RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. authorizing the transfer
of a surplus fire pumper to the San Diego Community College District.
ITEM EXPLANATION
In March, 1988, the City purchased a Quick -Attack Brush Fire Pumper. As a result
of this purchase, a 1967 Ford Segrave pumper was taken out of service. This pumper
has exceeded the normal service life for a fire engine and if the City were to keep
it in service, it would require rebuilding or replacing virtually every system on
the vehicle. Extensive body work would also be necessary. It is not cost effective
to repair this unit and put it back in service.
The Fire Science Department of San Diego Miramar College has indicated a need for
this type of equipment in their fire training courses. Fire departments throughout
the County, including the Carlsbad Fire Department, have participated in the
College's training programs for a number of years. Since the City no longer has
a need for the pumper and the College can use it in their fire training courses,
the Fire Chief and Purchasing Officer recommend the unit be declared surplus and
transferred to the San Ziego Community College District. The benefits the City has
received in the past and will continue to receive from the training courses offset
the loss of revenue from the sale of the pumper.
FISCAL IMPACT
The pumper was purchased in January 1967 for a cost of $22,865. The current value
of the unit is estimated to be $2,500. If sold as surplus equipment, the General
Fund would realize revenue of $2,500. The Council's decision to donate this
equipment to Miramar College rather than selling it to another entity will net
seriously effect the General Fund revenue for 1988-89.

Dear Mr. Patchett:
It has been brought to our attention that your city has a surplus
fire pumper. The Fire Science Department of Miramar College would
be able to use that pumper for our fire training courses. We offer
pre -employment courses, in-service courses, and an oil fire training
course in cooperation with the San Diego County Training Officers.
We ask that you consider allowing us to secure this surplus pumper
for use in our training program. We would get a great deal of use
from this piece of equipment and it would add greatly to the
efficiency of our program.
On behalf of the students and the staff of Miramar College and the
San Diego County Fire Training Officers, we thank you for your
consideration.

RESOLUTION NO. 88-262
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, DECLARING A FIRE PUMPER
SURPLUS, AND AUTHORIZING THE TRANSFER OF SAME TO
THE SAN DIEGO COMMUNITY COLLEGE DISTRICT.
WHEREAS, the City Council of the City of Carlsbad has determined a 1963
Ford Segrave is surplus; and
WHEREAS, it would be beneficial to the City of Carlsbad to transfer this
unit to the San Diego Community College District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the item listed in Exhibit "A" be declared surplus.
3. That the City Manager is hereby authorized and directed to transfer
said unit to the San Diego Community College District.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of
the City of Carlsbad on the end day of August 1988, by the following
vote, to wit:
AYES: Council Members Lewis, Kulchin, rettine, Mamaux and Larson
