I have attended numerous Planning Conmission 2nd City Council meetings, and was able to travel to Los ficgeles and speak in support of the Pacific Rim Project in front of the Coastal Conmission. Aside from the above, I participated in (and completed) the Carlsbad 5000 and Carlsbad Triathlon this year. ADDITIONAL INFORMATION OR COMMENTS (Please see attached letter). 0 0 July 29, 1988 Honorable Claude A. @IBudl' Lewis Mayor, City of Carlsbad 1200 Elm Avenue Carlsbad, CA 92008 RE: Parks & Recreation Commission Dear Mayor Lewis: I am writing to you to introduce myself and to present you my Application for Appointment to the Parks & Recreation Cornissic My wife, daughter and I moved from Los Angeles to south Carlsba in 1987 as a result of a career move for me. Previous to livir in Los Angeles, we were seven-year residents of San Diego Count We are both graduates of San Diego State University. We are an active, outdoor family, participating in Carlsbad Par & Recreation activities and programs such as the Carlsbad 5000 and the Carlsbad Triathlon, and we frequent the local parks wil our new 14-month-old daughter (the Tot/Parent Aquatic Program : scheduled this summer). I feel that we are typical of many yo1 families in Carlsbad, and I am confident that I would represeni large constituency of Park and Recreation users, as well as thc overall public good. As my application indicates, I have very little official public or community service. However, from my profession, real estatc development, I am familiar with current local issues and politics, as well as the City's geography. I am knowledgeable with regards to Carlsbad's Growth Management Plan: I understanc the function of a Zone Plan and the concept of performance standards for the eleven public facilities. I have a project right now in Zone 22 of which the Park standards are a part. In Zone 6, I have watched closely the La Costa Ranch Company's proposed 35-acre parkland dedication as a means to satisfy the City's adopted standard. recommendations on landscape themes for @Icommunity theme corridors1@. I know where Lake Calavera and Macario Canyon are located, and I am familiar with Proposition D, the additional hotel tax, which will be back on the ballot in November. I remember Corbin/Yamafuji's '. * 0 e, In summary, my relationship to date with my community has primarily been work-related. I now desire to extend that relationship to public service. Maybe its my age, or more like1 my relatively new family responsibilities and a sense of home ar neighborhood, but I do not want to be an "outsider" any longer, I am genuinely interested in an active role in this very exciting, growing community that I call home. I would greatly appreciate your consideration in this appointment. I have listc some references below for your use. Kindest personal regards, James R. McCann REFERENCES Tony D. Dave Millikan Recreation Supervisor * Stagecoach Cornunity Center Carlsbad, CA 92009 Dear Mr. Millikan, I Our family lives in La Costa and frequently enjoys the facilities of Stagecoach Park. Generally, I feel that these facilities are excellent; at the same time I have some suggestions that will, I feel, greatly enhance the playground area. I have also spoken with other families about the playgroun and am incorporating their ideas with mine. Howeve the 4 swings are always full while the yellow poles are rarely if ever used. There appears to be enough room for 4 more swings at the southwest edge of the sand. Additional tall swings for older children could be placed outside the sand area, such as at Holiday Park. I know that additional swings would be frequently used The playground is large with many excellent types of equipment. and greatly appreciated! The toddler climbing equipment at the southeast edge is attractive to t very youngest children. However, the tire swing attached at one side is use by older kids and is very dangerous for the little kids. I feel that the ti swing should be moved to a different location to prevent a serious accident. The playground area is lacking facilities for families with more than c child to supervise. A parent with a baby has no shade in which to provid care while keeping a close eye on an older child in the playground. The feh tiny trees that had been planted near the playground are already gone. Sinc it will be years before trees will be able to provide even minimum shade, sc type of shade close to the playground should be provided now. There is roon between the playground and the road for another permanent shaded picnic are8 or some type of temporary structure. Since many of the families using the gym facilities have young childrei with them, a second playground close to the gym would be very appreciated. Finally, with all the liability concerns of city governments, the placc A fence should definitely be placed between the road and the ment of a toddler playground next to a busy road and an open body of water seems unwise. playground; if access from the road is desirable, add a self-closing gate. The streambed should be drained directly into the fenced-off pipes. Young children can drownd very quickly even in shallow water, and the most carefu' and observant parent can easily lose track of a child for a few moments at , playground, particularly if they are trying to manage more than 1 child. Several parents expressed to me their worry about both the road and the "POI I feel strongly that the "pond" is an "attractive nuisance" that should be eliminated immediately. I hope that you will adopt these suggestions as soon as possible, and I that you will use these ideas in planning new parks. letter to anyone that you feel should read it.
