ITEM EXPLANATION: The California Coastal Conservancy holds title to a five (5) foot beach access easement along the southern edge of private property at 2701 Ocean Street. The accessway is presently in disrepair and blocked on the beach side by boulders. In late 1986, the City secured a grant from the California Coastal Conservancy for the reconstruction of this beach accessway to provide a safe and efficient public access. The completed plans and specifications call for the construction of a five (5) foot wide concrete staircase and landing from Ocean Street down to the beach. Handrails will be constructed on both sides of the staircase for safety. Small retaining walls will be constructed for protection of the private property adjacent to the access easement. The City has previously secured the necessary Coastal Development Permit from the California Coastal Commission for this project. Construction is anticipated to begin in late September and require approximately sixty (60) days to complete. Staff recommends approval of the plans and specifications and requests authorization to advertise for bids for the construction. GENERAL PLAN CONSISTENCY: On August 3, 1988, the Planning Commission by minute motion found the reconstruction of the Ocean Street Beach Access Stairway to be consistent with the City's General Plan. ENVIRONMENTAL REVIEW: The Planning Department has issued a Notice of Exemption for this project upon the determination the project will have no adverse environmental impacts and consists of the reconstruction of an existing beach access stairway. A copy of the Notice of Exemption is attached. Page No. Two of Agenda Bill No. -9673 FISCAL IMPACT: A summary of the estimated project costs is as follows: Design $ 4,825 Construction 40 , 000 Construction contingency (10%) 4,000 Surveying 1,016 Project administration and inspection 5,000 Total Estimated Project Cost: $54 , 841 Available Project Funds: $82 , 050 $30,000 City GCC $26,045 Approved Conservancy Funding $26,005 Additional Conservancy Funding The City Council has previously approved an appropriation of $30,000 of General Capital Construction funds as interim cash flow for project design and permit processing expenses. Additionally, the existing City-Conservancy agreement provides a total of $26,045 of reimbursable grant funds for the project. Attached is an Amendment to the existing City-Conservancy agreement providing for a Conservancy augmentation of additional grant funds in the amount of $26,005 to insure sufficient funding for the construction of this project. It is recommended the City Council accept the attached agreement Amendment which will provide additional project funds from the California State Coastal Conservancy. It is also recommended the City Council formally appropriate the Conservancy funding to the Project Account No. 3263. EXHIBITS : 1. Location map. 2.
