The Planning Commission and staff are recommending that the C
Council Adopt Resolution No. ,‘J-AflI denying without prejudice Local Facilities Management Plan for Zone 8.
ITEM EXPLANATION
On August 18, 1987 the City Council authorized Kaufman and Br
of San Diego to prepare the Local Facilities Management Plan
Zone 8. Zone 8 is located in the northwest quadrant of the C
generally north of Palomar Airport Road and west of El Camino R
as shown on the attached Exhibit No. 1.
Following the authorization to prepare the plan by the C
Council, Kaufman and Broad and their consulting team began worP
the Zone Plan. On November 16, 1987 this plan was accepted by
City for technical review and the appropriate $10,000 process
deposit was submitted with the City.
The California Government Code Section 65950 requires t development projects shall be approved or disapproved within
months from the time an application has been accepted as bc

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, DENYING WITHOUT
PREJUDICE THE LOCAL FACILITIES MANAGEMENT PLAN
FOR ZONE 8, KELLY RANCH, ON PROPERTY GENERALLY LOCATED NORTH OF PALOMAR AIRPORT ROAD, SOUTH
OF PARK DRIVE, EAST OF 1-5 AND WEST OF EL CAMINO REAL.
WHEREAS, a complete applciaton was accepted for the
preparation of the Local Facilities Management Plan for
Zone 8 on November 16, 1987; and
WHEREAS, said verified application constituted a
request as provided by Title 21 of the Carlsbad Municipal
Code; and
WHEREAS, the applicant in April of 1988 requested
and received a 90 day extension for this application; and
WHEREAS, the Planning Commission did on July 6, 1988
hold a duly noticed public hearing and recommended that
this application be denied without prejudice; and
WHEREAS, at a regularly scheduled Council meeting
the City Council did on the 2nd day of August 1988,

WHEREAS, upon hearing and considering all testimony
and arguments, if any, of all persons desiring to be
heard, said City Council considered all factors relating
to the Local Facilities Management Plan for Zone 8.
NOW, THEREFORE, BE IT RESOLVED by the City Council
