the COLLEGE has established a program for training paramedic that requires the educational facilities of the EMT-P SERVICE PROVIDER in field practice,
WHEREAS, the EMT-P SERVICE PROVIDER has field facilities suitable for educational needs of the College paramedic program,
WHEREAS, it is to the mutual benefit of both the COLLEGE and EMT-P SE
PROVIDER that students have opportunities for field service education as
students and future practitioners.

B. Clinical Instructions
1. The COLLEGE will provide the necessary faculty to plan and coordinate the field experience for paramedic students. Saic faculty will assume responsibility for monitoring EMT-P studc while assigned to the EMT-P SERVICE PROVIDER.
The COLLEGE will develop a plan for using the EMT-P SERVICE PROVIDER’S facilities to meet the educational goals of the curriculum. This plan will include a list of the number of students to be assigned, the dates and number of hours involy an shall be made available to the EMT-P SERVICE PROVIDER at i mutually-agreed-upon time prior to the beginning of the schoc term and subject to revision by the EMT-P SERVICE PROVIDER ii instances where conflicts with the EMT-P SERVICE PROVIDER set to exist.

11. RESPONSIBILITIES AND PRIVILEGES OF THE EMT-P SERVICE PROVIDER.
A. General Responsibilities.
1. The EMT-P SERVICE PROVIDER will maintain the standards which make it eligible for approval as a field area for instructioi an accredited paramedic program provided, however, the EMT-P SERVICE PROVIDER shall not be obligated to establish, mainta or continue any facilities or services that the EMT-P SERVICI
