On January 26, 1988, the City Council accepted the City of Futtsu, Japan': invitation to enter into a sister city relationship. The Mayor of Futtsu Masanori Kurosaka, has extended an invitation to the City of Carlsbad to : a delegation to Futtsu, October 23-26, 1988. The purpose of the trip wou' to sign ceremonial documents, seal the sister city relationship, and to further strengthen the bond of friendship between the two cities. A number of Sister City Steering Committee members and their spouses will joining the City representatives in October. As intended, each represent( will be responsible for their travel expenses (whether it be paid persona' or by their respective organization).
The City Council is being asked to approve out-of-state business travel fc the Mayor, one designated Councilmember, the City Manager or his designee, the staff liaison to the Steering Committee In addition, because of the uncertainty of expenses in Japan, the City Council is also being asked to increase the allowance for meals to $75 per day, with the caution to City representatives that discretion be used during the trip.
FISCAL IMPACT:
Air fare, meals and lodging are estimated to cost no more than $1,000 per person, or a total of $4,000 for the abovementioned four City representati Funds are available in the City Council Contingency Account, 001-840-1990-
2999. The current balance in this account is $ I, I 79,866 .

SISTER CITY PROGRAM
As you requested, bel ow are expenses which other cities incur re1 ated to Sister City Programs:
El Cajon - $10,000 in 1987-88
El Cajon has three (3) sister cities: Goulburn, Australia, Municipio de Comondu, Mexico, and Sulzfeld, Germany.
In 1987-88 the City budgeted $10,000 in a special account for "miscellane promotions/sister city," which was spent primarily on sister city re1 ated expenses; for example, the City sponsored "Ballet Folklorico," including travel, hotel and sightseeing expenses.
In 1986-87 the City budgeted $5,000.
Oceanside - $4,000
Oceanside has two (2) sister cities: Pago Pago, Samoa and it just recent1 established sister city ties with Ensenada, Mexico.
The City Manager's office estimated that the City spent approximately $4, in the past year for sister city related projects.

Encinitas - $14,000
Encini tas has one sister city: Hondo, Japan.
$14,000 has been budgeted for entertaining the initial delegation from Hc

It is Encinitas' goal to have their Sister City Program sustained 50% by city and 50% by the community.

FOR TWO CITY REPRESENTATIVES TO SERVE ON ME GOODWILL DELEGATION TO FUTTSU, JAPAN
APPROVING OUT-OF-STATE BUSINESS TRAVEL

WHEREAS, the City Council has endorsed the Sister City Program

SUMMARY REPORT OF MARCH 31, 1988 SISTER CITY STEERING COMMITTEE (SCSC) MEE
Fifteen public and private organizations were represented at the first SC5 meet i ng .
1. Mayor Lewis introduced the first chairperson of the SCSC, Carman Cedc Mr. Cedola is the Vice President and Manager of the North San Diego County office of Union Bank and is an active member of the Chamber of Commerce and the Carlsbad Economic Enhancement Council.
2. The SCSC unanimously adopted the following mission statement:
Promote a greater understanding and respect between the citizens of Carlsbad and its Sister City, Futtsu, Japan by enriching the cultural and economic resources of each city.
3. The SCSC unanimously adopted five strategies to fulfill the above mi ssi on.
4. Seven standing sub-committees (executive, membership, fundraising, finance, publicity, economic development and cultural development) w( approved and organized.
5. The sub-committees were directed to meet individually and report bacl the full SCSC at the next meeting.
The next meeting is scheduled for Thursday, April 21, 1988 at 4:OO p.m. il Public Safety & Service Center.
