ITEM EXPLANATION: As part of an understanding between the Carlsbad Police Officers Association and the City of Carlsbad, a 1984 Personalized Vehicle Study was to be udpated by March 1988. The updating was completed in January 1988, and reviewed by various City departments. A Personalized Patrol Vehicle ( PPV) program's purpose is to find lower cost alternatives to the current police fleet management program. The program assigns one officer to a vehicle, which he alone drives and is responsible for the operation and care. Evidence from various police departments that operate PPV programs was reviewed. A Personalized Patrol Vehicle Program is designed to maximize the lifetime and usability of police patrol vehicles. Normally, a patrol vehicle's useful life is two to two and one-hdlf years. These vehicles are utilized on all three shifts, with three drivers a day. Experience with Personalized Patrol Vehicles indicates that replacement frequency is extended with vehicles commonly exceeding a six-year replacement time. It is also reported that maintenance costs are reduced on PPVs since accountability and responsibility are the backbone of a successful program. As part of the investigation the committee found that the City of Visalia is the only city in California that has maintained records on a PPV program on an ongoing basis. Other cities were contacted and the concensus of opinion was that a PPV program saves money in maintenance, extends the usable life of the vehicle, inc- reases morale and provides additional time for patrol. Early in May a committee was formed to accomplish the following: develop a PPV test program for the 1988-89 fiscal year, test potential dollar savings in mainten- ance costs between PPV and standard fleet vehicles, operate the current patrol program without sacrificing patrol coverage for t.he test program. Currently in Carlsbad there are 12 vehicles in the patrol fleet. l":ach vehicle oper- ates 24 hours a day with at least three drivers per day during normal operation. This fiscal year, 188-89, nine vehicles are scheduled to replace existing patrol veh- icles in the fleet. After considering various alternatives, the PPV Committee agreed that a PPV test program can be established in Carlsbad. The committee proposed a two-year test program with an evaluation of progress every six months. Nine vehicles will be involved, with four vehicles to be PPV and five vehicles to replace existing fleet vehicles which have high mileage. These vehicles will be the control (comparison) group to test the performance of the four PPVs. Our Utilities/Maintenance Divi- sion will monitor various items, such as gas mileage, brake relining, battery replace- ment, plus items such as condition of upholstery and general appearance over the test period. At the end of the first six months the committee will meet and discuss the findings to that point and determine if any vehicles on extended mileage in the existing fleet may need replacement based on demand. I / PAGE 2 OF AB # 't{ptJCJ The only expense to implement this program is $15,000 to purchase the out- fitting e'luipment for four vehicles in the test program. The program is briefly out:ined below: 1. Order the scheduled ~ patrol vehicles. 2. Ph:ice all 9 vehicles into a PPV test program; four v.ehicles to be PPVs and five vehicles to replace high mileage fleet vehicles and to be used as control vehicles in test program. { PPV will not be driven home during test.) 3. Purchase additional vehicle outfitting for the four PPV amounting to $15,000 (approximately $3,750 per vehicle for light bar, radio, etc.). 4. Extend mileage on existing patrol fleet to assure PPV test is not com- promised by shortage of available vehicles during high demand times. 5, Review program in six months to determine if additional fleet replace- ments are necessary to maintain operating fleet, based on extended mileage demands. The above recitations are true and correct. 2. Funding in the amount of $15,ooo is available in the City Council Contingency Account number 001-840-1990-2999. 3. The City Council does hereby approve the authorization to transfer this $15,000 into Police Operations Capital Outlay Account number 001-820-2120-3900, for purchase _of additional vehicle outfitting for four PPV.
