AWARD OF CONTRACT FOR CONSTRUCTION DEPTIHD OF MINOR ROAD IMPROVEMENTS AND TRAFFIC SIGNAL AT MELROSE DRIVE AND RANCHO SANTA FE ROAD 3zB~ ITEM EXPLANATION: On July 12, 1988, the Carlsbad City Council authorized the advertisement of bids for the construction of Minor Road Improvements and Traffic Signal at Melrose Drive and Rancho Santa Fe Road, Project No. 3280. Four (4) sealed bids were received on August 10, 1988, as follows: 1. DBX, Incorporated 2. D & H Perry, Incorporated 3. Steiny and Company, Incorporated 4. Select Electric, Incorporated $128,590 137,863 138 , 000 140,169 The design engineer's estimate for the construction portion of this project is $140,000. This project will provide for the installation of a traffic signal that will allow vehicles on Melrose Drive to make protected and unobstructed turns onto Rancho Santa Fe Road. The signal will also provide left turn phasing for vehicles northbound on Rancho Santa Fe Road to westbound Melrose Drive. The road improvements will include the construction of a widened travel lane, varying in width from 1-10 feet on the east side of Rancho Santa Fe Road from Melrose Drive to approximately 600 feet north of the intersection. This additional pavement will accommodate a transitioning lane drop as the road narrows from two (2) lanes to one (1) lane. i< References have been verified on the low bidder and staff recommends the award of this contract to DBX, Incorporated. FISCAL IMPACT: The City Council has previously budgeted and appropriated $125,000 of Public Facilities Fee funds in the 1987-88 Capital Improvement Program budget for this project. Additionally, in accordance with a previously approved agreement between the City and the County of San Diego, the County will contribute up to $47,000 to the project. With the County contribution, a total of Page Two of Agenda Bill No. $172,000 is available for this project. A summary of the estimated project costs is as follows: Project Construction $128,590 (est) Construction Contingencies (15%) 19,289 (est) Project Management, Inspection, and Soils Testing 10,000 (est) Project Design 11,899 Total Project Cost Current Appropriations $169,778 (est) $172,000 Anticipated Available Balance $ 2,222 No additional appropriations will be necessary at this time. Environmental Requirements: This project is exempt from the environmental assessment per State (CEQA) 15301-Class 1 (C) guidelines. EXHIBITS 1. Location map. 2. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. That the above recitations are true and correct. 2. That the bid of $128,590 submitted by DBX, Incorporated for the construction of Minor Road Improvements and Traffic Signal at Melrose Drive and Rancho Santa Fe Road, Project No. 3280 is hereby accepted. 3.
